2828 This Act may be cited as the ‘‘Fighting Oppression 4
2929 until the Reign of Castro Ends’’ or the ‘‘FORCE Act’’. 5

3535 NGENERAL.—Notwithstanding any other provi-2
3636 sion of law, neither the President nor the Secretary of 3
3737 State may remove Cuba from the list of state sponsors 4
3838 of terrorism until the President makes the determination 5
3939 described in section 205 of the Cuban Liberty and Demo-6
4040 cratic Solidarity (LIBERTAD) Act of 1996 (22 U.S.C. 7
4141 6065). 8

4343 EFINITION.—In this section, the term ‘‘state 9
4444 sponsor of terrorism’’ means a country the government of 10
4545 which the Secretary of State determines has repeatedly 11
4646 provided support for international terrorism pursuant 12
4747 to— 13
4848 (1) section 1754(c)(1)(A) of the Export Control 14
4949 Reform Act of 2018 (50 U.S.C. 4318(c)(1)(A)); 15
5050 (2) section 620A of the Foreign Assistance Act 16
5151 of 1961 (22 U.S.C. 2371); 17
5252 (3) section 40 of the Arms Export Control Act 18
5353 (22 U.S.C. 2780); or 19
5454 (4) any other provision of law. 20
