SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Safe Bases Act of 4
2025’’. 5

SEC. 2. PERMITS TO CARRY CONCEALED FIREARMS ON 1
MILITARY INSTALLATIONS. 2
(a) I
NGENERAL.—Not later than one year after the 3
date of the enactment of this Act, the Secretary of Defense 4
shall establish a single element of the Department of De-5
fense to issue, upon request by a covered member, a per-6
mit that authorizes that covered member to carry a con-7
cealed firearm while on any military installation. 8
(b) C
OVEREDMEMBERDEFINED.—In this section, 9
the term ‘‘covered member’’ means a member of the 10
Armed Forces who— 11
(1) is not prohibited from purchasing, owning, 12
or possessing a firearm under section 922 of title 13
18, United States Code; and 14
(2) is on active duty. 15
