16	16	diction of the committee concerned
17	17	A BILL
18	18	To prevent allocations of Special Drawing Rights at the
19	19	International Monetary Fund for countries that are per-
20	20	petrators of genocide or state sponsors of terrorism, and
21	21	to prevent United States tax dollars from directly going
22	22	to the Taliban or other terrorists or terrorist-harboring
23	23	nations.
24	24	Be it enacted by the Senate and House of Representa-1
25	25	tives of the United States of America in Congress assembled, 2
26	26	SECTION 1. SHORT TITLE. 3
27	27	This Act may be cited as the ‘‘No Support for Terror 4
28	28	Act’’. 5

34	34	FUND FOR COUNTRIES THAT ARE PERPETRA-3
35	35	TORS OF GENOCIDE OR STATE SPONSORS OF 4
36	36	TERRORISM. 5
37	37	The Bretton Woods Agreements Act (22 U.S.C. 286 6
38	38	et seq.) is amended by adding at the end the following: 7
39	39	‘‘SEC. 75. PREVENTING ALLOCATIONS OF SPECIAL DRAW-8
40	40	ING RIGHTS FOR COUNTRIES THAT ARE PER-9
41	41	PETRATORS OF GENOCIDE OR STATE SPON-10
42	42	SORS OF TERRORISM. 11
43	43	‘‘The Secretary of the Treasury shall instruct the 12
44	44	United States Executive Director at the Fund to use the 13
45	45	voice and vote of the United States to— 14
46	46	‘‘(1) oppose the allocation of Special Drawing 15
47	47	Rights to any country that is a perpetrator of geno-16
48	48	cide or a state sponsor of terrorism, as determined 17
49	49	by the Secretary of State; and 18
50	50	‘‘(2) advocate that the Fund adopt a rule pro-19
51	51	hibiting such an allocation.’’. 20
52	52	SEC. 3. PREVENTING UNITED STATES TAX DOLLARS FROM 21
53	53	BEING PROVIDED TO THE TALIBAN OR 22
54	54	OTHER TERRORIST ORGANIZATIONS OR 23
55	55	COUNTRIES THAT HARBOR TERRORIST OR-24
56	56	GANIZATIONS. 25

62	62	(1) IN GENERAL.—The Secretary of the Treas-1
63	63	ury, the Secretary of State, and the Administrator 2
64	64	of the United States Agency for International Devel-3
65	65	opment shall jointly conduct a review of assistance 4
66	66	provided to nongovernmental organizations and 5
67	67	international organizations to ensure such assistance 6
68	68	is not being further provided to the Taliban or other 7
69	69	terrorist organizations or countries that harbor ter-8
70	70	rorist organizations in accordance with United 9
71	71	States anti-terrorism financing laws. 10
72	72	(2) R
73	73	EPORT.—Not later than 90 days after the 11
74	74	date of the enactment of this Act, the Secretary of 12
75	75	the Treasury, the Secretary of State, and the Ad-13
76	76	ministrator of the United States Agency for Inter-14
77	77	national Development shall jointly submit to Con-15
78	78	gress a report that contains the results of the review 16
79	79	conducted under paragraph (1). 17

81	81	ECIPIENTREQUIREMENTS.—Not later than 180 18
82	82	days after the date of the enactment of this Act, the Sec-19
83	83	retary of the Treasury, the Secretary of State, and the 20
84	84	Administrator of the United States Agency for Inter-21
85	85	national Development shall each require prime awardees 22
86	86	of assistance to provide evidence that all sub-awardees of 23
