2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Stopping Home Office 4
2727 Work’s Unproductive Problems Act of 2025’’ or the 5
2828 ‘‘SHOW UP Act of 2025’’. 6

3232 SEC. 2. REINSTATEMENT OF PRE-PANDEMIC TELEWORK 1
3333 POLICIES, PRACTICES, AND LEVELS FOR EX-2
3434 ECUTIVE AGENCIES. 3
3535 Not later than 30 days after the date of enactment 4
3636 of this Act, each agency shall adopt and apply telework 5
3737 policies, practices, and levels at the agency that are equiv-6
3838 alent to, or otherwise permit no additional levels of 7
3939 telework than, those which were in effect on December 31, 8
4040 2019, and may not expand any such policy, practice, or 9
4141 level until the date that an agency plan is submitted to 10
4242 Congress with a certification by the Director of the Office 11
4343 of Personnel Management under section 3. 12
4444 SEC. 3. STUDY, PLAN, AND CERTIFICATION REGARDING EX-13
4545 ECUTIVE AGENCY TELEWORK POLICIES, 14
4646 PRACTICES, AND LEVELS FOR EXECUTIVE 15
4747 AGENCIES. 16
4848 (a) I
4949 NGENERAL.—Not later than 6 months after the 17
5050 date of enactment of this Act, the head of each agency, 18
5151 in consultation with the Director, shall submit to Con-19
5252 gress— 20
5353 (1) a study on the impacts on the agency and 21
5454 its mission of expanding telework by its employees 22
5555 during the SARS–CoV–2 pandemic that commenced 23
5656 in 2019 and maintaining such expanded telework 24
5757 thereafter, including an analysis of— 25

6161 (A) any adverse impacts of that expansion 1
6262 on the agency’s performance of its mission, in-2
6363 cluding the performance of customer service by 3
6464 the agency; 4
6565 (B) any costs to the agency during that ex-5
6666 pansion attributable to— 6
6767 (i) owning, leasing, or maintaining un-7
6868 derutilized real property; or 8
6969 (ii) paying higher rates of locality pay 9
7070 to teleworking employees as a result of in-10
7171 correctly classifying such employees as 11
7272 teleworkers rather than remote workers; 12
7373 (C) any degree to which the agency failed 13
7474 during that expansion to provide teleworking 14
7575 employees with secure network capacity, com-15
7676 munications tools, necessary and secure access 16
7777 to appropriate agency data assets and Federal 17
7878 records, and equipment sufficient to enable each 18
7979 such employee to be fully productive; 19
8080 (D) any degree to which that expansion fa-20
8181 cilitated dispersal of the agency workforce 21
8282 around the Nation; and 22
8383 (E) any other impacts of that expansion 23
8484 that the agency or the Director considers ap-24
8585 propriate; 25

9090 practices, or levels beyond those in place as a result 2
9191 of section 2; and 3
9292 (3) a certification by the Director that such 4
9393 plan will— 5
9494 (A) have a substantial positive effect on— 6
9595 (i) the performance of the agency’s 7
9696 mission, including the performance of cus-8
9797 tomer service; 9
9898 (ii) increasing the level of dispersal of 10
9999 agency personnel throughout the Nation; 11
100100 and 12
101101 (iii) the reversal of any adverse im-13
102102 pact set forth pursuant to paragraph 14
103103 (1)(D); 15
104104 (B) substantially lower the agency’s costs 16
105105 of owning, leasing, or maintaining real prop-17
106106 erty; 18
107107 (C) substantially lower the agency’s costs 19
108108 attributable to paying locality pay to agency 20
109109 personnel working from locations outside the 21
110110 pay locality of their position’s official worksite; 22
111111 and 23
112112 (D) ensure that teleworking employees will 24
113113 be provided with secure network capacity, com-25

123123 tions tools, and equipment. 7

125125 IMITATION.— 8
126126 (1) I
127127 N GENERAL.—An agency may not imple-9
128128 ment the plan submitted under subsection (a)(2) un-10
129129 less a certification by the Director was issued under 11
130130 subsection (a)(3). 12
131131 (2) S
132132 UBSEQUENT PLANS .—In the event an ini-13
133133 tial agency plan submitted under subsection (a)(2) 14
134134 fails to receive such certification, the agency may 15
135135 submit to the Director subsequent plans until such 16
136136 certification is received, and submit such plan and 17
137137 certification to Congress. 18
138138 (c) D
139139 EFINITIONS.—In this Act— 19
140140 (1) the term ‘‘agency’’ has the meaning given 20
141141 the term ‘‘Executive agency’’ in section 105 of title 21
142142 5, United States Code, except that such term does 22
143143 not include the Government Accountability Office; 23
144144 (2) the term ‘‘Director’’ means the Director of 24
145145 the Office of Personnel Management; 25
