---|
27 | 27 | | This Act may be cited as the ‘‘Sanction Russian Nu-4 |

28 | 28 | | clear Safety Violators Act of 2025’’. 5 |

29 | 29 | | SEC. 2. FINDINGS. 6 |
---|
30 | 30 | | Congress makes the following findings: 7 |

38 | 38 | | (2) Russian forces have illegally occupied the 5 |

39 | 39 | | Zaporzhzhia nuclear power plant, the largest nuclear 6 |
---|
40 | 40 | | power plant in Europe, and have placed Russian 7 |
---|
41 | 41 | | military equipment within the power plant. 8 |
---|
42 | 42 | | (3) Officials from the Russian Federations 9 |
---|
43 | 43 | | State Atomic Energy Corporation ‘‘Rosatom’’ have 10 |
---|
44 | 44 | | been present at the plant since March 2022 and 11 |
---|
45 | 45 | | have requested information on confidential issues re-12 |
---|
46 | 46 | | garding the plant’s operations. 13 |
---|
47 | 47 | | (4) The International Atomic Energy Associa-14 |
---|
48 | 48 | | tion ‘‘IAEA’’ has stated that the presence of 15 |
---|
49 | 49 | | Rosatom officials is a significant safety concern and 16 |
---|
50 | 50 | | could lead to technical interference in the plant’s op-17 |
---|
51 | 51 | | erations, and has found that the power plant has 18 |
---|
52 | 52 | | structural damage in places due to shelling caused 19 |
---|
53 | 53 | | by Russia’s invasion of Ukraine. 20 |
---|
54 | 54 | | (5) The Director General has stated that failing 21 |
---|
55 | 55 | | to demilitarize the Zaporizhzhia nuclear power plant 22 |
---|
56 | 56 | | is ‘‘playing with fire’’. 23 |
---|
57 | 57 | | (6) In May 2023, Russia evacuated citizens 24 |
---|
58 | 58 | | from the region around Zaporizhzhia, including per-25 |

71 | 71 | | eastern Ukraine since the Russian Federation launched an 9 |
---|
72 | 72 | | unprovoked, full-scale invasion of Ukraine. 10 |
