2424 Be it enacted by the Senate and House of Representa-1
2525 tives of the United States of America in Congress assembled, 2
2626 SECTION 1. SHORT TITLE. 3
2727 This Act may be cited as the ‘‘Sanction Russian Nu-4
2828 clear Safety Violators Act of 2025’’. 5
2929 SEC. 2. FINDINGS. 6
3030 Congress makes the following findings: 7

3434 (1) On February 24, 2022, the Government of 1
3535 the Russian Federation, led by Vladimir Putin, 2
3636 launched an unprovoked, full-scale invasion of 3
3737 Ukraine. 4
3838 (2) Russian forces have illegally occupied the 5
3939 Zaporzhzhia nuclear power plant, the largest nuclear 6
4040 power plant in Europe, and have placed Russian 7
4141 military equipment within the power plant. 8
4242 (3) Officials from the Russian Federations 9
4343 State Atomic Energy Corporation ‘‘Rosatom’’ have 10
4444 been present at the plant since March 2022 and 11
4545 have requested information on confidential issues re-12
4646 garding the plant’s operations. 13
4747 (4) The International Atomic Energy Associa-14
4848 tion ‘‘IAEA’’ has stated that the presence of 15
4949 Rosatom officials is a significant safety concern and 16
5050 could lead to technical interference in the plant’s op-17
5151 erations, and has found that the power plant has 18
5252 structural damage in places due to shelling caused 19
5353 by Russia’s invasion of Ukraine. 20
5454 (5) The Director General has stated that failing 21
5555 to demilitarize the Zaporizhzhia nuclear power plant 22
5656 is ‘‘playing with fire’’. 23
5757 (6) In May 2023, Russia evacuated citizens 24
5858 from the region around Zaporizhzhia, including per-25

6363 concerns about the plant’s stability and safety. 2
6464 SEC. 3. SANCTIONS. 3
6565 (a) I
6666 NGENERAL.—The President shall impose sanc-4
6767 tions described in subsection (b) with respect to any for-5
6868 eign person that has endangered the integrity, safety, or 6
6969 undermined Ukrainian operational control of the 7
7070 Zaporizhzhia Nuclear Power Station located in south-8
7171 eastern Ukraine since the Russian Federation launched an 9
7272 unprovoked, full-scale invasion of Ukraine. 10

7474 ANCTIONSDESCRIBED.—The sanctions de-11
7575 scribed in this subsection are the following: 12
7676 (1) A
7777 SSET BLOCKING.—Notwithstanding the re-13
7878 quirements of section 202 of the International 14
7979 Emergency Economic Powers Act (50 U.S.C. 1701), 15
8080 the President may exercise of all powers granted to 16
8181 the President by that Act to the extent necessary to 17
8282 block and prohibit all transactions in all property 18
8383 and interests in property of the foreign person if 19
8484 such property and interests in property are in the 20
8585 United States, come within the United States, or are 21
8686 or come within the possession or control of a United 22
8787 States person. 23

8989 ISAS, ADMISSION, OR PAROLE.— 24

9393 (A) IN GENERAL.—An alien who the Sec-1
9494 retary of State or the Secretary of Homeland 2
9595 Security (or a designee of one of such Secre-3
9696 taries) knows, or has reason to believe, is de-4
9797 scribed in subsection (a) is— 5
9898 (i) inadmissible to the United States; 6
9999 (ii) ineligible for a visa or other docu-7
100100 mentation to enter the United States; and 8
101101 (iii) otherwise ineligible to be admitted 9
102102 or paroled into the United States or to re-10
103103 ceive any other benefit under the Immigra-11
104104 tion and Nationality Act (8 U.S.C. 1101 et 12
105105 seq.). 13

107107 URRENT VISAS REVOKED .— 14
108108 (i) I
109109 N GENERAL.—The issuing con-15
110110 sular officer, the Secretary of State, or the 16
111111 Secretary of Homeland Security (or a des-17
112112 ignee of one of such Secretaries) shall, in 18
113113 accordance with section 221(i) of the Im-19
114114 migration and Nationality Act (8 U.S.C. 20
115115 1201(i)), revoke any visa or other entry 21
116116 documentation issued to an alien described 22
117117 in subparagraph (A) regardless of when 23
118118 the visa or other entry documentation is 24
119119 issued. 25

134134 XCEPTION TO COMPLY WITH INTER -10
135135 NATIONAL OBLIGATIONS .—Sanctions under sub-11
136136 section (b)(2) shall not apply with respect to the ad-12
137137 mission of an alien if admitting or paroling the alien 13
138138 into the United States is necessary to permit the 14
139139 United States to comply with the Agreement regard-15
140140 ing the Headquarters of the United Nations, signed 16
141141 at Lake Success June 26, 1947, and entered into 17
142142 force November 21, 1947, between the United Na-18
143143 tions and the United States, or other applicable 19
144144 international obligations. 20

146146 XCEPTION RELATING TO THE PROVISION 21
147147 OF HUMANITARIAN ASSISTANCE .—Sanctions under 22
148148 this section may not be imposed with respect to 23
149149 transactions or the facilitation of transactions for— 24

154154 food, medicine, or medical devices; 2
155155 (B) the provision of humanitarian assist-3
156156 ance; 4
157157 (C) financial transactions relating to hu-5
158158 manitarian assistance; or 6
159159 (D) transporting goods or services that are 7
160160 necessary to carry out operations relating to 8
161161 humanitarian assistance. 9

163163 XCEPTION RELATED TO UKRAINIAN OPER -10
164164 ATIONAL CONTROL .—Sanctions under this section 11
165165 shall not apply to any foreign person seeking to rees-12
166166 tablish Ukrainian operational control of the 13
167167 Zaporizhzhia Nuclear Power Station or the sur-14
168168 rounding region. 15

170170 MPLEMENTATION; PENALTIES.— 16
171171 (1) I
172172 MPLEMENTATION.—The President may ex-17
173173 ercise all authorities provided to the President under 18
174174 sections 203 and 205 of the International Emer-19
175175 gency Economic Powers Act (50 U.S.C. 1702 and 20
176176 1704) to carry out this subtitle. 21

178178 ENALTIES.—The penalties provided for in 22
179179 subsections (b) and (c) of section 206 of the Inter-23
180180 national Emergency Economic Powers Act (50 24
181181 U.S.C. 1705) shall apply to a person that violates, 25

185185 attempts to violate, conspires to violate, or causes a 1
186186 violation of regulations promulgated under section 2
187187 403(b) to carry out paragraph (1)(A) to the same 3
188188 extent that such penalties apply to a person who 4
189189 commits an unlawful act described in section 206(a) 5
190190 of that Act. 6
191191 (e) W
192192 AIVER.—The President may waive the applica-7
193193 tion of sanctions imposed with respect to a foreign person 8
194194 under this section if the President certifies to the appro-9
195195 priate congressional committees not later than 15 days be-10
196196 fore such waiver is to take effect that the waiver is vital 11
197197 to the national security interests of the United States. 12

199199 EFINITIONS.—In this section— 13
200200 (1) the term ‘‘appropriate congressional com-14
201201 mittees’’ means the Committee on Foreign Affairs of 15
202202 the House of Representatives and the Committee on 16
203203 Foreign Relations of the Senate; 17
204204 (2) the term ‘‘foreign person’’ means an indi-18
205205 vidual or entity that is not a United States person; 19
206206 (3) the term ‘‘United States person’’ means— 20
207207 (A) a United States citizen; 21
208208 (B) a permanent resident alien of the 22
209209 United States; 23
210210 (C) an entity organized under the laws of 24
211211 the United States or of any jurisdiction within 25
