21	21	To authorize the imposition of sanctions with respect to
22	22	any foreign person endangering the integrity or safety
23	23	of the Zaporizhzhia nuclear power plant.
24	24	Be it enacted by the Senate and House of Representa-1
25	25	tives of the United States of America in Congress assembled, 2
26	26	SECTION 1. SHORT TITLE. 3
27	27	This Act may be cited as the ‘‘Sanction Russian Nu-4
28	28	clear Safety Violators Act of 2025’’. 5
29	29	SEC. 2. FINDINGS. 6
30	30	Congress makes the following findings: 7

34	34	(1) On February 24, 2022, the Government of 1
35	35	the Russian Federation, led by Vladimir Putin, 2
36	36	launched an unprovoked, full-scale invasion of 3
37	37	Ukraine. 4
38	38	(2) Russian forces have illegally occupied the 5
39	39	Zaporzhzhia nuclear power plant, the largest nuclear 6
40	40	power plant in Europe, and have placed Russian 7
41	41	military equipment within the power plant. 8
42	42	(3) Officials from the Russian Federations 9
43	43	State Atomic Energy Corporation ‘‘Rosatom’’ have 10
44	44	been present at the plant since March 2022 and 11
45	45	have requested information on confidential issues re-12
46	46	garding the plant’s operations. 13
47	47	(4) The International Atomic Energy Associa-14
48	48	tion ‘‘IAEA’’ has stated that the presence of 15
49	49	Rosatom officials is a significant safety concern and 16
50	50	could lead to technical interference in the plant’s op-17
51	51	erations, and has found that the power plant has 18
52	52	structural damage in places due to shelling caused 19
53	53	by Russia’s invasion of Ukraine. 20
54	54	(5) The Director General has stated that failing 21
55	55	to demilitarize the Zaporizhzhia nuclear power plant 22
56	56	is ‘‘playing with fire’’. 23
57	57	(6) In May 2023, Russia evacuated citizens 24
58	58	from the region around Zaporizhzhia, including per-25

62	62	sonnel who operate the plant, further exacerbating 1
63	63	concerns about the plant’s stability and safety. 2
64	64	SEC. 3. SANCTIONS. 3
65	65	(a) I
66	66	NGENERAL.—The President shall impose sanc-4
67	67	tions described in subsection (b) with respect to any for-5
68	68	eign person that has endangered the integrity, safety, or 6
69	69	undermined Ukrainian operational control of the 7
70	70	Zaporizhzhia Nuclear Power Station located in south-8
71	71	eastern Ukraine since the Russian Federation launched an 9
72	72	unprovoked, full-scale invasion of Ukraine. 10

74	74	ANCTIONSDESCRIBED.—The sanctions de-11
75	75	scribed in this subsection are the following: 12
76	76	(1) A
77	77	SSET BLOCKING.—Notwithstanding the re-13
78	78	quirements of section 202 of the International 14
79	79	Emergency Economic Powers Act (50 U.S.C. 1701), 15
80	80	the President may exercise of all powers granted to 16
81	81	the President by that Act to the extent necessary to 17
82	82	block and prohibit all transactions in all property 18
83	83	and interests in property of the foreign person if 19
84	84	such property and interests in property are in the 20
85	85	United States, come within the United States, or are 21
86	86	or come within the possession or control of a United 22
87	87	States person. 23

89	89	ISAS, ADMISSION, OR PAROLE.— 24

93	93	(A) IN GENERAL.—An alien who the Sec-1
94	94	retary of State or the Secretary of Homeland 2
95	95	Security (or a designee of one of such Secre-3
96	96	taries) knows, or has reason to believe, is de-4
97	97	scribed in subsection (a) is— 5
98	98	(i) inadmissible to the United States; 6
99	99	(ii) ineligible for a visa or other docu-7
100	100	mentation to enter the United States; and 8
101	101	(iii) otherwise ineligible to be admitted 9
102	102	or paroled into the United States or to re-10
103	103	ceive any other benefit under the Immigra-11
104	104	tion and Nationality Act (8 U.S.C. 1101 et 12
105	105	seq.). 13

107	107	URRENT VISAS REVOKED .— 14
108	108	(i) I
109	109	N GENERAL.—The issuing con-15
110	110	sular officer, the Secretary of State, or the 16
111	111	Secretary of Homeland Security (or a des-17
112	112	ignee of one of such Secretaries) shall, in 18
113	113	accordance with section 221(i) of the Im-19
114	114	migration and Nationality Act (8 U.S.C. 20
115	115	1201(i)), revoke any visa or other entry 21
116	116	documentation issued to an alien described 22
117	117	in subparagraph (A) regardless of when 23
118	118	the visa or other entry documentation is 24
119	119	issued. 25

135	135	NATIONAL OBLIGATIONS .—Sanctions under sub-11
136	136	section (b)(2) shall not apply with respect to the ad-12
137	137	mission of an alien if admitting or paroling the alien 13
138	138	into the United States is necessary to permit the 14
139	139	United States to comply with the Agreement regard-15
140	140	ing the Headquarters of the United Nations, signed 16
141	141	at Lake Success June 26, 1947, and entered into 17
142	142	force November 21, 1947, between the United Na-18
143	143	tions and the United States, or other applicable 19
144	144	international obligations. 20

146	146	XCEPTION RELATING TO THE PROVISION 21
147	147	OF HUMANITARIAN ASSISTANCE .—Sanctions under 22
148	148	this section may not be imposed with respect to 23
149	149	transactions or the facilitation of transactions for— 24

154	154	food, medicine, or medical devices; 2
155	155	(B) the provision of humanitarian assist-3

157	157	(C) financial transactions relating to hu-5
158	158	manitarian assistance; or 6
159	159	(D) transporting goods or services that are 7
160	160	necessary to carry out operations relating to 8
161	161	humanitarian assistance. 9

163	163	XCEPTION RELATED TO UKRAINIAN OPER -10
164	164	ATIONAL CONTROL .—Sanctions under this section 11
165	165	shall not apply to any foreign person seeking to rees-12
166	166	tablish Ukrainian operational control of the 13
167	167	Zaporizhzhia Nuclear Power Station or the sur-14
168	168	rounding region. 15

170	170	MPLEMENTATION; PENALTIES.— 16
171	171	(1) I
172	172	MPLEMENTATION.—The President may ex-17
173	173	ercise all authorities provided to the President under 18
174	174	sections 203 and 205 of the International Emer-19
175	175	gency Economic Powers Act (50 U.S.C. 1702 and 20
176	176	1704) to carry out this subtitle. 21
177	177	(2) P
178	178	ENALTIES.—The penalties provided for in 22
179	179	subsections (b) and (c) of section 206 of the Inter-23
180	180	national Emergency Economic Powers Act (50 24
181	181	U.S.C. 1705) shall apply to a person that violates, 25

186	186	violation of regulations promulgated under section 2
187	187	403(b) to carry out paragraph (1)(A) to the same 3
188	188	extent that such penalties apply to a person who 4
189	189	commits an unlawful act described in section 206(a) 5
190	190	of that Act. 6
191	191	(e) W
192	192	AIVER.—The President may waive the applica-7
193	193	tion of sanctions imposed with respect to a foreign person 8
194	194	under this section if the President certifies to the appro-9
195	195	priate congressional committees not later than 15 days be-10
196	196	fore such waiver is to take effect that the waiver is vital 11
197	197	to the national security interests of the United States. 12

199	199	EFINITIONS.—In this section— 13
200	200	(1) the term ‘‘appropriate congressional com-14
201	201	mittees’’ means the Committee on Foreign Affairs of 15
202	202	the House of Representatives and the Committee on 16
203	203	Foreign Relations of the Senate; 17
204	204	(2) the term ‘‘foreign person’’ means an indi-18
205	205	vidual or entity that is not a United States person; 19
206	206	(3) the term ‘‘United States person’’ means— 20
207	207	(A) a United States citizen; 21
208	208	(B) a permanent resident alien of the 22
209	209	United States; 23
210	210	(C) an entity organized under the laws of 24
211	211	the United States or of any jurisdiction within 25
