INSPECTION AND CONSUMPTION OF SHRIMP AND 1 SHRIMP PRODUCTS FUND. 2 (a) I NGENERAL.—There is established in the Treas-3 ury of the United States a fund to be known as the ‘‘In-4 spection and Consumption of Shrimp and Shrimp Prod-5 ucts Fund’’ (in this section referred to as the ‘‘Fund’’), 6 consisting of such amounts as may be transferred to the 7 Fund under subsection (b) and to be available as provided 8 for under subsection (c). 9 (b) T RANSFER OFAMOUNTS.— 10 (1) I N GENERAL.—The Secretary of the Treas-11 ury shall transfer to the Fund, from the general 12 fund of the Treasury, amounts determined by the 13 Secretary to be equivalent to 70 percent of amounts 14 received in the general fund that are attributable to 15 duties assessed by the United States, including du-16 ties assessed pursuant to a countervailing duty order 17 or antidumping duty order under the Tariff Act of 18 1930 or a finding under the Antidumping Act of 19 1921, collected on imports of shrimp and products 20 containing shrimp or shrimp parts described in para-21 graph (2) for fiscal year 2026 and each subsequent 22 fiscal year. 23 (2) S HRIMP AND PRODUCTS CONTAINING 24 SHRIMP OR SHRIMP PARTS DESCRIBED .—The 25 shrimp and products containing shrimp or shrimp 26 VerDate Sep 11 2014 17:12 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H512.IH H512 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 512 IH parts described in this paragraph are those products 1 provided for in any subheading of the Harmonized 2 Tariff Schedule of the United States, including sub-3 headings 0306.16.00, 0306.17.00, 0306.35.00, 4 0306.36.00, 0306.95.00, 1605.21, and 1605.29 of 5 such schedule (or successor subheadings). 6 (c) U SE OFAMOUNTS.—Amounts in the Fund shall 7 be available for each such fiscal year as follows: 8 (1) Fifty percent of such amounts shall be used 9 by the Secretary of Health and Human Services, 10 acting through the Commissioner of Food and 11 Drugs, for— 12 (A) the inspection, examination, sampling, 13 and testing of shrimp that present a high risk 14 of contamination from unapproved antibiotic 15 residues to identify violations of the provisions 16 of law carried out by the Secretary, acting 17 through the Commissioner; 18 (B) seafood importer inspections, associ-19 ated training, capacity building, regulatory 20 partnerships, and development of data analytics 21 in support of such work; and 22 (C) coordination and data sharing with the 23 Secretary of Commerce, the Commissioner of 24 U.S. Customs and Border Protection, and the 25 VerDate Sep 11 2014 17:12 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H512.IH H512 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 512 IH heads of other relevant Federal agencies to en-1 sure that imports of shrimp and products con-2 taining shrimp or shrimp parts described in 3 subsection (b)(2) are not originating with 4 forced labor or illegal, unreported, or unregu-5 lated sources pursuant to Public Law 117–78 6 (an Act to ensure that goods made with forced 7 labor in the Xinjiang Uyghur Autonomous Re-8 gion of the People’s Republic of China do not 9 enter the United States market, and for other 10 purposes). 11 (2) Fifty percent of such amounts shall be used 12 by the Secretary of Agriculture to, pursuant to para-13 graph (2) of the second sentence of section 32 of the 14 Act of August 24, 1935 (7 U.S.C. 612c), encourage 15 the domestic consumption of shrimp. 16 (d) A VAILABILITY.—Amounts in the Fund shall, not-17 withstanding any other provision law, remain available 18 until expended. 19 (e) S UPPLEMENT, NOTSUPPLANT.—The funding 20 provided under subsection (c) to purchase shrimp shall 21 supplement (and not supplant) other Federal funding (in-22 cluding funding made available under section 32 of the 23 VerDate Sep 11 2014 17:12 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H512.IH H512 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 512 IH Act of August 24, 1935 (7 U.S.C. 612c)) to make such 1 purchases, if appropriate. 2 Æ VerDate Sep 11 2014 17:12 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H512.IH H512 ssavage on LAPJG3WLY3PROD with BILLS
