3636 subaward reporting system to identify problems 4
3737 within the system that contribute to inaccurate and 5
3838 incomplete subaward reporting and provide specific 6
3939 recommendations for improvements. 7
4040 (2) An assessment of the effectiveness and effi-8
4141 ciency of the system, including the following: 9
4242 (A) Accuracy and completeness of 10
4343 subaward data reported through the system. 11
4444 (B) Consistency of reporting requirements 12
4545 across Federal agencies. 13
4646 (C) Burden on Federal award recipients to 14
4747 comply with reporting requirements. 15
4848 (D) Accessibility and availability of 16
4949 subaward data to the public and stakeholders. 17
5050 (E) Adequacy of enforcement mechanisms 18
5151 to ensure compliance with reporting require-19
5252 ments. 20

5757 1 year after the date of the enactment of this Act, and 24
5858 annually thereafter until the plan is fully implemented (as 25

6464 plement and submit to Congress a plan to update the 3
6565 FFATA subaward reporting system to ensure that the 4
6666 system provides accurate, timely, and comprehensive in-5
6767 formation on the first tier of any subaward made under 6
6868 a prime Federal award that includes the following: 7
6969 (1) Measures to improve the accuracy and com-8
7070 pleteness of subaward data reported through the 9
7171 system. 10
7272 (2) Standardized reporting requirements across 11
7373 Federal agencies, including a requirement that any 12
7474 prime recipient of a Federal award that does not 13
7575 make a subaward certifies that a subaward was not 14
7676 made. 15
7777 (3) Provisions to reduce the burden on Federal 16
7878 award recipients to comply with reporting require-17
7979 ments under the Federal Funding Accountability 18
8080 and Transparency Act of 2006 (31 U.S.C. 6101 19
8181 note). 20
8282 (4) Mechanisms to increase accessibility and 21
8383 availability of subaward data to the public and 22
8484 stakeholders. 23

9696 UBAWARD EXPANSION DATA .—Beginning 5

9898 first plan is submitted pursuant to subsection (b), 7
9999 the head of each Federal agency shall collect infor-8
100100 mation on the first 2 tiers of a subaward from a 9
101101 Federal award that includes the data elements re-10
102102 quired to comply with the Federal Funding Account-11
103103 ability and Transparency Act of 2006 (31 U.S.C. 12
104104 6101 note), as prescribed by the Director. 13

107107 SION.—Not later than 1 year after the date of the 15
108108 enactment of this Act, the Administrator, in con-16
109109 sultation with the Director, shall issue reporting 17
110110 rules for Federal agencies under the Federal Fund-18
111111 ing Accountability and Transparency Act of 2006 19
112112 and develop a plan to implement the requirements 20
113113 described in paragraph (1) with input from stake-21
114114 holders and the public that includes the following: 22
115115 (A) Measures to improve the accuracy and 23
116116 completeness of subaward data reported 24

139139 the date of the enactment of this Act, the head of 19
140140 each Federal agency shall begin implementing the 20

168168 SYSTEM.—The terms ‘‘FFATA subaward reporting 15
169169 system’’ and ‘‘system’’ mean the subaward reporting 16

171171 Funding Accountability and Transparency Act of 18
