17	17	the Federal subaward reporting system, and for other
18	18	purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Federal Subaward Re-4
23	23	porting System Modernization and Expansion Act’’. 5
24	24	SEC. 2. FFATA FEDERAL SUBAWARD REPORTING SYSTEM. 6

26	26	EPORT ONFEDERALSUBAWARDREPORTING 7

28	28	YSTEM.—Not later than 180 days after the date of the 8
29	29	enactment of this Act, the Inspector General of the Gen-9

34	34	report that contains the following: 2
35	35	(1) A comprehensive review of the FFATA 3
36	36	subaward reporting system to identify problems 4
37	37	within the system that contribute to inaccurate and 5
38	38	incomplete subaward reporting and provide specific 6
39	39	recommendations for improvements. 7
40	40	(2) An assessment of the effectiveness and effi-8
41	41	ciency of the system, including the following: 9
42	42	(A) Accuracy and completeness of 10
43	43	subaward data reported through the system. 11
44	44	(B) Consistency of reporting requirements 12
45	45	across Federal agencies. 13
46	46	(C) Burden on Federal award recipients to 14
47	47	comply with reporting requirements. 15
48	48	(D) Accessibility and availability of 16
49	49	subaward data to the public and stakeholders. 17
50	50	(E) Adequacy of enforcement mechanisms 18
51	51	to ensure compliance with reporting require-19
52	52	ments. 20
53	53	(3) Recommendations for improving the system. 21

55	55	LAN ANDREPORT FORIMPROVING THE FED-22
56	56	ERALSUBAWARDREPORTINGSYSTEM.—Not later than 23
57	57	1 year after the date of the enactment of this Act, and 24
58	58	annually thereafter until the plan is fully implemented (as 25

62	62	determined by the Administrator), the Administrator, in 1
63	63	consultation with the Director and the Secretary, shall im-2
64	64	plement and submit to Congress a plan to update the 3
65	65	FFATA subaward reporting system to ensure that the 4
66	66	system provides accurate, timely, and comprehensive in-5
67	67	formation on the first tier of any subaward made under 6
68	68	a prime Federal award that includes the following: 7
69	69	(1) Measures to improve the accuracy and com-8
70	70	pleteness of subaward data reported through the 9
71	71	system. 10
72	72	(2) Standardized reporting requirements across 11
73	73	Federal agencies, including a requirement that any 12
74	74	prime recipient of a Federal award that does not 13
75	75	make a subaward certifies that a subaward was not 14
76	76	made. 15
77	77	(3) Provisions to reduce the burden on Federal 16
78	78	award recipients to comply with reporting require-17
79	79	ments under the Federal Funding Accountability 18
80	80	and Transparency Act of 2006 (31 U.S.C. 6101 19
81	81	note). 20
82	82	(4) Mechanisms to increase accessibility and 21
83	83	availability of subaward data to the public and 22
84	84	stakeholders. 23
85	85	(5) Adequate enforcement mechanisms to en-24
86	86	sure compliance with reporting requirements under 25

96	96	UBAWARD EXPANSION DATA .—Beginning 5
97	97	not later than 1 year after the date on which the 6
98	98	first plan is submitted pursuant to subsection (b), 7
99	99	the head of each Federal agency shall collect infor-8
100	100	mation on the first 2 tiers of a subaward from a 9
101	101	Federal award that includes the data elements re-10
102	102	quired to comply with the Federal Funding Account-11
103	103	ability and Transparency Act of 2006 (31 U.S.C. 12
104	104	6101 note), as prescribed by the Director. 13

107	107	SION.—Not later than 1 year after the date of the 15
108	108	enactment of this Act, the Administrator, in con-16
109	109	sultation with the Director, shall issue reporting 17
110	110	rules for Federal agencies under the Federal Fund-18
111	111	ing Accountability and Transparency Act of 2006 19
112	112	and develop a plan to implement the requirements 20
113	113	described in paragraph (1) with input from stake-21
114	114	holders and the public that includes the following: 22
115	115	(A) Measures to improve the accuracy and 23
116	116	completeness of subaward data reported 24

138	138	FEDERAL AGENCIES .—Not later than 2 years after 18
139	139	the date of the enactment of this Act, the head of 19
140	140	each Federal agency shall begin implementing the 20
141	141	plan described in paragraph (2). 21

161	161	AWARD; SECRETARY.—The terms ‘‘Director’’, ‘‘Fed-9
162	162	eral agency’’, ‘‘Federal award’’, and ‘‘Secretary’’ 10
163	163	have the meaning given those terms in section 2(a) 11
164	164	of the Federal Funding Accountability and Trans-12
165	165	parency Act of 2006 (31 U.S.C. 6101 note). 13

167	167	SUBAWARD REPORTING SYSTEM ; 14
168	168	SYSTEM.—The terms ‘‘FFATA subaward reporting 15
169	169	system’’ and ‘‘system’’ mean the subaward reporting 16
170	170	system described in section 2(d)(2) of the Federal 17
171	171	Funding Accountability and Transparency Act of 18
172	172	2006 (31 U.S.C. 6101 note). 19
