15	15	Director of the United States Geological Survey, to es-
16	16	tablish a grant program for monitoring wildfires by sat-
17	17	ellite.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Strengthening Wildfire 4
22	22	Resiliency Through Satellites Act of 2025’’. 5
23	23	SEC. 2. MONITORING WILDFIRES BY SATELLITE. 6

31	31	(1) ESTABLISHMENT.—Not later than one year 1
32	32	after the date of the enactment of this section, the 2
33	33	Secretary shall establish a competitive grant pro-3
34	34	gram under which the Secretary shall make at least 4
35	35	three grants to eligible entities to monitor wildfires 5
36	36	by satellite (in this section referred to as the ‘‘Pro-6
37	37	gram’’). 7

39	39	LIGIBLE PROJECTS.—Each eligible entity 8
40	40	awarded a grant under the Program shall only use 9
41	41	such grant to— 10
42	42	(A) purchase and integrate, through a pub-11
43	43	lic-private partnership, high-resolution multi- 12
44	44	and hyper-spectral full spectrum imaging capa-13
45	45	bility from visible, near-infrared, shortwave in-14
46	46	frared, thermal infrared, and radar data from 15
47	47	the latest-generation of wildfire monitoring sat-16
48	48	ellites; and 17
49	49	(B) use the data acquired under subpara-18
50	50	graph (A), as well as any analyses relating to 19
51	51	such data, to detect, assess, respond to, and 20
52	52	manage wildfires, with an emphasis on— 21
53	53	(i) monitoring active fire behavior, 22
54	54	burned area, intensity, and severity; 23
55	55	(ii) ensuring the safety and effective-24
56	56	ness of prescribed fire treatments; and 25

61	61	and disaster recovery. 2

63	63	PPLICATION.—To be eligible for a grant 3
64	64	under the Program, an eligible entity shall submit to 4
65	65	the Secretary an application at such time, in such 5
66	66	manner, and containing such information as the Sec-6
67	67	retary may require. 7

69	69	RANT AMOUNT .—Each grant awarded 8
70	70	under the Program shall be in an amount the Sec-9
71	71	retary determines appropriate. 10

73	73	EPORT.—Not later than the last day of 11
74	74	the second fiscal year beginning after the date of the 12
75	75	enactment of this section, the Secretary shall submit 13
76	76	to Congress a report that includes— 14
77	77	(A) the number of applications received for 15
78	78	a grant under the Program; 16
79	79	(B) details of each eligible entity that was 17
80	80	awarded a grant under the Program; 18
81	81	(C) the impact of the Program on wildfire 19
82	82	prevention; 20
83	83	(D) any recommendation that the Sec-21
84	84	retary determines appropriate to establish the 22
85	85	Program as a long-term grant program; and 23

90	90	ness of the Program that the Secretary deter-2

93	93	UTHORIZATION OFAPPROPRIATIONS.—There is 4
94	94	authorized to be appropriated to the Secretary 5
95	95	$20,000,000 for each of fiscal years 2026 through 2028 6
96	96	to carry out the Program. 7

98	98	EFINITIONS.—In this section— 8
99	99	(1) the term ‘‘eligible entity’’ means a State 9
100	100	forester, emergency manager, or equivalent State of-10
101	101	ficial; and 11
102	102	(2) the term ‘‘Secretary’’ means the Secretary 12
103	103	of the Interior, acting through the Director of the 13
104	104	United States Geological Survey. 14
