SHORT TITLE. 1 This Act may be cited as the ‘‘Inaugural Fund Integ-2 rity Act’’. 3 SEC. 2. LIMITATIONS AND DISCLOSURE OF CERTAIN DONA-4 TIONS TO, AND DISBURSEMENTS BY, INAU-5 GURAL COMMITTEES. 6 (a) R EQUIREMENTS FOR INAUGURAL COMMIT-7 TEES.—Title III of the Federal Election Campaign Act 8 of 1971 (52 U.S.C. 30101 et seq.) is amended by adding 9 at the end the following new section: 10 ‘‘SEC. 325. INAUGURAL COMMITTEES. 11 ‘‘(a) P ROHIBITEDDONATIONS.— 12 ‘‘(1) I N GENERAL.—It shall be unlawful— 13 ‘‘(A) for an Inaugural Committee— 14 ‘‘(i) to solicit, accept, or receive a do-15 nation from a person that is not an indi-16 vidual; or 17 ‘‘(ii) to solicit, accept, or receive a do-18 nation from a foreign national; 19 ‘‘(B) for a person— 20 ‘‘(i) to make a donation to an Inau-21 gural Committee in the name of another 22 person, or to knowingly authorize his or 23 her name to be used to effect such a dona-24 tion; 25 VerDate Sep 11 2014 22:38 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H535.IH H535 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 535 IH ‘‘(ii) to knowingly accept a donation 1 to an Inaugural Committee made by a per-2 son in the name of another person; or 3 ‘‘(iii) to convert a donation to an In-4 augural Committee to personal use as de-5 scribed in paragraph (2); and 6 ‘‘(C) for a foreign national to, directly or 7 indirectly, make a donation, or make an express 8 or implied promise to make a donation, to an 9 Inaugural Committee. 10 ‘‘(2) C ONVERSION OF DONATION TO PERSONAL 11 USE.—For purposes of paragraph (1)(B)(iii), a do-12 nation shall be considered to be converted to per-13 sonal use if any part of the donated amount is used 14 to fulfill a commitment, obligation, or expense of a 15 person that would exist irrespective of the respon-16 sibilities of the Inaugural Committee under chapter 17 5 of title 36, United States Code. 18 ‘‘(3) N O EFFECT ON DISBURSEMENT OF UN -19 USED FUNDS TO NONPROFIT ORGANIZATIONS .— 20 Nothing in this subsection may be construed to pro-21 hibit an Inaugural Committee from disbursing un-22 used funds to an organization which is described in 23 section 501(c)(3) of the Internal Revenue Code of 24 VerDate Sep 11 2014 22:38 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H535.IH H535 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 535 IH 1986 and is exempt from taxation under section 1 501(a) of such Code. 2 ‘‘(b) L IMITATION ONDONATIONS.— 3 ‘‘(1) I N GENERAL.—It shall be unlawful for an 4 individual to make donations to an Inaugural Com-5 mittee which, in the aggregate, exceed $50,000. 6 ‘‘(2) I NDEXING.—At the beginning of each 7 Presidential election year (beginning with 2032), the 8 amount described in paragraph (1) shall be in-9 creased by the cumulative percent difference deter-10 mined in section 315(c)(1)(A) since the previous 11 Presidential election year. If any amount after such 12 increase is not a multiple of $1,000, such amount 13 shall be rounded to the nearest multiple of $1,000. 14 ‘‘(c) D ISCLOSURE OFCERTAINDONATIONS ANDDIS-15 BURSEMENTS.— 16 ‘‘(1) D ONATIONS OVER $1,000.— 17 ‘‘(A) I N GENERAL.—An Inaugural Com-18 mittee shall file with the Commission a report 19 disclosing any donation by an individual to the 20 committee in an amount of $1,000 or more not 21 later than 24 hours after the receipt of such do-22 nation. 23 ‘‘(B) C ONTENTS OF REPORT .—A report 24 filed under subparagraph (A) shall contain— 25 VerDate Sep 11 2014 22:38 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H535.IH H535 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 535 IH ‘‘(i) the amount of the donation; 1 ‘‘(ii) the date the donation is received; 2 and 3 ‘‘(iii) the name and address of the in-4 dividual making the donation. 5 ‘‘(2) F INAL REPORT.—Not later than the date 6 that is 90 days after the date of the Presidential in-7 augural ceremony, the Inaugural Committee shall 8 file with the Commission a report containing the fol-9 lowing information: 10 ‘‘(A) For each donation of money or any-11 thing of value made to the committee in an ag-12 gregate amount equal to or greater than 13 $200— 14 ‘‘(i) the amount of the donation; 15 ‘‘(ii) the date the donation is received; 16 and 17 ‘‘(iii) the name and address of the in-18 dividual making the donation. 19 ‘‘(B) The total amount of all disburse-20 ments, and all disbursements in the following 21 categories: 22 ‘‘(i) Disbursements made to meet 23 committee operating expenses. 24 ‘‘(ii) Repayment of all loans. 25 VerDate Sep 11 2014 22:38 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H535.IH H535 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 535 IH ‘‘(iii) Donation refunds and other off-1 sets to donations. 2 ‘‘(iv) Any other disbursements. 3 ‘‘(C) The name and address of each per-4 son— 5 ‘‘(i) to whom a disbursement in an ag-6 gregate amount or value in excess of $200 7 is made by the committee to meet a com-8 mittee operating expense, together with 9 date, amount, and purpose of such oper-10 ating expense; 11 ‘‘(ii) who receives a loan repayment 12 from the committee, together with the date 13 and amount of such loan repayment; 14 ‘‘(iii) who receives a donation refund 15 or other offset to donations from the com-16 mittee, together with the date and amount 17 of such disbursement; and 18 ‘‘(iv) to whom any other disbursement 19 in an aggregate amount or value in excess 20 of $200 is made by the committee, to-21 gether with the date and amount of such 22 disbursement. 23 ‘‘(d) D EFINITIONS.—For purposes of this section: 24 ‘‘(1)(A) The term ‘donation’ includes— 25 VerDate Sep 11 2014 22:38 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H535.IH H535 kjohnson on DSK7ZCZBW3PROD with $$_JOB 7 •HR 535 IH ‘‘(i) any gift, subscription, loan, advance, 1 or deposit of money or anything of value made 2 by any person to the committee; or 3 ‘‘(ii) the payment by any person of com-4 pensation for the personal services of another 5 person which are rendered to the committee 6 without charge for any purpose. 7 ‘‘(B) The term ‘donation’ does not include the 8 value of services provided without compensation by 9 any individual who volunteers on behalf of the com-10 mittee. 11 ‘‘(2) The term ‘foreign national’ has the mean-12 ing given that term by section 319(b). 13 ‘‘(3) The term ‘Inaugural Committee’ has the 14 meaning given that term by section 501 of title 36, 15 United States Code.’’. 16 (b) C ONFIRMINGAMENDMENT RELATED TO RE-17 PORTINGREQUIREMENTS.—Section 304 of the Federal 18 Election Campaign Act (52 U.S.C. 30104) is amended— 19 (1) by striking subsection (h); and 20 (2) by redesignating subsection (i) as subsection 21 (h). 22 (c) C ONFORMINGAMENDMENTRELATED TOSTATUS 23 OFCOMMITTEE.—Section 510 of title 36, United States 24 Code, is amended to read as follows: 25 VerDate Sep 11 2014 22:38 Feb 12, 2025 Jkt 059200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H535.IH H535 kjohnson on DSK7ZCZBW3PROD with $$_JOB 8 •HR 535 IH ‘‘§ 510.
