SHORT TITLE. 3 This Act may be cited as the ‘‘Investing in Safer 4 Traffic Stops Act of 2025’’. 5 SEC. 2. GRANT FOR CIVILIAN TRAFFIC VIOLATION EN-6 FORCEMENT. 7 (a) E STABLISHMENT.—Not later than 180 days after 8 the date of the enactment of this Act, the Attorney Gen-9 VerDate Sep 11 2014 02:02 Feb 13, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H546.IH H546 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •HR 546 IH eral shall establish a civilian traffic violation enforcement 1 grant program (in this Act referred to as the ‘‘Program’’) 2 to provide funding to local, State, or Tribal government 3 entities to ensure that the enforcement of traffic violations 4 is carried out by a civilian or traffic monitoring tech-5 nology, instead of a law enforcement officer. 6 (b) E LIGIBLERECIPIENT.—The Attorney General 7 shall make grants under the Program to local, State, or 8 Tribal government entities. 9 (c) E LIGIBLEACTIVITIES.—Amounts from a grant 10 awarded under the Program may only be used for the pur-11 poses of ensuring that the enforcement of traffic violations 12 is carried out by a civilian or traffic monitoring tech-13 nology, including for the purchasing of such technology 14 and the hiring of civilians. 15 (d) A UTHORIZATION OFAPPROPRIATIONS.—There is 16 authorized to be appropriated $100,000,000 for each of 17 the fiscal years 2026 through 2031 to carry out the Pro-18 gram. 19 (e) C IVILIANDEFINED.—In this Act, the term ‘‘civil-20 ian’’ means an individual employed by a local, State, or 21 Tribal government entity to enforce traffic laws, who is 22 not a law enforcement officer. 23 Æ VerDate Sep 11 2014 02:02 Feb 13, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H546.IH H546 kjohnson on DSK7ZCZBW3PROD with $$_JOB
