A BILL 
To direct the Secretary of Housing and Urban Development 
to establish a demonstration program to refer qualified 
participants within the Continuum of Care Program to 
Certified Community Behavioral Health Clinics for cer-
tain treatment, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Treatment and Home-4
lessness Housing Integration Act of 2024’’. 5

SEC. 2. INTEGRATION OF TREATMENT PLANS FOR HOME-1
LESS INDIVIDUALS. 2
(a) E
STABLISHMENT.—Not later than 180 days after 3
the date of the enactment of this section, the Secretary 4
of Housing and Urban Development shall establish a dem-5
onstration program to award not more than 10 grants to 6
eligible entities to refer qualified participants to a Cer-7
tified Community Behavioral Health Clinic for behavioral 8
health, mental health, and substance use disorder treat-9
ment. 10
(b) E
LIGIBLEENTITIES.—To be eligible for a grant 11
under this section, an entity shall be a Continuum of Care 12
that is located— 13
(1) in 1 of the 5 States with the highest num-14
ber of homeless individuals per capita, as determined 15
by the Secretary; and 16
(2) within 50 miles of a Certified Community 17
Behavioral Health Clinic. 18
(c) R
EPORT.—Not later than 180 days after the ter-19
mination of the demonstration program, the Secretary 20
shall submit to the Congress a report that includes— 21
(1) performance measures of the demonstration 22
program; and 23
(2) the number of qualified participants served 24
by the demonstration program that receive disability 25
insurance benefits under title II of the Social Secu-26

rity Act or supplemental security income benefits 1
under title XVI of such Act. 2
(d) A
UTHORIZATION OFAPPROPRIATIONS.— 3
(1) I
N GENERAL.—There is authorized to be 4
appropriated to the Secretary $50,000,000 for fiscal 5
years 2025 through 2029 to carry out this section. 6
(2) S
ET–ASIDE.—Of amounts made available 7
under paragraph (1), the Secretary may set aside 10 8
percent of such amounts to— 9
(A) provide technical assistance to eligible 10
entities; and 11
(B) complete the report described in sub-12
section (c). 13
(e) D
EFINITIONS.—In this section: 14
(1) C
ONTINUUM OF CARE .—The term ‘‘Con-15
tinuum of Care’’ means a collaborative applicant es-16
tablished and operating for a geographic area for 17
purposes of the Continuum of Care Program under 18
subtitle C of title IV of the McKinney-Vento Home-19
less Assistance Act (42 U.S.C. 11381 et seq.). 20
(2) C
ERTIFIED COMMUNITY BEHAVIORAL 21
HEALTH CLINIC.—The term ‘‘Certified Community 22
Behavioral Health Clinic’’ has the meaning given the 23
term in section 1905 of the Social Security Act (42 24
U.S.C. 1396d). 25

(3) QUALIFIED PARTICIPANT .—The term 1
‘‘qualified participant’’ means an individual that— 2
(A) receives supportive housing through 3
the Continuum of Care Program under subtitle 4
C of title IV of the McKinney-Vento Homeless 5
Assistance Act (42 U.S.C. 11381 et seq.); 6
(B) has qualified for supportive housing 7
through receipt of disability insurance benefits 8
under title II of the Social Security Act or sup-9
plemental security income benefits under title 10
XVI of such Act; or 11
(C) is considered a homeless individual 12
with a disability, as defined in section 401 of 13
the McKinney-Vento Homeless Assistance Act 14
(42 U.S.C. 11360). 15
(4) S
ECRETARY.—The term ‘‘Secretary’’ means 16
the Secretary of Housing and Urban Development. 17
