3232 (a) I
3333 NGENERAL.—Notwithstanding any other provi-6
3434 sion of law, no funds available to any Federal department 7
3535 or agency may be used to seek membership by the United 8
3636 States in the World Health Organization or to provide as-9
3737 sessed or voluntary contributions to the World Health Or-10
3838 ganization until such time as the Secretary of State cer-11
3939 tifies to Congress that the World Health Organization 12
4040 meets the conditions described in subsection (b). 13

4242 ONDITIONSDESCRIBED.—The conditions de-14
4343 scribed in this subsection are the following: 15
4444 (1) The World Health Organization has adopt-16
4545 ed meaningful reforms to ensure that humanitarian 17
4646 assistance is not politicized and is to be provided to 18
4747 those with the most need. 19
4848 (2) The World Health Organization is not 20
4949 under the control or significant malign influence of 21
5050 the Chinese Communist Party. 22
5151 (3) The World Health Organization is not in-23
5252 volved in a coverup of the Chinese Communist Par-24
5353 ty’s response to the COVID–19 pandemic. 25

5959 (5) The World Health Organization does not di-3
6060 vert humanitarian or medical supplies to Iran, North 4
6161 Korea, or Syria. 5
6262 (6) The World Health Organization has put in 6
6363 place mechanisms to increase transparency and ac-7
6464 countability in its operations and eliminate waste, 8
6565 fraud, and abuse. 9
6666 (7) The World Health Organization has ceased 10
6767 all funding for, engagement in, and messaging with 11
6868 respect to certain controversial and politically 12
6969 charged issues that are non-germane to the World 13
7070 Health Organization’s directive, including— 14
7171 (A) so-called ‘‘gender identity’’ and harm-15
7272 ful rhetoric relating to ‘‘gender affirming care’’; 16
7373 (B) climate change; and 17
7474 (C) access to abortion. 18
7575 (8) The World Health Organization has agreed 19
7676 that as a condition of membership by the United 20
7777 States in the World Health Organization, no direc-21
7878 tive issued by the World Health Organization may 22
7979 be considered to be legally binding on any United 23
8080 States citizen or individual State. 24
