1818 This Act may be cited as the ‘‘Nor Rel Muk Wintu 4
1919 Nation Federal Recognition Act’’. 5

3232 ECRETARY.—The term ‘‘Secretary’’ means 3
3333 the Secretary of the Interior. 4

3535 RIBAL MEMBER.—The term ‘‘Tribal mem-5
3636 ber’’ means— 6
3737 (A) an individual who is an enrolled mem-7
3838 ber of the Tribe as of the date of the enactment 8
3939 of this Act; or 9
4040 (B) an individual who has been placed on 10
4141 the membership rolls of the Tribe in accordance 11
4242 with this Act. 12

4444 RIBE.—The term ‘‘Tribe’’ means the Nor 13
4545 Rel Muk Wintu Nation. 14

4747 EDERALRECOGNITION.— 15

4949 N GENERAL.—Federal recognition is ex-16
5050 tended to the Tribe. 17
5151 (2) A
5252 PPLICABILITY OF LAWS.—All laws (includ-18
5353 ing regulations) of the United States of general ap-19
5454 plicability to Indians or nations, Indian Tribes, or 20
5555 bands of Indians (including the Act of June 18, 21
5656 1934 (25 U.S.C. 5101 et seq.)) that are not incon-22
5757 sistent with this Act shall be applicable to the Tribe 23
5858 and Tribal members. 24

6060 EDERAL SERVICES AND BENEFITS .— 25

6464 (A) IN GENERAL.—On and after the date 1
6565 of the enactment of this Act, the Tribe and 2
6666 Tribal members shall be eligible for all services 3
6767 and benefits provided by the Federal Govern-4
6868 ment to federally recognized Indian Tribes 5
6969 without regard to— 6
7070 (i) the existence of a reservation for 7
7171 the Tribe; or 8
7272 (ii) the location of the residence of 9
7373 any Tribal member on or near any Indian 10
7474 reservation. 11

7676 ERVICE AREA.—For the purpose of 12
7777 the delivery of Federal services to Tribal mem-13
7878 bers, the service area of the Tribe shall be con-14
7979 sidered to be Trinity County, California. 15

8181 EMBERSHIP.— 16
8282 (1) I
8383 N GENERAL.—As a condition of receiving 17
8484 recognition, services, and benefits pursuant to this 18
8585 Act, the Tribe shall submit to the Secretary, by not 19
8686 later than 18 months after the date of the enact-20
8787 ment of this Act, a membership roll consisting of the 21
8888 name of each individual enrolled as a Tribal mem-22
8989 ber. 23

9191 ETERMINATION OF MEMBERSHIP .—The 24
9292 qualifications for inclusion on the membership roll of 25

9696 the Tribe shall be determined in accordance with the 1
9797 governing document. 2

9999 AINTENANCE OF ROLL .—The Tribe shall 3
100100 have the sole authority and responsibility to main-4
101101 tain the membership roll consistent with the gov-5
102102 erning document. 6
103103 (d) G
104104 OVERNINGBODY.—The governing body of the 7
105105 Tribe shall be— 8
106106 (1) the governing body of the Tribe on the date 9
107107 of enactment of this Act, consistent with the gov-10
108108 erning document; or 11
109109 (2) any subsequent governing body elected in 12
110110 accordance with the election procedures specified in 13
111111 the governing document. 14

113113 REATY ANDRESERVEDRIGHTS.—Nothing in 15
114114 this Act expands, reduces, or in any manner affects any 16
115115 treaty rights or reserved rights of the Tribe. 17
