made available to the Fulton County District Attorney’s
Office.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Withholding Invest-4
ments from Lawless Litigators In States Act’’ or the 5
‘‘WILLIS Act’’. 6

SEC. 2. PROHIBITION ON FEDERAL FUNDING WITH RE-1
SPECT TO FULTON COUNTY DISTRICT ATTOR-2
NEY. 3
(a) P
ROHIBITION ONFEDERALFUNDING.—Notwith-4
standing any other provision of law, no Federal funds may 5
be awarded or otherwise made available to the Fulton 6
County District Attorney’s Office. 7
(b) R
ESCISSION AND REPAYMENT OF FEDERAL 8

UNDING.—The unobligated balances of all amounts allo-9
cated for or otherwise made available to the Fulton Coun-10
ty District Attorney’s Office is hereby rescinded, and the 11
Attorney General shall take such steps as may be nec-12
essary and practicable to require the Fulton County Dis-13
trict Attorney’s Office to reimburse the Federal Govern-14
ment for all amounts expended for such Office after the 15
date of January 1, 2021. 16
