26 | 26 | | This Act may be cited as the ‘‘Ending Chemical 4 |

27 | 27 | | Abortions Act of 2025’’. 5 |

28 | 28 | | SEC. 2. FINDINGS. 6 |

35 | 35 | | United States. The agency illegally categorized preg-3 |

36 | 36 | | nancy as an illness and asserted chemical abortion 4 |
---|
37 | 37 | | drugs provide a meaningful therapeutic benefit. 5 |
---|
38 | 38 | | (2) In 2016, the Food and Drug Administra-6 |
---|
39 | 39 | | tion reduced the number of doctor visits required for 7 |
---|
40 | 40 | | administration of chemical abortion drugs from 3 8 |
---|
41 | 41 | | visits to 1 visit. The agency also removed the re-9 |
---|
42 | 42 | | quirement for both the in-person administration of 10 |
---|
43 | 43 | | misoprostol and a subsequent follow-up appointment. 11 |
---|
44 | 44 | | At this time, the agency also expanded the avail-12 |
---|
45 | 45 | | ability of inducing a chemical abortion from 7 to 10 13 |
---|
46 | 46 | | weeks. 14 |
---|
47 | 47 | | (3) In 2021, the Food and Drug Administra-15 |
---|
48 | 48 | | tion eliminated the in-person dispensing requirement 16 |
---|
49 | 49 | | for chemical abortion drugs, purporting to allow 17 |
---|
50 | 50 | | these drugs to be dispensed by mail in violation of 18 |
---|
51 | 51 | | longstanding Federal law. 19 |
---|
52 | 52 | | (4) When compared to surgical abortions, chem-20 |
---|
53 | 53 | | ical abortions are consistently more likely to result 21 |
---|
54 | 54 | | in complications that are miscoded as a spontaneous 22 |
---|
55 | 55 | | abortion or ‘‘miscarriage’’. 23 |
---|
56 | 56 | | (5) According to the Guttmacher Institute, the 24 |

57 | 57 | | Abortion Industry’s think tank, since 2000, the ad-25 |
