16	16	require Senior Executive Service and schedule C employ-
17	17	ees to disclose Federal student loan debt, and for other
18	18	purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Federal Employee Stu-4
23	23	dent Debt Transparency Act’’. 5

27	27	SEC. 2. DISCLOSURE OF FEDERAL STUDENT LOAN DEBT BY 1
28	28	SES AND SCHEDULE C EMPLOYEES. 2
29	29	Section 13104 of title 5, United States Code, is 3
30	30	amended by adding at the end the following: 4
31	31	‘‘(j) D
32	32	ISCLOSURE OF FEDERALSTUDENTLOAN 5
33	33	D
34	34	EBT BYSES ANDSCHEDULEC EMPLOYEES.— 6
35	35	‘‘(1) D
36	36	EFINITION.—In this subsection, the term 7
37	37	‘covered employee’ means an employee of the execu-8
38	38	tive branch who occupies— 9
39	39	‘‘(A) a Senior Executive Service position 10
40	40	(as defined in section 3132(a)); or 11
41	41	‘‘(B) a position of a confidential or policy- 12
42	42	determining nature under schedule C of subpart 13
43	43	C of part 213 of title 5, Code of Federal Regu-14
44	44	lations, or any successor regulation. 15
45	45	‘‘(2) R
46	46	EPORTS BY COVERED EMPLOYEES .—Not 16
47	47	later than 60 days after the date of enactment of 17
48	48	the Federal Employee Student Debt Transparency 18
49	49	Act, and not later than February 28 of each year 19
50	50	thereafter, each covered employee shall file a report 20
51	51	containing a full and complete statement of the out-21
52	52	standing balance of principal and interest owed by 22
53	53	the covered employee on— 23
54	54	‘‘(A) each loan made under part D of title 24
55	55	IV of the Higher Education Act of 1965 (20 25
56	56	U.S.C. 1087a et seq.); and 26

60	60	‘‘(B) any loan made, insured, or guaran-1
61	61	teed under part B or E of such title (20 U.S.C. 2
62	62	1071 et seq., 1087aa et seq.). 3
63	63	‘‘(3) N
64	64	EW COVERED EMPLOYEES .—Not later 4
65	65	than 60 days after the date on which an individual 5
66	66	assumes the position of a covered employee, the indi-6
67	67	vidual shall file a report containing the information 7
68	68	required under paragraph (2). 8
69	69	‘‘(4) R
70	70	EPORTS TO CONGRESS .—Not later than 9
71	71	May 1 of each year, the Director of the Office of 10
72	72	Government Ethics shall transmit to Congress a re-11
73	73	port containing— 12
74	74	‘‘(A) the total amount owed by all covered 13
75	75	employees as reported pursuant to paragraphs 14
76	76	(2) and (3); and 15
77	77	‘‘(B) the name of any covered employee 16
78	78	who failed to file or report any information re-17
79	79	quired to be reported pursuant to paragraph 18
80	80	(2) or (3).’’. 19
