A BILL 
To amend the Immigration and Nationality Act to provide 
for a minimum number of refugees who may be admitted 
in any fiscal year after fiscal year 2026, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Lady Liberty Act of 4
2025’’. 5

SEC. 2. MINIMUM NUMBER OF REFUGEES TO BE ADMITTED. 1
Section 207(a) of the Immigration and Nationality 2
Act (8 U.S.C. 1157(a)) is amended by inserting after ‘‘in 3
any fiscal year after fiscal year 1982 shall be such number 4
as the President determines,’’ the following: ‘‘except that 5
in any fiscal year after fiscal year 2026, such number may 6
not be less than 125,000, without regard to whether or 7
not the President makes any determination’’. 8
