3636 NGENERAL.—Not later than October 1, 2027, 6
3737 the Secretary of Veterans Affairs shall establish a pro-7
3838 gram to carry out, to the maximum extent practicable, all 8
3939 activities necessary to permit a member of the Armed 9
4040 Forces specified in subsection (b) to elect to enroll in the 10
4141 system of annual patient enrollment established and oper-11
4242 ated under section 1705 of title 38, United States Code, 12
4343 on the date of the separation of such member from active 13
4444 military, naval, air, or space service. 14

4646 EMBER OF THEARMEDFORCESSPECIFIED.— 15
4747 A member of the Armed Forces specified in this subsection 16
4848 is a member of the Armed Forces that the Secretary deter-17
4949 mines— 18
5050 (1) is performing active military, naval, air, or 19
5151 space service; 20
5252 (2) would be eligible for enrollment in the sys-21
5353 tem of annual patient enrollment established and op-22
5454 erated under such section on the date of the separa-23
5555 tion of such member from such service; and 24
5656 (3) is described in section 1710(e)(1)(D) of title 25
5757 38, United States Code. 26

6161 (c) PRE-ENROLLMENTMECHANISM.— 1

6363 N GENERAL.—Under the program required 2
6464 by subsection (a), the Secretary of Veterans Affairs, 3
6565 in conjunction with the Secretary of Defense and the 4
6666 Secretary of Homeland Security, shall establish a 5
6767 mechanism to permit a member of the Armed Forces 6
6868 specified in subsection (b) to elect to pre-enroll in 7
6969 such system of annual patient enrollment, pursuant 8
7070 to the program required by subsection (a), during 9
7171 the 180-day period that precedes the date of the sep-10
7272 aration of such member from active military, naval, 11
7373 air, or space service. 12

7575 RIEFINGS ON MECHANISM .—Not later 13
7676 than 180 days after the date of the enactment of 14
7777 this Act, and annually thereafter for the duration of 15
7878 the program required by subsection (a), the Depart-16
7979 ment of Veterans Affairs-Department of Defense 17
8080 Joint Executive Committee established under section 18
8181 320 of title 38, United States Code, shall submit to 19
8282 the appropriate congressional committees a briefing 20
8383 on efforts of the Secretary of Veterans Affairs and 21
8484 the Secretary of Defense with respect to the imple-22
8585 mentation of the mechanism required by paragraph 23
8686 (1) during the period covered by the briefing. 24

9090 (d) REPORT ONPRE-ENROLLEDMEMBERS.—Not 1
9191 later than 180 days after the date of the enactment of 2
9292 this Act, and annually thereafter for the duration of such 3
9393 program, the Secretary shall submit to the appropriate 4
9494 congressional committees a report that includes, with re-5
9595 spect to the fiscal year that precedes the period covered 6
9696 by the report— 7
9797 (1) the number of members of the Armed 8
9898 Forces specified in subsection (b) who— 9
9999 (A) elected to participate in such program 10
100100 and who were subsequently— 11
101101 (i) enrolled in the system of annual 12
102102 patient enrollment established and oper-13
103103 ated under section 1705 of title 38, United 14
104104 States Code; and 15
105105 (ii) denied enrollment in such system; 16
106106 and 17
107107 (B) elected not to participate in such pro-18
108108 gram; and 19
109109 (2) aggregated demographic information on 20
110110 members of the Armed Forces described in para-21
111111 graph (1), including— 22
112112 (A) age; 23
113113 (B) ethnicity; 24

122122 ERMINATIONDATE.—The authority of the Sec-5
123123 retary to carry out the program required by subsection 6
124124 (a) shall terminate on the date that is three years after 7
125125 the date of the enactment of this Act. 8

127127 EPORT ONPROGRAM.—Not later than the 9
128128 date that is two years after the date of the termination 10
129129 of such authority, the Comptroller General of the United 11
130130 States shall submit to the appropriate congressional com-12
131131 mittees a report that includes— 13
132132 (1) an analysis of the effectiveness of the pro-14
133133 gram required by subsection (a) with respect to the 15
134134 enrollment of members of the Armed Forces speci-16
135135 fied in subsection (b) in the system of annual pa-17
136136 tient enrollment established and operated under sec-18
137137 tion 1705 of title 38, United States Code; and 19
138138 (2) recommendations of the Comptroller Gen-20
139139 eral, if any, with respect to methods to improve to 21
140140 such program. 22
