22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Combat Veterans Pre- 4
26	26	Enrollment Act of 2025’’. 5

35	35	(a) I
36	36	NGENERAL.—Not later than October 1, 2027, 6
37	37	the Secretary of Veterans Affairs shall establish a pro-7
38	38	gram to carry out, to the maximum extent practicable, all 8
39	39	activities necessary to permit a member of the Armed 9
40	40	Forces specified in subsection (b) to elect to enroll in the 10
41	41	system of annual patient enrollment established and oper-11
42	42	ated under section 1705 of title 38, United States Code, 12
43	43	on the date of the separation of such member from active 13
44	44	military, naval, air, or space service. 14
45	45	(b) M
46	46	EMBER OF THEARMEDFORCESSPECIFIED.— 15
47	47	A member of the Armed Forces specified in this subsection 16
48	48	is a member of the Armed Forces that the Secretary deter-17
49	49	mines— 18
50	50	(1) is performing active military, naval, air, or 19
51	51	space service; 20
52	52	(2) would be eligible for enrollment in the sys-21
53	53	tem of annual patient enrollment established and op-22
54	54	erated under such section on the date of the separa-23
55	55	tion of such member from such service; and 24
56	56	(3) is described in section 1710(e)(1)(D) of title 25
57	57	38, United States Code. 26

61	61	(c) PRE-ENROLLMENTMECHANISM.— 1
62	62	(1) I
63	63	N GENERAL.—Under the program required 2
64	64	by subsection (a), the Secretary of Veterans Affairs, 3
65	65	in conjunction with the Secretary of Defense and the 4
66	66	Secretary of Homeland Security, shall establish a 5
67	67	mechanism to permit a member of the Armed Forces 6
68	68	specified in subsection (b) to elect to pre-enroll in 7
69	69	such system of annual patient enrollment, pursuant 8
70	70	to the program required by subsection (a), during 9
71	71	the 180-day period that precedes the date of the sep-10
72	72	aration of such member from active military, naval, 11
73	73	air, or space service. 12

75	75	RIEFINGS ON MECHANISM .—Not later 13
76	76	than 180 days after the date of the enactment of 14
77	77	this Act, and annually thereafter for the duration of 15
78	78	the program required by subsection (a), the Depart-16
79	79	ment of Veterans Affairs-Department of Defense 17
80	80	Joint Executive Committee established under section 18
81	81	320 of title 38, United States Code, shall submit to 19
82	82	the appropriate congressional committees a briefing 20
83	83	on efforts of the Secretary of Veterans Affairs and 21
84	84	the Secretary of Defense with respect to the imple-22
85	85	mentation of the mechanism required by paragraph 23
86	86	(1) during the period covered by the briefing. 24

90	90	(d) REPORT ONPRE-ENROLLEDMEMBERS.—Not 1
91	91	later than 180 days after the date of the enactment of 2
92	92	this Act, and annually thereafter for the duration of such 3
93	93	program, the Secretary shall submit to the appropriate 4
94	94	congressional committees a report that includes, with re-5
95	95	spect to the fiscal year that precedes the period covered 6
96	96	by the report— 7
97	97	(1) the number of members of the Armed 8
98	98	Forces specified in subsection (b) who— 9
99	99	(A) elected to participate in such program 10
100	100	and who were subsequently— 11
101	101	(i) enrolled in the system of annual 12
102	102	patient enrollment established and oper-13
103	103	ated under section 1705 of title 38, United 14
104	104	States Code; and 15
105	105	(ii) denied enrollment in such system; 16
106	106	and 17
107	107	(B) elected not to participate in such pro-18
108	108	gram; and 19
109	109	(2) aggregated demographic information on 20
110	110	members of the Armed Forces described in para-21
111	111	graph (1), including— 22
112	112	(A) age; 23
113	113	(B) ethnicity; 24

122	122	ERMINATIONDATE.—The authority of the Sec-5
123	123	retary to carry out the program required by subsection 6
124	124	(a) shall terminate on the date that is three years after 7
125	125	the date of the enactment of this Act. 8

127	127	EPORT ONPROGRAM.—Not later than the 9
128	128	date that is two years after the date of the termination 10
129	129	of such authority, the Comptroller General of the United 11
130	130	States shall submit to the appropriate congressional com-12
131	131	mittees a report that includes— 13
132	132	(1) an analysis of the effectiveness of the pro-14
133	133	gram required by subsection (a) with respect to the 15
134	134	enrollment of members of the Armed Forces speci-16
135	135	fied in subsection (b) in the system of annual pa-17
136	136	tient enrollment established and operated under sec-18
137	137	tion 1705 of title 38, United States Code; and 19
138	138	(2) recommendations of the Comptroller Gen-20
139	139	eral, if any, with respect to methods to improve to 21
140	140	such program. 22
