17	17	To direct the Director of the Bureau of Land Management
18	18	and the Chief of the United States Forest Service to
19	19	conduct a study of onshore mineral values and the Direc-
20	20	tor of the Bureau of Ocean Energy Management to
21	21	conduct a study of offshore mineral values.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Abundant American 4
26	26	Resources Act of 2025’’. 5

32	32	(a) O
33	33	NSHOREMINERALSTUDY.—Not later than 3
34	34	three years after the date of the enactment of this sec-4
35	35	tion— 5
36	36	(1) the Director of the Bureau of Land Man-6
37	37	agement, shall complete (including through a con-7
38	38	tract with a private entity) a study to determine the 8
39	39	dollar value of liquid, gaseous, locatable, leasable, 9
40	40	and salable minerals present in each covered onshore 10
41	41	area under the jurisdiction of the Director; and 11
42	42	(2) the Chief of the Forest Service, shall com-12
43	43	plete (including through a contract with a private 13
44	44	entity) a study to determine the dollar value of liq-14
45	45	uid, gaseous, and locatable minerals present in each 15
46	46	covered onshore area under the jurisdiction of the 16
47	47	Chief. 17

49	49	FFSHOREMINERALSTUDY.—Not later than 18
50	50	three years after the date of the enactment of this section, 19
51	51	the Director of the Bureau of Ocean Energy Management 20
52	52	shall complete (including through a contract with a private 21
53	53	entity) a study to determine the dollar value of liquid, gas-22
54	54	eous, and locatable minerals present in each covered off-23
55	55	shore area under the jurisdiction of the Director. 24

57	57	NCLUDED ANDEXCLUDEDAREAS.—The studies 25
58	58	required under subsections (a) and (b) shall— 26

62	62	(1) include co-managed areas; and 1
63	63	(2) exclude— 2
64	64	(A) any unit of the National Park System; 3
65	65	and 4
66	66	(B) any national monument designated as 5
67	67	an area of critical environmental concern before 6
68	68	January 1, 2000. 7
69	69	(d) D
70	70	EFINITIONS.—In this section— 8
71	71	(1) the term ‘‘area of critical environmental 9
72	72	concern’’ means an area that meets all of the cri-10
73	73	teria identified under section 1610.7–2(d) of title 11
74	74	43, Code of Federal Regulations; 12
75	75	(2) the term ‘‘co-managed area’’ means an area 13
76	76	that is under the jurisdiction of two or more Federal 14
77	77	agencies; 15
78	78	(3) the term ‘‘covered onshore area’’ means— 16
79	79	(A) a national monument— 17
80	80	(i) that is not a marine national 18
81	81	monument; and 19
82	82	(ii) that was designated after Decem-20
83	83	ber 31, 1999; 21
84	84	(B) an area of critical environmental con-22
85	85	cern; and 23
86	86	(C) an area that has been withdrawn 24
87	87	from— 25

92	92	laws; or 2
93	93	(ii) operation of the mineral leasing 3
94	94	and mineral materials laws; 4
95	95	(4) the term ‘‘covered offshore area’’ means— 5
96	96	(A) a marine national monument; 6
97	97	(B) an offshore area that has been with-7
98	98	drawn from— 8
99	99	(i) entry under the general mining 9
100	100	laws; or 10
101	101	(ii) operation of the mineral leasing 11
102	102	and mineral materials laws; and 12
103	103	(C) an offshore area that is otherwise des-13
104	104	ignated as an area under moratorium; 14
105	105	(5) the term ‘‘liquid minerals’’ includes crude 15
106	106	oil; and 16
107	107	(6) the term ‘‘gaseous minerals’’ includes nat-17
108	108	ural gas. 18
