2626 Resources Act of 2025’’. 5

3333 NSHOREMINERALSTUDY.—Not later than 3
3434 three years after the date of the enactment of this sec-4
3535 tion— 5
3636 (1) the Director of the Bureau of Land Man-6
3737 agement, shall complete (including through a con-7
3838 tract with a private entity) a study to determine the 8
3939 dollar value of liquid, gaseous, locatable, leasable, 9
4040 and salable minerals present in each covered onshore 10
4141 area under the jurisdiction of the Director; and 11
4242 (2) the Chief of the Forest Service, shall com-12
4343 plete (including through a contract with a private 13
4444 entity) a study to determine the dollar value of liq-14
4545 uid, gaseous, and locatable minerals present in each 15
4646 covered onshore area under the jurisdiction of the 16
4747 Chief. 17

4949 FFSHOREMINERALSTUDY.—Not later than 18
5050 three years after the date of the enactment of this section, 19
5151 the Director of the Bureau of Ocean Energy Management 20
5252 shall complete (including through a contract with a private 21
5353 entity) a study to determine the dollar value of liquid, gas-22
5454 eous, and locatable minerals present in each covered off-23
5555 shore area under the jurisdiction of the Director. 24

5757 NCLUDED ANDEXCLUDEDAREAS.—The studies 25
5858 required under subsections (a) and (b) shall— 26

6363 (2) exclude— 2
6464 (A) any unit of the National Park System; 3
6565 and 4
6666 (B) any national monument designated as 5
6767 an area of critical environmental concern before 6
6868 January 1, 2000. 7

7070 EFINITIONS.—In this section— 8
7171 (1) the term ‘‘area of critical environmental 9
7272 concern’’ means an area that meets all of the cri-10
7373 teria identified under section 1610.7–2(d) of title 11
7474 43, Code of Federal Regulations; 12
7575 (2) the term ‘‘co-managed area’’ means an area 13
7676 that is under the jurisdiction of two or more Federal 14
7777 agencies; 15
7878 (3) the term ‘‘covered onshore area’’ means— 16
7979 (A) a national monument— 17
8080 (i) that is not a marine national 18
8181 monument; and 19
8282 (ii) that was designated after Decem-20
8383 ber 31, 1999; 21
8484 (B) an area of critical environmental con-22
8585 cern; and 23
8686 (C) an area that has been withdrawn 24
8787 from— 25

9191 (i) entry under the general mining 1
9292 laws; or 2
9393 (ii) operation of the mineral leasing 3
9494 and mineral materials laws; 4
9595 (4) the term ‘‘covered offshore area’’ means— 5
9696 (A) a marine national monument; 6
9797 (B) an offshore area that has been with-7
9898 drawn from— 8
9999 (i) entry under the general mining 9
100100 laws; or 10
101101 (ii) operation of the mineral leasing 11
102102 and mineral materials laws; and 12
103103 (C) an offshore area that is otherwise des-13
104104 ignated as an area under moratorium; 14
105105 (5) the term ‘‘liquid minerals’’ includes crude 15
106106 oil; and 16
107107 (6) the term ‘‘gaseous minerals’’ includes nat-17
108108 ural gas. 18
