1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Methane Emissions 4
1919 Mitigation Research and Development Act’’. 5
2020 SEC. 2. METHANE EMISSION DETECTION AND MITIGATION. 6

2222 NGENERAL.—Subtitle F of title IX of the En-7
2323 ergy Policy Act of 2005 (42 U.S.C. 16291 et seq.) is 8
2424 amended by adding at the end the following new section: 9

3030 ECHNICALASSISTANCE.— 2
3131 ‘‘(1) I
3232 N GENERAL.—The Secretary, in consulta-3
3333 tion with the Administrator of the Environmental 4
3434 Protection Agency, the Secretary of Commerce, and 5
3535 the heads of other appropriate Federal agencies, 6
3636 shall carry out a program of methane emissions de-7
3737 tection and mitigation research, development, and 8
3838 demonstration for technologies and methods that 9
3939 significantly detect, quantify, and mitigate methane 10
4040 emissions. In carrying out the program, the Sec-11
4141 retary shall— 12
4242 ‘‘(A) enter into cooperative agreements 13
4343 with State or local governments, institutions of 14
4444 higher education, or for-profit entities to pro-15
4545 vide technical assistance to— 16
4646 ‘‘(i) prevent or respond to methane re-17
4747 leases, including prediction, detection, miti-18
4848 gation, quantification, and identification of 19
4949 leaks, vents, and other outflows throughout 20
5050 the natural gas infrastructure (including 21
5151 natural gas storage, pipelines, and natural 22
5252 gas production sites); and 23
5353 ‘‘(ii) protect public health in the event 24
5454 of a major methane release; 25

6363 nance, performance, monitoring, and incident 6
6464 response for— 7
6565 ‘‘(i) pipeline systems, including com-8
6666 pressor stations; 9
6767 ‘‘(ii) production wells; 10
6868 ‘‘(iii) storage facilities; and 11
6969 ‘‘(iv) other vulnerable infrastructure; 12
7070 ‘‘(C) in coordination with representatives 13
7171 from private sector entities, State and local gov-14
7272 ernments, and institutions of higher education, 15
7373 establish a publicly accessible resource for best 16
7474 practices in evaluation and incorporation of 17
7575 emission reduction technologies, including— 18
7676 ‘‘(i) metrics for performance evalua-19
7777 tion; and 20
7878 ‘‘(ii) principles for selection and inte-21
7979 gration of emission reduction technologies 22
8080 that are best suited for the project or enti-23

8989 through various atmospheric conditions 5
9090 such as wind, rain, fog, and dust; 6
9191 ‘‘(ii) improvements to data analytics 7
9292 and machine learning platforms; 8
9393 ‘‘(iii) the ability to characterize tem-9
9494 poral patterns in emissions, such as 10
9595 through continuous monitoring or multi-11
9696 tiered system practices; 12
9797 ‘‘(iv) improvements to high-resolution 13
9898 spectroscopic databases of methane; 14
9999 ‘‘(v) the ability to remotely detect car-15
100100 bon and ethane isotopes to facilitate attri-16
101101 bution of sources of methane emissions; 17
102102 and 18
103103 ‘‘(vi) improvements to Lidar detection 19
104104 technologies; 20
105105 ‘‘(E) identify high-risk characteristics of 21
106106 pipelines, wells, storage facilities, and materials, 22
107107 geologic risk factors, or other key factors that 23
108108 increase the likelihood or intensity of methane 24
109109 emissions leaks; 25

115115 ‘‘(G) in collaboration with private sector 3
116116 entities and institutions of higher education, 4
117117 quantify and map significant geologic methane 5
118118 seeps and other sources of natural emissions 6
119119 across the United States. 7

121121 ONSIDERATIONS.—In carrying out the 8
122122 program under this section, the Secretary shall con-9
123123 sider the following: 10
124124 ‘‘(A) Historical data of methane emissions. 11
125125 ‘‘(B) Public health consequences. 12
126126 ‘‘(C) Public safety. 13
127127 ‘‘(D) Novel materials and designs for pipe-14
128128 lines, compressor stations, components, and 15
129129 wells (including casing, cement, and wellhead). 16
130130 ‘‘(E) Regional geologic traits. 17
131131 ‘‘(F) Induced and natural seismicity. 18

133133 ETHANELEAKDETECTIONCONSORTIUM.— 19

135135 N GENERAL.—Not later than 1 year after 20
136136 the date of the enactment of this section, the Sec-21
137137 retary shall establish and operate a Methane Emis-22
138138 sions Measurement and Mitigation Research Consor-23
139139 tium (in this section referred to as the ‘Consortium’) 24
140140 for the purpose of supporting, to the maximum ex-25

146146 tection and repair strategies pertaining to methane 3
147147 emissions detection, quantification, and mitigation. 4

149149 EMBERSHIP.—The members of the Con-5
150150 sortium shall be representatives from the National 6
151151 Institute of Standards and Technology, other rel-7
152152 evant Federal agencies, National Laboratories, oil 8
153153 and gas operators and industry groups, vendors of 9
154154 methane detection and quantification technologies, 10
155155 institutions of higher education, community organi-11
156156 zations, relevant nongovernmental organizations, and 12
157157 other entities. 13
158158 ‘‘(3) R
159159 ESPONSIBILITIES.—The Consortium shall 14
160160 develop and implement a multiyear plan that— 15
161161 ‘‘(A) identifies technical goals and mile-16
162162 stones for the Consortium; and 17
163163 ‘‘(B) facilitates data sharing for the pur-18
164164 poses of— 19
165165 ‘‘(i) bettering the understanding of 20
166166 methane emissions from the oil and gas 21
167167 sector; 22
168168 ‘‘(ii) improving emissions detection, 23
169169 measurement, and mitigation capabilities, 24

182182 N GENERAL.—The Secretary shall 8
183183 report on the Consortium’s activities to the ap-9
184184 propriate congressional committees. 10
185185 ‘‘(B) I
186186 NITIAL REPORT.—Not later than 18 11
187187 months after the date of the enactment of this 12
188188 section, the Secretary shall submit to the appro-13
189189 priate congressional committees a report sum-14
190190 marizing the activities, findings, and progress 15
191191 of the program under this section. The report 16
192192 shall include the following: 17
193193 ‘‘(i) A review of LDAR technologies 18
194194 available to the oil and gas sector for the 19
195195 purpose of methane emissions measure-20
196196 ment and mitigation. 21
197197 ‘‘(ii) A summary of research gaps and 22
198198 priorities related to methane emissions de-23
199199 tection, measurement, and mitigation capa-24
200200 bilities. 25

209209 NNUAL REPORT.—Not later than 1 5
210210 year after the date on which the report under 6
211211 subparagraph (B) is submitted and annually 7
212212 thereafter, the Secretary shall submit to the ap-8
213213 propriate congressional committees a report 9
214214 summarizing the activities, findings, and 10
215215 progress of the program under this section. The 11
216216 report shall include the following: 12
217217 ‘‘(i) An updated review of LDAR 13
218218 technologies available to oil and gas opera-14
219219 tors for the purpose of methane emissions 15
220220 measurement and mitigation. 16
221221 ‘‘(ii) A description of the state of 17
222222 methane emissions detection and measure-18
223223 ment capabilities. 19
224224 ‘‘(iii) A summary of research prior-20
225225 ities relating to methane emissions detec-21
226226 tion, measurement, and mitigation. 22
227227 ‘‘(iv) An update on the data sharing 23
228228 and cooperative activities undertaken by 24
229229 members of the Consortium. 25

236236 provide support to the Consortium for a period 3
237237 of not more than ten years, subject to the avail-4
238238 ability of appropriations. 5

240240 ERIT REVIEW.—Not later than 5 6
241241 years after the date on which the Consortium is 7
242242 established, the Secretary shall conduct a re-8
243243 view to determine whether the Consortium has 9
244244 achieved the technical goals and milestones 10
245245 identified under paragraph (3)(A). 11

250250 MITTEES.—The term ‘appropriate congressional 14
251251 committees’ means the Committee on Science, 15

254254 Natural Resources of the Senate. 18
255255 ‘‘(B) LDAR.—The term ‘LDAR’ means a 19
256256 technology, program, or activity that is intended 20
257257 to monitor, detect, measure, or repair methane 21
258258 leaks. 22

260260 ECRETARY.—The term ‘Secretary’ 23
261261 means the Secretary of Energy. 24

280280 CALIBRATIONPROGRAMRELATING TOMETHANE.— 14

282282 N GENERAL.—Not later than 1 year after 15
283283 the date of the enactment of this Act and subject to 16
284284 the availability of appropriations, the Secretary of 17
285285 Commerce, in consultation with the Secretary of En-18
286286 ergy and the Administrator of the Environmental 19
287287 Protection Agency, shall establish a program 20
288288 through the National Institute of Standards and 21
289289 Technology’s Center for Greenhouse Gas Measure-22
290290 ments, Standards, and Information established pur-23
291291 suant to section 10222 of the Research and Develop-24
292292 ment, Competition, and Innovation Act (Public Law 25

303303 ESPONSIBILITIES.—The facilities estab-7
304304 lished under paragraph (1) shall facilitate detection 8
305305 and quantification of carbon, carbon isotopes, meth-9
306306 ane, ethane, and gases associated with such sources, 10
307307 provide high-resolution spectroscopic reference data 11
308308 advancing accuracy of remote sensing technologies, 12
309309 develop methods relating methane concentration ob-13
310310 servations to the associated emission fluxes, and fa-14
311311 cilitate the rapid performance testing of existing and 15
312312 new technologies for the measurement of methane 16
313313 emissions, including testing conditions with a wide 17
314314 range of the following: 18
315315 (A) Sizes and extents of emission sources. 19
316316 (B) Geographic diversity. 20
317317 (C) Temporal characteristics. 21
318318 (D) Diversity of atmospheric conditions, 22
319319 such as wind, rain, fog, clouds, and dust. 23
320320 (E) Diversity of observing platforms. 24
