7777 tives of the United States of America in Congress assembled, 2
7878 SECTION 1. SHORT TITLE. 3
7979 This Act may be cited as the ‘‘Global Health, Em-4
8080 powerment and Rights Act’’. 5
8181 SEC. 2. ASSISTANCE FOR FOREIGN NONGOVERNMENTAL 6
8282 ORGANIZATIONS UNDER PART I OF THE FOR-7
8383 EIGN ASSISTANCE ACT OF 1961. 8
8484 Notwithstanding any other provision of law, regula-9
8585 tion, or policy, in determining eligibility for assistance au-10
8686 thorized under part I of the Foreign Assistance Act of 11
8787 1961 (22 U.S.C. 2151 et seq.), foreign nongovernmental 12
8888 organizations— 13
8989 (1) shall not be ineligible for such assistance 14
9090 solely on the basis of health or medical services, in-15
9191 cluding counseling and referral services, provided by 16
9292 such organizations with non-United States Govern-17
9393 ment funds if such services do not violate the laws 18
9494 of the country in which they are being provided; and 19
9595 (2) shall not be subject to requirements relating 20
9696 to the use of non-United States Government funds 21
