18-NGENERAL.—Section 801(d) of title 5, United 7
19-States Code, is amended by adding at the end the fol-8
20-lowing: 9
21-‘‘(4) In applying section 802 to rules described under 10
22-paragraph (1), a joint resolution of disapproval may con-11
23-tain one or more such rules if the report under subsection 12
24-(a)(1)(A) for each such rule was submitted during the 13
25-final year of a President’s term.’’. 14
34+NGENERAL.—Section 801(d) of title 5, United 4
35+States Code, is amended by adding at the end the fol-5
36+lowing: 6
37+‘‘(4) In applying section 802 to rules described under 7
38+paragraph (1), a joint resolution of disapproval may con-8
39+tain one or more such rules if the report under subsection 9
40+(a)(1)(A) for each such rule was submitted during the 10
41+final year of a President’s term.’’. 11

27-EXT OFRESOLVINGCLAUSE.—Section 802(a) 15
28-of title 5, United States Code, is amended— 16
29-(1) by inserting after ‘‘resolving clause of which 17
30-is’’ the following: ‘‘(except as otherwise provided in 18
31-this subsection)’’; and 19
32-(2) by adding at the end the following: ‘‘In the 20
33-case of a joint resolution under section 801(d)(4), 21
34-the matter after the resolving clause of such resolu-22
35-tion shall be as follows: ‘That Congress disapproves 23
36-the following rules: the rule submitted by the ll 24
37-relating to ll; and the rule submitted by the ll 25
38-relating to ll. Such rules shall have no force or 26 3

40-effect.’ (The blank spaces being appropriately filled 1
41-in and additional clauses describing additional rules 2
42-to be included as necessary).’’. 3
