1731 (a) I
18-NGENERAL.—The Secretary of Energy and the 7
19-Administrator of the Small Business Administration (in 8
20-this section referred to as the ‘‘covered officials’’) shall 9
21-enter into a memorandum of understanding or other ap-10
22-propriate agreement to carry out cross-cutting and col-11
23-laborative research and development activities focused on 12
24-the joint advancement of Department of Energy and 13
25-Small Business Administration mission requirements and 14
26-priorities. 15
32+NGENERAL.—The Secretary of Energy and the 4
33+Administrator of the Small Business Administration (in 5
34+this section referred to as the ‘‘covered officials’’) shall 6
35+enter into a memorandum of understanding or other ap-7
36+propriate agreement to carry out cross-cutting and col-8
37+laborative research and development activities focused on 9
38+the joint advancement of Department of Energy and 10
39+Small Business Administration mission requirements and 11
40+priorities. 12

28-EMORANDUM OF UNDERSTANDING OR AGREE-16
29-MENT.—The covered officials shall carry out and coordi-17
30-nate the activities described in subsection (a) by entering 18
31-into one or more memoranda of understanding or other 19
32-appropriate agreements, as jointly determined by the cov-20
33-ered officials. 21
42+EMORANDUM OF UNDERSTANDING OR AGREE-13
43+MENT.—The covered officials shall carry out and coordi-14
44+nate the activities described in subsection (a) by entering 15
45+into one or more memoranda of understanding or other 16
46+appropriate agreements, as jointly determined by the cov-17
47+ered officials. 18

35-NCLUSION OFSMALLBUSINESSCONCERNS.—In 22
36-carrying out the activities described in subsection (a), the 23
37-covered officials shall ensure the inclusion of small busi-24
38-ness concerns (as defined under section 3 of the Small 25 3

40-Business Act (15 U.S.C. 632)) in such activities, as appro-1
41-priate. 2

43-THERREQUIREMENTS.—In carrying out the ac-3
44-tivities described in subsection (a), the covered officials 4
45-may—5
46-(1) carry out reimbursable agreements between 6
47-the Department of Energy, the Small Business Ad-7
48-ministration, and appropriate entities in order to 8
49-maximize the effectiveness of research and develop-9
50-ment activities carried out pursuant to a memo-10
51-randum or agreement described in subsection (b); 11
52-and 12
53-(2) collaborate with other Federal agencies as 13
54-appropriate to carry out such activities. 14
49+NCLUSION OFSMALLBUSINESSCONCERNS.—In 19
50+carrying out the activities described in subsection (a), the 20
51+covered officials shall ensure the inclusion of small busi-21
52+ness concerns (as defined under section 3 of the Small 22
53+Business Act (15 U.S.C. 632)) in such activities, as appro-23

58+(d) OTHERREQUIREMENTS.—In carrying out the ac-1
59+tivities described in subsection (a), the covered officials 2
60+may— 3
61+(1) carry out reimbursable agreements between 4
62+the Department of Energy, the Small Business Ad-5
