3434 NGENERAL.—Subtitle D of title I of the Work-2
3535 force Innovation and Opportunity Act (29 U.S.C. 3221 et 3
3636 seq.) is amended— 4
3737 (1) by redesignating section 172 as section 173; 5
3838 and 6
3939 (2) by inserting after section 171 the following: 7
4040 ‘‘SEC. 172. YOUTH MENTORING PROGRAMS. 8
4141 ‘‘(a) P
4242 URPOSE.—The purpose of this section is to 9
4343 make assistance available for mentoring programs for eli-10
4444 gible youth, in order to— 11
4545 ‘‘(1) establish, expand, or support mentoring 12
4646 programs; 13
4747 ‘‘(2) assist eligible youth enrolled in secondary 14
4848 schools in developing cognitive and social-emotional 15
4949 skills; and 16
5050 ‘‘(3) prepare eligible youth for success in high 17
5151 school, postsecondary education, and the workforce. 18
5252 ‘‘(b) D
5353 EFINITIONS.—In this section: 19
5454 ‘‘(1) C
5555 OMMUNITY-BASED ORGANIZATION .—The 20
5656 term ‘community-based organization’ means a youth- 21
5757 serving private nonprofit organization (which may 22
5858 include a faith-based organization or may be an af-23
5959 filiate of a national organization) that— 24
6060 ‘‘(A) is representative of a community or a 25
6161 significant segment of a community; 26

7979 OVERED INSTITUTION OF HIGHER EDU -14
8080 CATION.—The term ‘covered institution of higher 15
8181 education’ means— 16
8282 ‘‘(A) an institution of higher education, as 17
8383 defined in section 101 of the Higher Education 18
8484 Act of 1965 (20 U.S.C. 1001); or 19
8585 ‘‘(B) a postsecondary vocational institu-20
8686 tion, as defined in section 102(c) of such Act 21
8787 (20 U.S.C. 1002(c)). 22

8989 OVERED PARTNERSHIP .—The term ‘cov-23
9090 ered partnership’ means a partnership between— 24
9191 ‘‘(A) a community-based organization; and 25

101101 CREDENTIAL.—The term ‘covered recognized post-6
102102 secondary credential’ means a recognized postsec-7
103103 ondary credential issued by a covered institution of 8
104104 higher education. 9

106106 ISABILITY.—The term ‘disability’ has the 10
107107 meaning given the term for purposes of section 11
108108 602(3) of the Individuals with Disabilities Education 12
109109 Act (20 U.S.C. 1401(3)). 13
110110 ‘‘(6) E
111111 LIGIBLE ENTITY.—The term ‘eligible en-14
112112 tity’ means a community-based organization or cov-15
113113 ered partnership that— 16
114114 ‘‘(A) provides mentoring services; and 17
115115 ‘‘(B) provides youth workforce readiness 18
116116 programming and career exploration. 19
117117 ‘‘(7) E
118118 LIGIBLE YOUTH.—The term ‘eligible 20
119119 youth’ means— 21
120120 ‘‘(A) an in-school youth; 22
121121 ‘‘(B) a youth who meets all requirements 23
122122 to be an in-school youth, except that— 24

130130 ments of section 129(a)(1)(C)(iv), the 5
131131 youth— 6
132132 ‘‘(I) is failing academically or at 7
133133 risk of dropping out of school, is 8
134134 chronically absent, is enrolled in fewer 9
135135 classes or for fewer credit hours than 10
136136 a typical full-time student, has 11
137137 changed schools 3 or more times in 12
138138 the past 180 days, or has a history of 13
139139 multiple suspensions; or 14
140140 ‘‘(II)(aa) is a gang member or 15
141141 resides in a community with high 16
142142 rates of, and prevalence of risk factors 17
143143 associated with, violence-related inju-18
144144 ries and deaths, and with other rel-19
145145 evant health and safety risks (includ-20
146146 ing high rates of poverty, suicide, or 21
147147 substance use disorder (including 22
148148 opioid use disorder)) or has a parent 23
149149 or guardian who is struggling with 24
150150 substance use disorder; 25

160160 screening; 7
161161 ‘‘(C) an out-of-school youth; or 8
162162 ‘‘(D) a youth who meets all requirements 9
163163 to be an out-of-school youth, except that— 10
164164 ‘‘(i) in lieu of meeting the require-11
165165 ments of section 129(a)(1)(B)(ii), the 12
166166 youth would be placed in secondary school 13
167167 if the youth were attending school; or 14
168168 ‘‘(ii) in lieu of meeting the require-15
169169 ments of section 129(a)(1)(B)(iii), the 16
170170 youth is described in subparagraph 17
171171 (B)(ii)(II). 18

173173 ENTORING.—The term ‘mentoring’ 19
174174 means a structured, managed activity— 20
175175 ‘‘(A) in which eligible youth are appro-21
176176 priately matched with screened and trained 22
177177 adult or peer volunteer mentors for consistent 23
178178 relationships; 24

183183 group, or peer mentoring services that focus 2

185185 ‘‘(i) providing enrichment; 4
186186 ‘‘(ii) promoting educational or work-5
187187 force success; 6
188188 ‘‘(iii) minimizing risk behaviors; 7
189189 ‘‘(iv) promoting social skills and 8
190190 healthy relationships; or 9
191191 ‘‘(v) any combination of objectives de-10
192192 scribed in clauses (i) through (iv); 11
193193 ‘‘(C) that involves meetings, events, and 12
194194 activities on a regular basis, for a period of not 13
195195 less than 1 year; and 14
196196 ‘‘(D) that is intended to meet, in part, the 15
197197 social and emotional development needs of an 16
198198 eligible youth, the need of the eligible youth for 17
199199 involvement with a caring and supportive adult, 18
200200 and the need of the eligible youth for positive 19
201201 role models, connections, and stability. 20

203203 IGH SCHOOL.—The term ‘high school’ 21
204204 has the meaning given the term in section 8101 of 22
205205 the Elementary and Secondary Education Act of 23
206206 1965 (20 U.S.C. 7801). 24

211211 GRAMMING.—The term ‘youth workforce readiness 2
212212 programming’ means job training, or a workforce 3
213213 development program providing an employment and 4
214214 training activity, such as mentoring, an activity to 5
215215 promote communication and problem-solving skills, 6
216216 career exploration, a job readiness activity and cer-7
217217 tification, a summer job, or a year-round job oppor-8
218218 tunity or apprenticeship, provided to eligible youth. 9
219219 ‘‘(c) P
220220 ROGRAMAUTHORIZED.— 10
221221 ‘‘(1) I
222222 N GENERAL.—From amounts made avail-11
223223 able for this section, the Secretary shall award 12
224224 grants, on a competitive basis, to eligible entities to 13
225225 establish, expand, or support mentoring programs in 14
226226 accordance with subsection (d). 15
227227 ‘‘(2) D
228228 URATION.—A grant awarded under this 16
229229 section shall be for a period not to exceed 3 years. 17
230230 ‘‘(d) A
231231 UTHORIZEDACTIVITIES.— 18
232232 ‘‘(1) I
233233 N GENERAL.—An eligible entity receiving 19
234234 a grant under this section shall use grant funds to 20
235235 establish, expand, or support not less than 1 men-21
236236 toring program that— 22
237237 ‘‘(A) is designed to assist eligible youth in 23
238238 developing cognitive and social-emotional skills 24
239239 to prepare the eligible youth for success in high 25

244244 force by linking the eligible youth with mentors 2
245245 who— 3
246246 ‘‘(i) have received mentor training, in-4
247247 cluding training on trauma-informed prac-5
248248 tices, youth engagement, cultural com-6
249249 petency, and social-emotional learning; and 7
250250 ‘‘(ii) have been screened using appro-8
251251 priate reference checks and criminal back-9
252252 ground checks, in accordance with the re-10
253253 quirements of subsection (e)(2)(F)(ii); 11
254254 ‘‘(B) serves a population that includes eli-12
255255 gible youth living in or from underserved com-13
256256 munities or communities with employment dis-14
257257 parities; 15
258258 ‘‘(C) provides coaching and technical as-16
259259 sistance to mentors participating in the men-17
260260 toring program; 18
261261 ‘‘(D) seeks to— 19
262262 ‘‘(i) reduce juvenile justice involve-20
263263 ment of eligible youth; 21
264264 ‘‘(ii) foster positive relationships be-22
265265 tween eligible youth and their peers, other 23
266266 adults, and family members; 24

276276 gible youth in community service activities; 7
277277 ‘‘(E) encourages eligible youth to set goals 8
278278 and plan for their futures, including making 9
279279 plans and identifying goals for postsecondary 10
280280 education and participation in the workforce; 11
281281 ‘‘(F) develops and carries out regular 12
282282 training for mentors, including training on— 13
283283 ‘‘(i) the impact of adverse childhood 14
284284 experiences; 15
285285 ‘‘(ii) trauma-informed practices and 16
286286 interventions; 17
287287 ‘‘(iii) cultural competency; 18
288288 ‘‘(iv) social and emotional learning; 19
289289 ‘‘(v) positive youth development and 20
290290 engagement practices; and 21
291291 ‘‘(vi) disability inclusion practices to 22
292292 ensure access and participation by students 23
293293 with disabilities; 24

304304 and, as necessary, compensates mentors; 8
305305 ‘‘(I) hires staff, as necessary, to perform or 9
306306 support the objectives of the program; and 10
307307 ‘‘(J) provides inclusive and accessible 11
308308 youth engagement activities, such as— 12
309309 ‘‘(i) career awareness activities, in-13
310310 cluding job site visits, informational inter-14
311311 views, resume writing, interview prepara-15
312312 tion, and networking; 16
313313 ‘‘(ii) academic or postsecondary edu-17
314314 cation preparation activities, including 18
315315 trade or vocational school visits, visits to 19
316316 institutions of higher education, and assist-20
317317 ance in applying to institutions of higher 21
318318 education; 22
319319 ‘‘(iii) support for the use of career 23
320320 pathways; 24

331331 grams and apprenticeship programs; 8
332332 ‘‘(III) paid internships; 9
333333 ‘‘(IV) job shadowing; and 10
334334 ‘‘(V) on-the-job training opportu-11
335335 nities; 12
336336 ‘‘(v) work-based learning (as defined 13
337337 in section 3 of the Carl D. Perkins Career 14
338338 and Technical Education Act of 2006 (20 15
339339 U.S.C. 2302)) that provides opportunities 16
340340 for the application of employability skills 17
341341 and hands-on work experiences through 18
342342 partnerships among eligible entities; 19
343343 ‘‘(vi) occupational skill training, which 20
344344 shall include priority consideration for 21
345345 training programs that lead to covered rec-22
346346 ognized postsecondary credentials that are 23
347347 aligned with in-demand industry sectors or 24
348348 occupations in the local area involved, if 25

358358 ‘‘(viii) services to help prepare eligible 7
359359 youth for the workforce, such as— 8
360360 ‘‘(I) leadership development op-9
361361 portunities; 10
362362 ‘‘(II) workforce or workforce 11
363363 readiness opportunities; 12
364364 ‘‘(III) financial literacy edu-13
365365 cation; 14
366366 ‘‘(IV) entrepreneurial skills train-15
367367 ing; 16
368368 ‘‘(V) services that provide labor 17
369369 market and employment information 18
370370 about in-demand industry sectors or 19
371371 occupations available in the local area; 20
372372 ‘‘(VI) activities to develop funda-21
373373 mental workforce readiness skills or to 22
374374 develop employability skills (such as 23
375375 communication, creativity, collabora-24
376376 tion, and critical thinking) that sup-25

384384 local industry or sector partnerships 5
385385 to provide career assessments, edu-6
386386 cation, and career planning. 7

388388 DDITIONAL ACTIVITIES.—An eligible enti-8
389389 ty receiving a grant under this section may use 9
390390 grant funds to— 10
391391 ‘‘(A) provide professional development (as 11
392392 defined in section 3 of the Carl D. Perkins Ca-12
393393 reer and Technical Education Act of 2006 (20 13
394394 U.S.C. 2302)) for training educators and other 14
395395 providers of educational services who partici-15
396396 pate in the mentoring program; 16
397397 ‘‘(B) develop assets and resources that as-17
398398 sist an employer or groups of employers or sec-18
399399 tors in working with eligible youth; 19
400400 ‘‘(C) in the case of an eligible entity that 20
401401 seeks to implement the program through a 21
402402 partnership with another eligible entity, estab-22
403403 lish the partnership; and 23

407407 ‘‘(D) conduct program evaluation, includ-1
408408 ing acquiring and analyzing the data described 2
409409 in subsection (g). 3

411411 UBGRANTS.—An eligible entity receiving 4
412412 a grant under this section may, with the approval of 5
413413 the Secretary, use grant funds to award subgrants 6
414414 to eligible organizations to carry out activities de-7
415415 scribed in paragraphs (1) and (2). 8
416416 ‘‘(e) A
417417 PPLICATION.—An eligible entity desiring a 9
418418 grant under this section shall submit an application to the 10
419419 Secretary at such time, in such manner, and accompanied 11
420420 by such information as the Secretary may require, includ-12
421421 ing— 13
422422 ‘‘(1) a needs assessment that includes baseline 14
423423 data on the measures described in subsection 15
424424 (g)(1)(B); and 16
425425 ‘‘(2) a plan to establish, expand, or support a 17
426426 mentoring program that meets the requirements of 18
427427 subsection (d)(1), including— 19
428428 ‘‘(A) the targeted outcomes, mentor type, 20
429429 and meeting frequency for the program; 21
430430 ‘‘(B) a description of and data regarding 22
431431 the eligible youth who will participate as 23
432432 mentees in the program, including— 24

437437 any other eligibility criteria; and 2
438438 ‘‘(ii) how the eligible entity will ensure 3
439439 that the program serves eligible youth liv-4
440440 ing in or from underserved communities or 5
441441 communities with employment disparities, 6
442442 in accordance with subsection (d)(1)(B); 7
443443 ‘‘(C) the number of mentor-mentee 8
444444 matches proposed to be established and main-9
445445 tained annually under the program; 10
446446 ‘‘(D) the capacity and expertise of the pro-11
447447 gram to serve eligible youth in a way that is re-12
448448 sponsive to children and youth of color, expect-13
449449 ant and parenting youth, indigenous youth, 14
450450 youth who are lesbian, gay, bisexual, 15
451451 transgender, or queer, and youth with disabil-16
452452 ities; 17
453453 ‘‘(E) actions taken to ensure that the de-18
454454 sign of the program reflects input from eligible 19
455455 youth; 20
456456 ‘‘(F) an assurance that mentors supported 21
457457 under the program are appropriately screened 22
458458 and have demonstrated a willingness to comply 23
459459 with aspects of the mentoring program, includ-24
460460 ing— 25

465465 cludes all of the policies and procedures 2
466466 used to screen and select mentors, includ-3
467467 ing eligibility requirements and preferences 4
468468 for such applicants; 5
469469 ‘‘(ii) a description of the methods to 6
470470 be used to conduct criminal background 7
471471 checks on all prospective mentors and the 8
472472 methods in place to exclude mentors with 9
473473 convictions directly related to child safety 10
474474 that occur during the mentor’s participa-11
475475 tion in the program or in the 7-year period 12
476476 preceding the mentor’s participation; and 13
