AN ACT
To amend the Small Business Act to include requirements
relating to new small business entrants in the scorecard
program, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Small Business Pro-2
curement and Utilization Reform Act of 2025’’ or the 3
‘‘SPUR Act’’. 4
SEC. 2. MODIFICATIONS TO SCORECARD REQUIREMENTS. 5
Section 15(y) of the Small Business Act (15 U.S.C. 6
644(y)) is amended— 7
(1) in paragraph (2)— 8
(A) by redesignating subparagraph (E) as 9
subparagraph (F); and 10
(B) by inserting after subparagraph (D) 11
the following new subparagraph: 12
‘‘(E) The number of new small business 13
entrants, including new small business entrants 14
that are small business concerns owned and 15
controlled by service-disabled veterans, qualified 16
HUBZone small business concerns, small busi-17
ness concerns owned and controlled by socially 18
and economically disadvantaged individuals, and 19
small business concerns owned and controlled 20
by women awarded prime contracts in each 21
North American Industry Classification System 22
code during the fiscal year, and a comparison 23
to the number awarded prime contracts during 24
the prior fiscal year, if available.’’; 25 3

(2) in paragraph (3), by striking ‘‘subpara-1
graphs (B) through (E) of paragraph (2)’’ and in-2
serting ‘‘subparagraphs (B) through (F) of para-3
graph (2)’’; and 4
(3) by amending paragraph (6) to read as fol-5
lows: 6
‘‘(6) D
EFINITIONS.—In this subsection: 7
‘‘(A) N
EW SMALL BUSINESS ENTRANT .— 8
The term ‘new small business entrant’ means a 9
small business concern that— 10
‘‘(i) has been awarded a prime con-11
tract by a Federal agency; and 12
‘‘(ii) has not previously been awarded 13
a prime contract by any Federal agency. 14
‘‘(B) S
CORECARD.—The term ‘scorecard’ 15
means any summary using a rating system to 16
evaluate the efforts of a Federal agency to meet 17
goals established under subsection (g)(1)(B) 18
that— 19
‘‘(i) includes the measures described 20
in paragraph (2); and 21
‘‘(ii) assigns a score to each Federal 22
agency evaluated.’’. 23 4

SEC. 3. COMPLIANCE WITH CUTGO. 1
No additional amounts are authorized to be appro-2
priated to carry out this Act or the amendments made 3
by this Act. 4
