3434 This Act may be cited as the ‘‘Bottles and 2
3535 Breastfeeding Equipment Screening Enhancement Act’’. 3
3636 SEC. 2. HYGIENIC HANDLING OF BREAST MILK AND BABY 4

3939 The Bottles and Breastfeeding Equipment Screening 7
4040 Act (Public Law 114–293) is amended by adding at the 8
4141 end the following new sections: 9
4242 ‘‘SEC. 3. HYGIENIC HANDLING OF BREAST MILK AND BABY 10
4343 FORMULA DURING AVIATION SECURITY 11
4444 SCREENING. 12
4545 ‘‘Not later than 90 days after the date of the enact-13
4646 ment of this section and every five years thereafter, if ap-14
4747 propriate, the Administrator of the Transportation Secu-15
4848 rity Administration shall issue or update, as the case may 16
4949 be, guidance to minimize the risk for contamination of any 17
5050 breast milk, baby formula, purified deionized water for in-18
5151 fants, and juice (as well as ice packs, freezer packs, frozen 19
5252 gel packs and other accessories required to cool breast 20
5353 milk, baby formula, and juice) that is subject to re-screen-21
5454 ing or otherwise subject to additional screening. Such 22
5555 guidance shall— 23
5656 ‘‘(1) be developed in consultation with nation-24
5757 ally recognized maternal health organizations; 25

6161 ‘‘(2) ensure adherence to hygienic standards, as 1
6262 established by the Administrator, in consultation 2
6363 with nationally recognized maternal health organiza-3
6464 tions; 4
6565 ‘‘(3) ensure that, when any such re-screening or 5
6666 additional screening requires additional testing, such 6
6767 testing so adheres to such standards, to so minimize 7
6868 such risk; and 8
6969 ‘‘(4) apply to security screening personnel of 9
7070 the Administration and personnel of private security 10
7171 companies providing security screening pursuant to 11
7272 section 44920 of title 49, United States Code. 12
7373 ‘‘SEC. 4. INSPECTOR GENERAL AUDIT. 13
7474 ‘‘Not later than one year after the date of the enact-14
7575 ment of this section, the Inspector General of the Depart-15
7676 ment of Homeland Security shall submit to the Committee 16
7777 on Homeland Security of the House of Representatives 17
7878 and the Committee on Commerce, Science, and Transpor-18
7979 tation of the Senate a report containing an audit of com-19
8080 pliance with the requirements of sections 2 and 3. Such 20
8181 audit shall also include information relating to the effect 21
8282 of various types of screening technologies, including bot-22
8383 tled liquid scanners, on the screening of breast milk, baby 23
8484 formula, purified deionized water for infants, and juice (as 24
8585 well as ice packs, freezer packs, frozen gel packs and other 25

9292 are denied entry into the sterile area (as such term is de-4
9393 fined in section 1540.5 of title 49, Code of Federal Regu-5
