To extend the supplemental security income program to 
Guam, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Katrina and Leslie 4
Schaller Act’’. 5
SEC. 2. EXTENSION OF THE SUPPLEMENTAL SECURITY IN-6
COME PROGRAM TO GUAM. 7
(a) I
NGENERAL.—Section 303(b) of the Social Secu-8
rity Amendments of 1972 (86 Stat. 1484) is amended by 9
striking ‘‘, Guam,’’. 10

STATE’’ FOR PURPOSES OF CERTAIN PROGRAMS .— 3
Section 1101(a)(1) of the Social Security Act (42 4
U.S.C. 1301(a)(1)) is amended in the 5th sentence, 5
by striking ‘‘, the Virgin Islands, and Guam’’ each 6
place it appears and inserting ‘‘and the Virgin Is-7
lands’’. 8
(2) E
LIMINATION OF LIMIT ON TOTAL PAY -9
MENTS TO GUAM UNDER CERTAIN PROGRAMS .—Sec-10
tion 1108 of such Act (42 U.S.C. 1308) is amend-11
ed— 12
(A) in the section heading, by striking ‘‘, 13
GUAM,’’; and 14
(B) in subsection (c)— 15
(i) in paragraph (1), by striking ‘‘, 16
Guam,’’; and 17
(ii) in paragraph (4), by striking sub-18
paragraph (B) and redesignating subpara-19
graphs (C) and (D) as subparagraphs (B) 20
and (C), respectively. 21

OF UNITED STATES UNDER THE SSI PROGRAM .— 23
Section 1614(e) of such Act (42 U.S.C. 1382c(e)) is 24
amended by striking ‘‘and the District of Columbia’’ 25

and inserting ‘‘, the District of Columbia and 1

(c) W
AIVERAUTHORITY.—The Commissioner of So-3
cial Security may waive or modify any statutory require-4
ment relating to the provision of benefits under the Sup-5
plemental Security Income Program under title XVI of the 6
Social Security Act in Guam, to the extent that the Com-7
missioner deems it necessary in order to adapt the pro-8
gram to the needs of Guam. 9
(d) E
FFECTIVEDATE.—This section and the amend-10
ments made by this section shall take effect on the 1st 11
day of the 1st Federal fiscal year that begins 1 year or 12
more after the date of the enactment of this Act. 13
