3232 LANNINGGRANTS.—Beginning not later than 3
3333 120 days after the date of the enactment of this section, 4
3434 the Secretary shall award grants on a competitive basis 5
3535 to eligible entities for the purpose of developing and evalu-6
3636 ating housing policy plans. 7

3838 MPLEMENTATION GRANTS.—Beginning not later 8
3939 than 120 days after the date of the enactment of this sec-9
4040 tion, the Secretary shall award grants on a competitive 10
4141 basis to eligible entities for the purpose of implementing 11
4242 housing policy plans. 12

4848 tion, the Secretary shall provide direct loans to eligi-16

5252 ERMS AND LIMITATIONS.— 19

5454 N GENERAL.—A direct loan provided 20
5555 under this section shall be subject to such 21
5656 terms and conditions as the Secretary deter-22

5959 NTEREST RATE.—The interest rate on 24
6060 a direct loan provided under this section shall 25

7171 URAL ANDEXURBANAREAMINIMUM.—The 6
7272 Secretary shall provide not less than 20 percent of the 7
7373 amounts awarded or loaned under this section to eligible 8
7474 entities that plan to use them to assist an area that is 9
7575 rural or exurban, as determined by the Secretary in con-10
7676 sultation the Director of the United States Census Bu-11
7777 reau. 12

7979 PPLICATIONS.— 13
8080 (1) I
8181 N GENERAL.—An eligible entity seeking a 14
8282 planning grant, implementation grant, or direct loan 15
8383 provided under this section shall submit to the Sec-16
8484 retary an application at such time, in such manner, 17
8585 and containing such information as the Secretary 18
8686 may require. 19
8787 (2) P
8888 RIORITY.—In awarding a planning grant, 20
8989 implementation grant, or direct loan provided under 21
9090 this section, the Secretary shall give priority to eligi-22
9191 ble entities that— 23
9292 (A) have developed or are likely to develop 24
9393 a housing policy plan that will— 25

102102 (iii) avoid the displacement of resi-6
103103 dents by new housing developments in the 7
104104 area under the jurisdiction of the eligible 8
105105 entity; 9
106106 (B) in developing or implementing a hous-10
107107 ing policy plan, intend to leverage and effi-11
108108 ciently use amounts from— 12
109109 (i) another Federal, State, or local as-13
110110 sistance program relating to housing; or 14
111111 (ii) a private funding source; 15
112112 (C) intend to— 16
113113 (i) increase the supply and afford-17
114114 ability of housing that is located— 18
115115 (I) near local transit options; and 19
116116 (II) in areas in which a signifi-20
117117 cant or expanding supply of jobs or 21
118118 demand for employment is con-22
119119 centrated; 23
120120 (ii) coordinate with local transpor-24
121121 tation and workforce agencies in accom-25

131131 (iv) where appropriate, coordinate pol-7
132132 icy development for, and analysis and im-8
133133 plementation of, the housing policy plan of 9
134134 the eligible entity at a regional scale to 10
135135 achieve a more equitable distribution of af-11
136136 fordable housing across jurisdictional 12
137137 boundaries; or 13
138138 (D) are a coalition of States or political 14
139139 subdivisions of States. 15

141141 CORING.—The Secretary shall base the de-16
142142 gree of priority given to an eligible entity that satis-17
143143 fies 1 or more subparagraphs under paragraph (2) 18
144144 on a scoring system established by the Secretary. 19

146146 ATCHINGREQUIREMENT FOR GRANTS.— 20

148148 N GENERAL.—An eligible entity that re-21
149149 ceives a planning grant or implementation grant 22
150150 shall contribute non-Federal amounts for developing 23
151151 or implementing a housing policy plan financed 24

159159 fewer, the eligible entity shall provide non-Fed-5
160160 eral contributions in an amount equal to 15 6
161161 percent of the amount of the grant. 7
162162 (B) If the area under the jurisdiction of an 8
163163 eligible entity has a population between 15,001 9
164164 and 30,000, the eligible entity shall provide 10
165165 non-Federal contributions in an amount equal 11
166166 to 25 percent of the amount of the grant. 12
167167 (C) If the area under the jurisdiction of an 13
168168 eligible entity has a population between 30,001 14
169169 and 40,000, the eligible entity shall provide 15
170170 non-Federal contributions in an amount equal 16
171171 to 35 percent of the amount of the grant. 17
172172 (D) If the area under the jurisdiction of an 18
173173 eligible entity has a population between 40,001 19
174174 and 70,000, the eligible entity shall provide 20
175175 non-Federal contributions in an amount equal 21
176176 to 45 percent of the amount of the grant. 22
177177 (E) If the area under the jurisdiction of an 23
178178 eligible entity has a population of 70,001 or 24
179179 more, the eligible entity shall provide non-Fed-25

186186 LIGIBLE MATCHING AMOUNTS .—If an eli-3
187187 gible entity uses amounts provided by the Federal 4
188188 Government not under this section to develop or im-5
189189 plement a housing policy plan for which the eligible 6
190190 entity also receives a grant under this section, any 7
191191 non-Federal contribution made by the eligible entity 8
192192 as part of that Federal assistance program shall be 9
193193 counted towards the requirements under paragraph 10
194194 (1). 11

196196 EDUCED MATCHING REQUIREMENT .— 12
197197 Based on the available resources of an eligible enti-13
198198 ty, the Secretary may, at the discretion of the Sec-14
199199 retary, reduce the amount of non-Federal contribu-15
200200 tions required to be provided by the eligible entity 16
201201 under paragraphs (1) and (2). 17

205205 N GENERAL.—An eligible entity that re-19
206206 ceives a planning grant, implementation grant, or di-20
207207 rect loan provided under this section shall use a por-21
208208 tion of the amounts from such grant or loan to sub-22
209209 mit the report required under subsection (j)(1). 23

211211 LANNING GRANTS.—An eligible entity that 24
212212 receives a planning grant shall use amounts from 25

217217 ate a housing policy plan for the area under the ju-2
218218 risdiction of the eligible entity, including— 3
219219 (A) quantifying existing and projected 4
220220 housing needs for households of every income 5
221221 level, including extremely low-income families, 6
222222 as defined in section 3(b) of the United States 7
223223 Housing Act of 1937 (42 U.S.C. 1437a(b)); 8
224224 (B) documenting the characteristics of— 9
225225 (i) the housing in the area; 10
226226 (ii) the households of the area, includ-11
227227 ing cost-burdened households; and 12
228228 (iii) housing underproduction in the 13
229229 area; 14
230230 (C) developing strategies to increase the 15
231231 housing supply and the variety of housing types 16
232232 in the area to satisfy the housing needs of the 17
233233 population of the area; 18
234234 (D) analyzing population and employment 19
235235 trends in the area and documenting projections 20
236236 of those trends; 21
237237 (E) considering strategies to minimize dis-22
238238 placement of low-income families, as defined in 23
239239 section 3(b) of the United States Housing Act 24

245245 (F) providing for participation and input 3
246246 from community members, community groups, 4
247247 local builders, local realtors, nonprofit housing 5
248248 advocates, and local religious groups; and 6
249249 (G) creating a schedule of programs and 7
250250 actions to implement the recommendations of 8
251251 the housing policy plan, including a plan for 9
252252 adopting actions through a local implementing 10
253253 ordinance or another regulatory process, such 11
254254 as a land use plan or a comprehensive plan. 12

256256 OUSINGPOLICYPLANGUIDANCE.— 13

258258 N GENERAL.—Not later than 90 days after 14
259259 the date of the enactment of this section, the Sec-15
260260 retary shall issue guidance that includes rec-16
261261 ommended policies, strategies, and reforms for eligi-17
262262 ble entities to adopt in housing policy plans to— 18
263263 (A) improve the elasticity of housing sup-19
264264 ply; 20
265265 (B) expand the supply and affordability of 21
266266 housing; 22
267267 (C) reduce barriers to housing develop-23
268268 ment; and 24

275275 OLICIES.—The guidance issued under 3
276276 paragraph (1) shall include recommendations for 4
277277 policies, strategies, and reforms to— 5
278278 (A) encourage and support the repurposing 6
279279 of land or structures for housing development; 7
280280 (B) allow for a greater variety of housing 8
281281 types; 9
282282 (C) revise land use policies to allow for the 10
283283 development of more housing; 11
284284 (D) streamline approval processes for 12
285285 housing development; 13
286286 (E) provide financial incentives to support 14
287287 affordable housing development; and 15
288288 (F) support inclusive engagement with 16
289289 community members relating to reforms to ex-17
290290 pand housing supply. 18
291291 (3) A
292292 REAS.—The guidance issued under para-19
293293 graph (1) shall include recommendations for policies, 20
294294 strategies, and reforms for urban, suburban, 21
295295 exurban, and rural areas. 22

311311 tive strategies and policies to improve local 8
312312 housing supply and affordability. 9
313313 (2) A
314314 CCESSIBILITY.—The learning network es-10
315315 tablished under paragraph (1) shall be accessible 11
316316 to— 12
317317 (A) eligible entities that receive a grant or 13
318318 loan under this section; and 14
319319 (B) eligible entities that submit an applica-15
320320 tion under subsection (e). 16

322322 EPORTS ANDSTUDY.— 17

324324 RANT AND LOAN RECIPIENT REPORTS .— 18
325325 Not later than 180 days after the date on which an 19
326326 eligible entity receives a planning grant, implementa-20
327327 tion grant, or direct loan provided under this sec-21
328328 tion, and not less frequently than quarterly there-22
329329 after for a 3-year period, the eligible entity shall 23
330330 submit to the Secretary a report that includes— 24

340340 policy plan; and 7
341341 (C) for an eligible entity receiving an im-8
342342 plementation grant, data relating to the success 9
343343 of the implementation of the housing policy 10
344344 plan of the eligible entity. 11

346346 ECRETARY STUDY AND REPORT .— 12
347347 (A) I
348348 N GENERAL.—Not later than 5 years 13
349349 after the date of the enactment of this section, 14
350350 the Secretary shall conduct a study with respect 15
351351 to— 16
352352 (i) the impact of implementation 17
353353 grants, planning grants, and direct loans 18
354354 provided under this section on the areas 19
355355 under the jurisdiction of eligible entities re-20
356356 ceiving those grants or loans; and 21
357357 (ii) successful strategies from housing 22
358358 policy plans that were impactful in— 23
359359 (I) expanding the housing supply; 24
360360 and 25

371371 study required under subparagraph (A), the 7
372372 Secretary shall submit to the appropriate com-8
373373 mittees of the Congress a report on the study. 9

375375 PPROPRIATIONS.— 10

377377 N GENERAL.—There are authorized to be 11
378378 appropriated to the Secretary $200,000,000 for each 12
379379 of fiscal years 2026 through 2031 to carry out this 13
380380 section. 14

382382 OSTS OF DIRECT LOANS .—The Secretary 15
383383 may use any amounts made available under para-16
384384 graph (1) to pay the costs of providing direct loans 17
385385 under this section. 18

387387 EFINITIONS.—In this section: 19

389389 OST-BURDENED HOUSEHOLD .—The term 20
390390 ‘‘cost-burdened household’’ means a household that 21
391391 spends not less than 30 percent of the income of the 22

401401 the meaning given the term in section 502 of the 5
402402 Federal Credit Reform Act (2 U.S.C. 661a). 6

404404 LIGIBLE ENTITY.—The term ‘‘eligible enti-7
405405 ty’’ means a State, a political subdivision of a State, 8
406406 a coalition of States or political subdivisions of 9
407407 States, an Indian Tribe, or a Native Hawaiian orga-10
408408 nization that— 11
409409 (A) demonstrates, with respect to the area 12
410410 under the jurisdiction of the State, political 13
411411 subdivision, coalition, Indian Tribe, or organiza-14
412412 tion— 15
413413 (i) rising housing costs or a reason-16
414414 able expectation that housing costs will rise 17
415415 in the area; and 18
416416 (ii) a housing supply shortage; 19
417417 (B) if applying for a planning grant— 20
418418 (i) intends to develop, or is in the 21
419419 process of developing, a housing policy 22
420420 plan; and 23
421421 (ii) demonstrates an intent to use a 24
422422 portion of the planning grant to engage 25

431431 (i) has adopted and plans to imple-6
432432 ment, or is in the process of implementing, 7
433433 a housing policy plan; and 8
434434 (ii) demonstrates the engagement of 9
435435 community stakeholders and housing prac-10
436436 titioners in developing the housing policy 11
437437 plan. 12

439439 OUSING POLICY PLAN.—The term ‘‘hous-13
440440 ing policy plan’’ means a comprehensive plan of an 14
441441 eligible entity to, with respect to the area under the 15
442442 jurisdiction of the eligible entity— 16
443443 (A) increase the housing supply in the 17
444444 area, while avoiding the displacement of the 18
445445 residents of the area; 19
446446 (B) increase the affordability of housing in 20
447447 the area; and 21
448448 (C) reduce barriers to housing development 22
449449 in the area. 23
