16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Keeping Drugs Out 4
20	20	of Schools Act of 2025’’. 5
21	21	SEC. 2. GRANT PROGRAM. 6
22	22	(a) D
23	23	EFINITIONS.—In this section: 7
24	24	(1) D
25	25	IRECTOR.—The term ‘‘Director’’ means 8
26	26	the Director of the Office of National Drug Control 9
27	27	Policy. 10

32	32	TION.—The term ‘‘Drug-Free Communities funded 2
33	33	coalition’’ means a recipient of a grant under section 3
34	34	1032 of the Anti-Drug Abuse Act of 1988 (21 4
35	35	U.S.C. 1532). 5

37	37	FFECTIVE DRUG PREVENTION PRO -6
38	38	GRAMS.—The term ‘‘effective drug prevention pro-7
39	39	grams’’, with respect to a school-community partner-8
40	40	ship between a Drug-Free Communities funded coa-9
41	41	lition and a local school, means strategies, policies, 10
42	42	and activities that— 11
43	43	(A) are tailored to meet the needs of the 12
44	44	student population of the school, based on the 13
45	45	environment of the school and the community 14
46	46	surrounding the school; and 15
47	47	(B) prevent and reduce substance use and 16
48	48	misuse among local youth. 17
49	49	(4) E
50	50	LIGIBLE ENTITY.—The term ‘‘eligible enti-18
51	51	ty’’ means a coalition (within the meaning of section 19
52	52	1032 of the Anti-Drug Abuse Act of 1988 (21 20
53	53	U.S.C. 1532)) that— 21
54	54	(A) receives or has received a grant under 22
55	55	subchapter I of chapter 2 of title I of the Anti- 23
56	56	Drug Abuse Act of 1988 (21 U.S.C. 1523 et 24
57	57	seq.); and 25

62	62	in effect with not less than 1 local school to es-2
63	63	tablish a school-community partnership. 3

65	65	OCAL SCHOOL.—The term ‘‘local school’’ 4
66	66	means an elementary, middle, or high school located 5
67	67	in an area served by an eligible entity. 6

69	69	CHOOL-COMMUNITY PARTNERSHIP .—The 7
70	70	term ‘‘school-community partnership’’ means a part-8
71	71	nership between a Drug-Free Communities funded 9
72	72	coalition and not less than 1 local school for the pur-10
73	73	pose of implementing effective drug prevention pro-11
74	74	grams. 12

76	76	UBSTANCE USE AND MISUSE .—The term 13
77	77	‘‘substance use and misuse’’— 14
78	78	(A) has the meaning given the term in 15
79	79	paragraph (9) of section 1023 of the Anti-Drug 16
80	80	Abuse Act of 1988 (21 U.S.C. 1523); and 17
81	81	(B) includes the use of electronic or other 18
82	82	delivery mechanisms to consume a substance 19
83	83	described in subparagraph (A), (B), or (C) of 20
84	84	that paragraph. 21

90	90	NITIAL GRANTS.—Subject to para-24
91	91	graph (2), the Director may award grants to el-25

98	98	ENEWAL GRANTS.—Subject to para-3
99	99	graph (2), the Director may award to an eligi-4
100	100	ble entity who has received a grant under sub-5
101	101	paragraph (A) an additional grant for each fis-6
102	102	cal year during the 3-fiscal-year period fol-7
103	103	lowing the fiscal year for which the grant was 8
104	104	awarded under subparagraph (A), for the pur-9
105	105	pose of continuing the school-community part-10
106	106	nership. 11

108	108	IMITATIONS.— 12
109	109	(A) A
110	110	MOUNT.—The amount of a grant 13
111	111	under this subsection may not exceed $75,000 14
112	112	for a fiscal year. 15
113	113	(B) R
114	114	ECIPIENTS.—Not more than 1 eligi-16
115	115	ble entity may receive a grant under this sub-17
116	116	section to establish a school-community partner-18
117	117	ship with a particular local school. 19

119	119	NTERAGENCYAGREEMENT.—The Director may 20
120	120	enter into an interagency agreement with a National Drug 21
121	121	Control Program agency, as defined in section 702 of the 22
122	122	Office of National Drug Control Policy Reauthorization 23
123	123	Act of 1998 (21 U.S.C. 1701), to delegate authority for— 24

129	129	(2) other activities necessary to carry out the 3
130	130	responsibilities of the Director under this section. 4

132	132	PPLICATION.— 5
133	133	(1) I
134	134	N GENERAL.—An eligible entity desiring a 6
135	135	grant under this section, in coordination with each 7
136	136	local school with which the eligible entity has a 8
137	137	school-community partnership, shall submit to the 9
138	138	Director an application at such time, in such man-10
139	139	ner, and accompanied by such information as the 11
140	140	Director may require. 12
141	141	(2) P
142	142	LAN.—The application submitted under 13
143	143	paragraph (1) shall include a detailed, comprehen-14
144	144	sive plan for the school-community partnership to 15
145	145	implement effective drug prevention programs. 16

147	147	SE OFFUNDS.— 17
148	148	(1) I
149	149	N GENERAL.—An eligible entity receiving a 18
150	150	grant under this section shall use funds from the 19
151	151	grant— 20
152	152	(A) to implement the plan described in 21
153	153	subsection (d)(2); and 22
154	154	(B) if necessary, to obtain specialized 23
155	155	training and assistance from the organization 24

159	159	receiving the grant under section 4(a) of Public 1
160	160	Law 107–82 (21 U.S.C. 1521 note). 2

162	162	UPPLEMENT NOT SUPPLANT .—Grants pro-3
163	163	vided under this section shall be used to supplement, 4
164	164	and not supplant, Federal and non-Federal funds 5
165	165	that are otherwise available for drug prevention pro-6
166	166	grams in local schools. 7
167	167	(f) E
168	168	VALUATION.—Section 1032(a)(6) of the Anti- 8
169	169	Drug Abuse Act of 1988 (21 U.S.C. 1532(a)(6)) shall 9
170	170	apply to a grant under this section in the same manner 10
171	171	as that section applies to a grant under subchapter I of 11
172	172	chapter 2 of subtitle A of title I of that Act (21 U.S.C. 12
173	173	1531 et seq.). 13

175	175	UTHORIZATION OFAPPROPRIATIONS.— 14
176	176	(1) I
177	177	N GENERAL.—There are authorized to be 15
178	178	appropriated to carry out this section $7,000,000 for 16
179	179	each of fiscal years 2026 through 2031. 17
180	180	(2) A
181	181	DMINISTRATIVE COSTS.—Not more than 8 18
182	182	percent of the funds appropriated under paragraph 19
183	183	(1) may be used by the Director for administrative 20
184	184	expenses associated with the responsibilities of the 21
185	185	Director under this section. 22
