1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Keeping Drugs Out 4
2020 of Schools Act of 2025’’. 5
2121 SEC. 2. GRANT PROGRAM. 6

2323 EFINITIONS.—In this section: 7

2525 IRECTOR.—The term ‘‘Director’’ means 8

3232 TION.—The term ‘‘Drug-Free Communities funded 2
3333 coalition’’ means a recipient of a grant under section 3
3434 1032 of the Anti-Drug Abuse Act of 1988 (21 4
3535 U.S.C. 1532). 5

3737 FFECTIVE DRUG PREVENTION PRO -6
3838 GRAMS.—The term ‘‘effective drug prevention pro-7
3939 grams’’, with respect to a school-community partner-8
4040 ship between a Drug-Free Communities funded coa-9
4141 lition and a local school, means strategies, policies, 10
4242 and activities that— 11
4343 (A) are tailored to meet the needs of the 12
4444 student population of the school, based on the 13
4545 environment of the school and the community 14
4646 surrounding the school; and 15
4747 (B) prevent and reduce substance use and 16
4848 misuse among local youth. 17

5050 LIGIBLE ENTITY.—The term ‘‘eligible enti-18
5151 ty’’ means a coalition (within the meaning of section 19
5252 1032 of the Anti-Drug Abuse Act of 1988 (21 20
5353 U.S.C. 1532)) that— 21
5454 (A) receives or has received a grant under 22
5555 subchapter I of chapter 2 of title I of the Anti- 23
5656 Drug Abuse Act of 1988 (21 U.S.C. 1523 et 24
5757 seq.); and 25

6565 OCAL SCHOOL.—The term ‘‘local school’’ 4
6666 means an elementary, middle, or high school located 5
6767 in an area served by an eligible entity. 6

6969 CHOOL-COMMUNITY PARTNERSHIP .—The 7
7070 term ‘‘school-community partnership’’ means a part-8
7171 nership between a Drug-Free Communities funded 9
7272 coalition and not less than 1 local school for the pur-10
7373 pose of implementing effective drug prevention pro-11
7474 grams. 12

7676 UBSTANCE USE AND MISUSE .—The term 13
7777 ‘‘substance use and misuse’’— 14
7878 (A) has the meaning given the term in 15
7979 paragraph (9) of section 1023 of the Anti-Drug 16
8080 Abuse Act of 1988 (21 U.S.C. 1523); and 17
8181 (B) includes the use of electronic or other 18
8282 delivery mechanisms to consume a substance 19
8383 described in subparagraph (A), (B), or (C) of 20
8484 that paragraph. 21

9898 ENEWAL GRANTS.—Subject to para-3
9999 graph (2), the Director may award to an eligi-4
100100 ble entity who has received a grant under sub-5
101101 paragraph (A) an additional grant for each fis-6
102102 cal year during the 3-fiscal-year period fol-7
103103 lowing the fiscal year for which the grant was 8
104104 awarded under subparagraph (A), for the pur-9
105105 pose of continuing the school-community part-10
106106 nership. 11

108108 IMITATIONS.— 12

110110 MOUNT.—The amount of a grant 13
111111 under this subsection may not exceed $75,000 14
112112 for a fiscal year. 15

114114 ECIPIENTS.—Not more than 1 eligi-16
115115 ble entity may receive a grant under this sub-17
116116 section to establish a school-community partner-18
117117 ship with a particular local school. 19

119119 NTERAGENCYAGREEMENT.—The Director may 20
120120 enter into an interagency agreement with a National Drug 21
121121 Control Program agency, as defined in section 702 of the 22
122122 Office of National Drug Control Policy Reauthorization 23
123123 Act of 1998 (21 U.S.C. 1701), to delegate authority for— 24

132132 PPLICATION.— 5

134134 N GENERAL.—An eligible entity desiring a 6
135135 grant under this section, in coordination with each 7
136136 local school with which the eligible entity has a 8
137137 school-community partnership, shall submit to the 9
138138 Director an application at such time, in such man-10
139139 ner, and accompanied by such information as the 11
140140 Director may require. 12
141141 (2) P
142142 LAN.—The application submitted under 13
143143 paragraph (1) shall include a detailed, comprehen-14
144144 sive plan for the school-community partnership to 15
145145 implement effective drug prevention programs. 16

147147 SE OFFUNDS.— 17

149149 N GENERAL.—An eligible entity receiving a 18
150150 grant under this section shall use funds from the 19
151151 grant— 20
152152 (A) to implement the plan described in 21
153153 subsection (d)(2); and 22
154154 (B) if necessary, to obtain specialized 23
155155 training and assistance from the organization 24

162162 UPPLEMENT NOT SUPPLANT .—Grants pro-3
163163 vided under this section shall be used to supplement, 4
164164 and not supplant, Federal and non-Federal funds 5
165165 that are otherwise available for drug prevention pro-6
166166 grams in local schools. 7

168168 VALUATION.—Section 1032(a)(6) of the Anti- 8
169169 Drug Abuse Act of 1988 (21 U.S.C. 1532(a)(6)) shall 9
170170 apply to a grant under this section in the same manner 10
171171 as that section applies to a grant under subchapter I of 11
172172 chapter 2 of subtitle A of title I of that Act (21 U.S.C. 12
173173 1531 et seq.). 13

175175 UTHORIZATION OFAPPROPRIATIONS.— 14

177177 N GENERAL.—There are authorized to be 15
178178 appropriated to carry out this section $7,000,000 for 16
179179 each of fiscal years 2026 through 2031. 17

181181 DMINISTRATIVE COSTS.—Not more than 8 18
182182 percent of the funds appropriated under paragraph 19
183183 (1) may be used by the Director for administrative 20
184184 expenses associated with the responsibilities of the 21
185185 Director under this section. 22
