3333 (a) I
3434 NGENERAL.—Not later than 120 days after the 5
3535 date of the enactment of this Act, the Commission shall 6
3636 publish on the internet website of the Commission a list 7
3737 of each entity— 8
3838 (1) that holds a license issued by the Commis-9
3939 sion pursuant to— 10
4040 (A) section 309(j) of the Communications 11
4141 Act of 1934 (47 U.S.C. 309(j)); or 12
4242 (B) the Act of May 27, 1921 (47 U.S.C. 13
4343 34 et seq.; commonly known as the ‘‘Cable 14
4444 Landing Licensing Act’’) and Executive Order 15
4545 10530 (3 U.S.C. 301 note; relating to the per-16
4646 formance of certain functions vested in or sub-17
4747 ject to the approval of the President); and 18
4848 (2) with respect to which— 19
4949 (A) a covered entity holds an equity or vot-20
5050 ing interest that is required to be reported to 21
5151 the Commission under the ownership rules of 22
5252 the Commission; or 23
5353 (B) an appropriate national security agen-24
5454 cy has determined that a covered entity exerts 25
5555 control, regardless of whether such covered enti-26

6262 ULEMAKING.— 3

6464 N GENERAL.—Not later than 18 months 4
6565 after the date of the enactment of this Act, the 5
6666 Commission shall issue rules to obtain information 6
6767 to identify each entity— 7
6868 (A) that holds any authorization, license, 8
6969 or other grant of authority issued by the Com-9
7070 mission (other than a license described in sub-10
7171 section (a)(1)); and 11
7272 (B) with respect to which a covered entity 12
7373 holds an equity or voting interest that is re-13
7474 quired to be reported to the Commission under 14
7575 the ownership rules of the Commission. 15

7777 LACEMENT ON LIST .—Not later than 1 16
7878 year after the Commission issues the rules required 17
7979 by paragraph (1), the Commission shall place each 18
8080 entity described in such paragraph on the list pub-19
8181 lished under subsection (a). 20

8383 APERWORKREDUCTIONACTEXEMPTION.—A 21
8484 collection of information conducted or sponsored by the 22
8585 Commission to implement this section does not constitute 23
8686 a collection of information for the purposes of subchapter 24

100100 PPROPRIATE NATIONAL SECURITY AGEN -8
101101 CY.—The term ‘‘appropriate national security agen-9
102102 cy’’ has the meaning given such term in section 9 10
103103 of the Secure and Trusted Communications Net-11
104104 works Act of 2019 (47 U.S.C. 1608). 12

106106 OMMISSION.—The term ‘‘Commission’’ 13
107107 means the Federal Communications Commission. 14

109109 OVERED COUNTRY .—The term ‘‘covered 15
110110 country’’ means a country specified in section 16
111111 4872(f)(2) of title 10, United States Code. 17

113113 OVERED ENTITY.—The term ‘‘covered en-18
114114 tity’’ means— 19
115115 (A) the government of a covered country; 20
116116 (B) an entity organized under the laws of 21
117117 a covered country; and 22
118118 (C) a subsidiary of an entity described in 23
119119 subparagraph (B), regardless of whether the 24
