16	16	To direct the Federal Communications Commission to pub-
17	17	lish a list of entities that hold authorizations, licenses,
18	18	or other grants of authority issued by the Commission
19	19	and that have certain foreign ownership, and for other
20	20	purposes.
21	21	Be it enacted by the Senate and House of Representa-1
22	22	tives of the United States of America in Congress assembled, 2
23	23	SECTION 1. SHORT TITLE. 3
24	24	This Act may be cited as the ‘‘Foreign Adversary 4
25	25	Communications Transparency Act’’. 5

31	31	ITY AND HAVING CERTAIN FOREIGN OWNER-3

33	33	(a) I
34	34	NGENERAL.—Not later than 120 days after the 5
35	35	date of the enactment of this Act, the Commission shall 6
36	36	publish on the internet website of the Commission a list 7
37	37	of each entity— 8
38	38	(1) that holds a license issued by the Commis-9
39	39	sion pursuant to— 10
40	40	(A) section 309(j) of the Communications 11
41	41	Act of 1934 (47 U.S.C. 309(j)); or 12
42	42	(B) the Act of May 27, 1921 (47 U.S.C. 13
43	43	34 et seq.; commonly known as the ‘‘Cable 14
44	44	Landing Licensing Act’’) and Executive Order 15
45	45	10530 (3 U.S.C. 301 note; relating to the per-16
46	46	formance of certain functions vested in or sub-17
47	47	ject to the approval of the President); and 18
48	48	(2) with respect to which— 19
49	49	(A) a covered entity holds an equity or vot-20
50	50	ing interest that is required to be reported to 21
51	51	the Commission under the ownership rules of 22
52	52	the Commission; or 23
53	53	(B) an appropriate national security agen-24
54	54	cy has determined that a covered entity exerts 25
55	55	control, regardless of whether such covered enti-26

62	62	ULEMAKING.— 3
63	63	(1) I
64	64	N GENERAL.—Not later than 18 months 4
65	65	after the date of the enactment of this Act, the 5
66	66	Commission shall issue rules to obtain information 6
67	67	to identify each entity— 7
68	68	(A) that holds any authorization, license, 8
69	69	or other grant of authority issued by the Com-9
70	70	mission (other than a license described in sub-10
71	71	section (a)(1)); and 11
72	72	(B) with respect to which a covered entity 12
73	73	holds an equity or voting interest that is re-13
74	74	quired to be reported to the Commission under 14
75	75	the ownership rules of the Commission. 15

77	77	LACEMENT ON LIST .—Not later than 1 16
78	78	year after the Commission issues the rules required 17
79	79	by paragraph (1), the Commission shall place each 18
80	80	entity described in such paragraph on the list pub-19
81	81	lished under subsection (a). 20

83	83	APERWORKREDUCTIONACTEXEMPTION.—A 21
84	84	collection of information conducted or sponsored by the 22
85	85	Commission to implement this section does not constitute 23
86	86	a collection of information for the purposes of subchapter 24

93	93	NNUALUPDATES.—The Commission shall, not 3
94	94	less frequently than annually, update the list published 4
95	95	under subsection (a), including with respect to any entity 5
96	96	required to be placed on such list by subsection (b)(2). 6

98	98	EFINITIONS.—In this section: 7
99	99	(1) A
100	100	PPROPRIATE NATIONAL SECURITY AGEN -8
101	101	CY.—The term ‘‘appropriate national security agen-9
102	102	cy’’ has the meaning given such term in section 9 10
103	103	of the Secure and Trusted Communications Net-11
104	104	works Act of 2019 (47 U.S.C. 1608). 12

106	106	OMMISSION.—The term ‘‘Commission’’ 13
107	107	means the Federal Communications Commission. 14
108	108	(3) C
109	109	OVERED COUNTRY .—The term ‘‘covered 15
110	110	country’’ means a country specified in section 16
111	111	4872(f)(2) of title 10, United States Code. 17
112	112	(4) C
113	113	OVERED ENTITY.—The term ‘‘covered en-18
114	114	tity’’ means— 19
115	115	(A) the government of a covered country; 20
116	116	(B) an entity organized under the laws of 21
117	117	a covered country; and 22
118	118	(C) a subsidiary of an entity described in 23
119	119	subparagraph (B), regardless of whether the 24
