2323 NGENERAL.—Section 7(a) of the Small Busi-8
2424 ness Act (15 U.S.C. 636(a)) is amended by adding at the 9
2525 end the following: 10

2929 ‘‘(38) ACCESS TO MODERN BUSINESS SOFT -1
3030 WARE.—The Administration may provide loans 2
3131 under this subsection to finance, in whole or in part, 3
3232 business software or cloud computing services, or 4
3333 any such technology, that facilitates business oper-5
3434 ations, product or service delivery, the processing, 6
3535 payment, or tracking of payroll expenses, human re-7
3636 sources, sales and billing functions, or accounting or 8
3737 tracking of supplies, inventory, records and ex-9
3838 penses, including business tools that utilize artificial 10
3939 intelligence.’’. 11

4141 ULE OF CONSTRUCTION.—Nothing in the 12
4242 amendment made by subsection (a) shall be construed 13
4343 to— 14
4444 (1) provide that loans made under section 7(a) 15
4545 of the Small Business Act (15 U.S.C. 636(a)) before 16
4646 the date of enactment of this Act for the purposes 17
4747 described in paragraph (38) of such section 7(a), as 18
4848 added by subsection (a), were not permissible; 19
4949 (2) authorize the use of loans made under sec-20
5050 tion 7(a) of the Small Business Act (15 U.S.C. 21
5151 636(a)) for research and development purposes; or 22
5252 (3) limit the definition of working capital under 23
5353 the Small Business Act (15 U.S.C. 631 et seq.). 24
