2828 This Act may be cited as the ‘‘Stop Arming Cartels 4

7777 ‘‘and (8) a destructive device’’ and inserting ‘‘(8) a 7
7878 destructive device; and (9) a rifle which is capable 8
7979 of firing .50 caliber ammunition and is lawfully pos-9
8080 sessed on or before the date of enactment of the 10
8181 Stop Arming Cartels Act of 2025’’. 11

9292 N GENERAL.—Notwithstanding 18
9393 subparagraph (A) or any other provision of 19
9494 law, any person possessing a rifle which is 20
9595 capable of firing .50 caliber ammunition 21
9696 which is not registered to such person in 22
9797 the National Firearms Registration and 23
9898 Transfer Record shall register each such 24
9999 rifle so possessed with the Secretary in 25

106106 ment of this Act. No fee or tax shall be im-4
107107 posed with respect to any registration re-5
108108 quired under this subparagraph. 6

110110 NCLUSION IN REGISTRY .—Any 7
111111 registration described in clause (i) shall be-8
112112 come a part of the National Firearms Reg-9
113113 istration and Transfer Record. No infor-10
114114 mation or evidence required to be sub-11
115115 mitted or retained by a natural person to 12
116116 register a firearm under this subparagraph 13
117117 shall be used, directly or indirectly, as evi-14
118118 dence against such person in any criminal 15
119119 proceeding with respect to a prior or con-16
120120 current violation of law. 17

139139 Section 4(5)(A) of the Protection of Lawful Com-7
140140 merce in Arms Act (15 U.S.C. 7903(5)(A)) is amended— 8
141141 (1) in clause (v), by striking ‘‘or’’ at the end; 9
142142 (2) in clause (vi), by striking the period at the 10
143143 end and inserting ‘‘; or’’; and 11
