1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Reversionary Interest 4
1919 Conveyance Act’’. 5
2020 SEC. 2. CONVEYANCE OF UNITED STATES INTEREST IN 6
2121 CERTAIN LAND. 7

2323 EFINITIONS.—In this section: 8

2525 OVERED LAND.—The term ‘‘covered land’’ 9

3333 Released’’ on the map titled ‘‘Lands Proposed for 4
3434 Release from Any and All Reversionary Interests of 5
3535 the United States, including interests under the Act 6
3636 of July 1, 1862 (12 Stat. 489)’’, dated November 7, 7

3939 UYER.—(A) The term ‘‘buyer’’ means the 9
4040 owner of record of any of the parcels included in the 10
4141 covered land at the time of the requested convey-11
4242 ance. 12
4343 (B) Buyer may only request and purchase the 13
4444 covered land’s reversionary interest for the parcels of 14
4545 which the owner is the owner of record at the time 15
4646 of request. 16

4848 EVERSIONARY INTEREST .—The term ‘‘re-17
4949 versionary interest’’ means all reversionary interests 18
5050 of the United States in the covered land. 19

5252 ECRETARY.—The term ‘‘Secretary’’ means 20
5353 the Secretary of the Interior, acting through the Bu-21
5454 reau of Land Management. 22

5656 ONVEYANCE.—Not later than two years after 23
5757 the Secretary receives a request from the buyer, the Sec-24
5858 retary shall offer to the buyer the applicable reversionary 25

6363 shall convey the lands to buyer upon payment of the ap-2

6666 EQUIREMENTS.—Any conveyance under this sec-4
6767 tion— 5
6868 (1) shall be subject to valid existing rights; and 6
6969 (2) shall be for not less than fair market value. 7
7070 (d) P
7171 AYMENT OFFAIRMARKETVALUE.—The Sec-8
7272 retary shall determine the fair market value of the applica-9
7373 ble reversionary interest— 10
7474 (1) in accordance with the Federal Land Policy 11
7575 and Management Act of 1976 (43 U.S.C. 1701 et 12
7676 seq.); and 13
7777 (2) based on an appraisal that is conducted in 14
7878 accordance with— 15
7979 (A) the Uniform Appraisal Standards for 16
8080 Federal Land Acquisitions; and 17
8181 (B) the Uniform Standards of Professional 18
8282 Appraisal Practice. 19
8383 (e) C
8484 OSTS.—In addition to the fair market value de-20
8585 termined under subsection (d), the buyer shall pay all 21
8686 costs related to the applicable conveyance of the rever-22
8787 sionary inter est, including all surveys, appraisals, and 23
8888 other administrative costs. 24

9292 (f) PROCEEDSFROM THESALE OFLAND.—The pro-1
9393 ceeds from the sale of the applicable reversionary interest 2
9494 shall be— 3
9595 (1) deposited in the Federal Land Disposal Ac-4
9696 count established by section 206(a) of the Federal 5
9797 Land Transaction Facilitation Act (43 U.S.C. 6
9898 2305(a)); and 7
9999 (2) used in accordance with that Act. 8
100100 SEC. 3. STATUTORY CONSTRUCTION. 9
101101 Nothing in this Act shall— 10
102102 (1) diminish the right-of-way associated with 11
103103 the covered land in section 2 to a width of less than 12
104104 50 feet on each side of the center of the main track 13
105105 or tracks established and maintained by the South-14
106106 ern Pacific Transportation Company on the date of 15
107107 the enactment of this Act; or 16
108108 (2) validate or confirm any right or title to, or 17
109109 interest in the land referred to in section 2 arising 18
110110 out of adverse possession, prescription, or abandon-19
111111 ment, and not confirmed by conveyance made by the 20
112112 Southern Pacific Transportation Company before 21
113113 the date of the enactment of this Act. 22
