3232 (1) ADMINISTRATOR.—The term ‘‘Adminis-1
3333 trator’’ means the Administrator of the Small Busi-2

3636 ULE; RULE MAKING.—The terms ‘‘rule’’ 4
3737 and ‘‘rule making’’ have the meanings given those 5
3838 terms in section 551 of title 5, United States Code. 6

4040 MALL BUSINESS CONCERN .—The term 7
4141 ‘‘small business concern’’ has the meaning given the 8
4242 term in section 3 of the Small Business Act (15 9
4343 U.S.C. 632). 10

4545 MALL BUSINESS REGULATORY BUDGET .— 11
4646 The term ‘‘small business regulatory budget’’ means 12
4747 the cost to a small business concern of a rule mak-13
4848 ing conducted by the Small Business Administration, 14
4949 including the cost resulting from the issuance of any 15
5050 new rule and the cost resulting from the modifica-16
5151 tion or repeal of an existing rule. 17

5353 EQUIREMENT.—In fiscal year 2026, and in each 18
5454 fiscal year thereafter, the Administrator shall ensure that 19
5555 the small business regulatory budget for each small busi-20
5656 ness concern for the applicable fiscal year is not greater 21
5757 than 0. 22

5959 EPORT.—Not later than 60 days after the end 23
6060 of fiscal year 2025, and annually thereafter, the Adminis-24
6161 trator shall submit to Congress a report regarding rules 25
