16	16	To require the Administrator of the Small Business Adminis-
17	17	tration to ensure that the small business regulatory
18	18	budget for a small business concern in a fiscal year
19	19	is not greater than 0, and for other purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘Small Business Regu-4
24	24	latory Reduction Act’’. 5
25	25	SEC. 2. SMALL BUSINESS ADMINISTRATION RULEMAKING 6
26	26	COSTS TO SMALL BUSINESS CONCERNS. 7

28	28	EFINITIONS.—In this section: 8

32	32	(1) ADMINISTRATOR.—The term ‘‘Adminis-1
33	33	trator’’ means the Administrator of the Small Busi-2
34	34	ness Administration. 3
35	35	(2) R
36	36	ULE; RULE MAKING.—The terms ‘‘rule’’ 4
37	37	and ‘‘rule making’’ have the meanings given those 5
38	38	terms in section 551 of title 5, United States Code. 6

40	40	MALL BUSINESS CONCERN .—The term 7
41	41	‘‘small business concern’’ has the meaning given the 8
42	42	term in section 3 of the Small Business Act (15 9
43	43	U.S.C. 632). 10

45	45	MALL BUSINESS REGULATORY BUDGET .— 11
46	46	The term ‘‘small business regulatory budget’’ means 12
47	47	the cost to a small business concern of a rule mak-13
48	48	ing conducted by the Small Business Administration, 14
49	49	including the cost resulting from the issuance of any 15
50	50	new rule and the cost resulting from the modifica-16
51	51	tion or repeal of an existing rule. 17

53	53	EQUIREMENT.—In fiscal year 2026, and in each 18
54	54	fiscal year thereafter, the Administrator shall ensure that 19
55	55	the small business regulatory budget for each small busi-20
56	56	ness concern for the applicable fiscal year is not greater 21
57	57	than 0. 22

59	59	EPORT.—Not later than 60 days after the end 23
60	60	of fiscal year 2025, and annually thereafter, the Adminis-24
61	61	trator shall submit to Congress a report regarding rules 25

65	65	issued by other Federal agencies during the preceding fis-1
66	66	cal year that have an impact on small business concerns, 2
67	67	which shall— 3
68	68	(1) include each such rule issued during the 4
69	69	preceding fiscal year; and 5
70	70	(2) be disaggregated by the Federal agency that 6
71	71	issued each such rule. 7
72	72	SEC. 3. NO ADDITIONAL FUNDS. 8
73	73	No additional funds are authorized to be appro-9
74	74	priated to carry out this Act. 10
