2323 This Act may be cited as the ‘‘AM Radio for Every 4
2424 Vehicle Act of 2025’’. 5

8383 (or a successor regulation)) for broadcasting 20

130130 a specified frequency for the purpose of transmitting 6

133133 TANDARD EQUIPMENT .—The term 8
134134 ‘‘standard equipment’’ means motor vehicle equip-9
135135 ment (as defined in section 30102(a) of title 49, 10
136136 United States Code) that— 11
137137 (A) is installed as a system, part, or com-12
138138 ponent of a passenger motor vehicle as origi-13
139139 nally manufactured; and 14
140140 (B) the manufacturer of the passenger 15
141141 motor vehicle recommends or authorizes to be 16
142142 included in the passenger motor vehicle for no 17
143143 additional or separate monetary fee, payment, 18
144144 or surcharge, beyond the base price of the pas-19
145145 senger motor vehicle. 20

147147 TATE.—The term ‘‘State’’ means each 21
148148 State of the United States, the District of Columbia, 22
149149 each commonwealth, territory, or possession of the 23
150150 United States, and each federally recognized Indian 24

155155 SEC. 3. AM BROADCAST STATIONS RULE. 1

157157 ULEREQUIRED.—Not later than 1 year after 2
158158 the date of enactment of this Act, the Secretary, in con-3
159159 sultation with the Administrator and the Federal Commu-4
160160 nications Commission, shall issue a rule— 5
161161 (1) requiring devices that can receive signals 6
162162 and play content transmitted by AM broadcast sta-7
163163 tions be installed as standard equipment in pas-8
164164 senger motor vehicles— 9
165165 (A) manufactured in the United States for 10
166166 sale in the United States, imported into the 11
167167 United States, or shipped in interstate com-12
168168 merce; and 13
169169 (B) manufactured after the effective date 14
170170 of the rule; 15
171171 (2) requiring access to AM broadcast stations 16
172172 through the devices required under paragraph (1) in 17
173173 a manner that is easily accessible to drivers; and 18
174174 (3) allowing a manufacturer to comply with 19
175175 that rule by installing devices as described in para-20
176176 graph (1) that can receive signals and play content 21
177177 transmitted by digital audio AM broadcast stations. 22

179179 OMPLIANCE.— 23

181181 N GENERAL.—Except as provided in para-24
182182 graph (2), in issuing the rule required under sub-25
183183 section (a), the Secretary shall establish an effective 26

188188 not more than 3 years, after the date on which the 2
189189 rule is issued. 3

191191 ERTAIN MANUFACTURERS .—In issuing the 4
192192 rule required under subsection (a), the Secretary 5
193193 shall establish an effective date for the rule that is 6
194194 at least 4 years after the date on which the rule is 7
195195 issued with respect to manufacturers that manufac-8
196196 tured not more than 40,000 passenger motor vehi-9
197197 cles for sale in the United States in 2022. 10

199199 NTERIMREQUIREMENT.—For passenger motor 11
200200 vehicles manufactured after the date of enactment of this 12
201201 Act and manufactured in the United States for sale in 13
202202 the United States, imported into the United States, or 14
203203 shipped in interstate commerce during the period begin-15
204204 ning on the day after the date of enactment of this Act 16
205205 and ending on the day before the effective date of the rule 17
206206 issued under subsection (a) that do not include devices 18
207207 that can receive signals and play content transmitted by 19
208208 AM broadcast stations, the manufacturer of the passenger 20
209209 motor vehicles— 21
210210 (1) shall provide clear and conspicuous labeling 22
211211 to inform purchasers of those passenger motor vehi-23
212212 cles that the passenger motor vehicles do not include 24

217217 transmitted by AM broadcast stations; and 2
218218 (2) may not charge an additional or separate 3
219219 monetary fee, payment, or surcharge, beyond the 4
220220 base price of the passenger motor vehicles, for access 5
221221 to AM broadcast stations for the period described in 6
222222 this subsection. 7

224224 ELATIONSHIP TOOTHERLAWS.—After the date 8
225225 of enactment of this Act, a State or a political subdivision 9
226226 of a State may not prescribe or continue in effect a law, 10
227227 regulation, or other requirement applicable to access to 11
228228 AM broadcast stations in passenger motor vehicles. 12

230230 NFORCEMENT.— 13
231231 (1) C
232232 IVIL PENALTY.—Any person who violates 14
233233 the rule issued under subsection (a) shall be liable 15
234234 to the United States Government for a civil penalty 16
235235 under section 30165(a)(1) of title 49, United States 17
236236 Code, as if that rule were a regulation described in 18
237237 that section. 19

239239 IVIL ACTION.—The Attorney General may 20
240240 bring a civil action under section 30163 of title 49, 21
241241 United States Code, in an appropriate district court 22
242242 of the United States to enjoin a violation of the rule 23
243243 issued under subsection (a) of this section, as if that 24

254254 nating emergency alerts and warnings to the public. 6

256256 EQUIREMENTS.—The study required 7
257257 under paragraph (1) shall include— 8
258258 (A) an assessment of— 9
259259 (i) the role of passenger motor vehi-10
260260 cles in IPAWS communications, including 11
261261 by providing access to AM broadcast sta-12
262262 tions; 13
263263 (ii) the advantages, effectiveness, limi-14
264264 tations, resilience, and accessibility of ex-15
265265 isting IPAWS communication technologies, 16
266266 including AM broadcast stations in pas-17
267267 senger motor vehicles; 18
268268 (iii) the advantages, effectiveness, lim-19
269269 itations, resilience, and accessibility of AM 20
270270 broadcast stations relative to other IPAWS 21
271271 communication technologies in passenger 22
272272 motor vehicles; and 23
273273 (iv) whether other IPAWS commu-24
274274 nication technologies are capable of ensur-25

283283 integrate new and emerging technologies and 6
284284 communication platforms into the IPAWS 7
285285 framework. 8

287287 ONSULTATION REQUIRED .—In conducting 9
288288 the study required under paragraph (1), the Comp-10
289289 troller General shall consult with— 11
290290 (A) the Secretary of Homeland Security; 12
291291 (B) the Federal Communications Commis-13
292292 sion; 14
293293 (C) the National Telecommunications and 15
294294 Information Administration; 16
295295 (D) the Secretary; 17
296296 (E) Federal, State, Tribal, territorial, and 18
297297 local emergency management officials; 19
298298 (F) first responders; 20
299299 (G) technology experts in resilience and ac-21
300300 cessibility; 22
301301 (H) radio broadcasters; 23
302302 (I) manufacturers of passenger motor vehi-24
303303 cles; and 25

315315 committees of Congress on the results of the 7
316316 study required by paragraph (1), including rec-8
317317 ommendations for legislation and administrative 9
318318 action as the Comptroller General determines 10
319319 appropriate. 11

321321 EPORT.—Not later than 180 days 12
322322 after the date on which the Comptroller General 13
323323 provides the briefing required under subpara-14
324324 graph (A), the Comptroller General shall sub-15
325325 mit to the appropriate committees of Congress 16
326326 a report describing the results of the study re-17
327327 quired under paragraph (1), including rec-18
328328 ommendations for legislation and administrative 19
329329 action as the Comptroller General determines 20
330330 appropriate. 21

332332 EVIEW.—Not less frequently than once every 5 22
333333 years after the date on which the Secretary issues the rule 23
334334 required by subsection (a), the Secretary, in coordination 24
335335 with the Administrator and the Federal Communications 25

345345 technologies that would enable resilient and acces-7
346346 sible alerts to drivers and passengers of passenger 8
347347 motor vehicles. 9

349349 UNSET.—The rule issued pursuant to subsection 10
350350 (a) shall sunset and no longer be in effect on the date 11
351351 that is 10 years after the date of enactment of this Act, 12
352352 including the authority of the Secretary to carry out or 13
353353 enforce that rule. 14
