15	15	Park Establishment Act to expand the boundary of the
16	16	Marsh-Billings-Rockefeller National Historical Park in
17	17	the State of Vermont, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Marsh-Billings-Rocke-4
22	22	feller National Historical Park Establishment Act Amend-5
23	23	ments Act of 2025’’. 6

30	30	is amended by striking subsection (b) and inserting the 4
31	31	following: 5

33	33	OUNDARIES; MAP.— 6

35	35	OUNDARIES.— 7

37	37	N GENERAL.—The boundaries of the 8
38	38	park shall be as generally depicted on the map 9
39	39	entitled ‘Marsh-Billings-Rockefeller National 10
40	40	Historical Park, Proposed Boundary Revision’, 11
41	41	numbered 456/190,048, and dated August 12
42	42	2023. 13
43	43	‘‘(B) I
44	44	NCLUSIONS.—The park shall include 14
45	45	the following: 15
46	46	‘‘(i) A historic zone, including— 16
47	47	‘‘(I) the Marsh-Billings-Rocke-17
48	48	feller Mansion; 18
49	49	‘‘(II) surrounding buildings; and 19
50	50	‘‘(III) a portion of the area 20
51	51	known as ‘Mt. Tom’. 21
52	52	‘‘(ii) A protection zone, including the 22
53	53	area occupied by the Billings Farm and 23
54	54	Museum. 24
55	55	‘‘(iii) The King Farm, which shall be 25
56	56	divided between the historic zone described 26

64	64	VAILABILITY OF MAP .—The map de-4
65	65	scribed in paragraph (1)(A) shall be on file and 5
66	66	available for public inspection in the appropriate of-6
67	67	fices of the National Park Service.’’. 7
68	68	SEC. 3. ACQUISITION OF LAND. 8
69	69	Section 4 of the Marsh-Billings-Rockefeller National 9
70	70	Historical Park Establishment Act (16 U.S.C. 410vv–2) 10
71	71	is amended— 11
72	72	(1) in subsection (b)— 12
73	73	(A) by striking paragraphs (1) and (2) and 13
74	74	inserting the following: 14

76	76	N GENERAL.—The Secretary may acquire 15
77	77	land or an interest in land within the boundary of 16
78	78	the park by— 17
79	79	‘‘(A) donation; 18
80	80	‘‘(B) purchase from a willing seller with 19
81	81	donated or appropriated funds; 20
82	82	‘‘(C) transfer from a Federal agency; or 21
83	83	‘‘(D) exchange. 22

85	85	ING FARM.—Acquisition by the Secretary 23
86	86	of the land described in section 3(b)(1)(B)(iii) shall 24

98	98	OMMERCIAL OPERATION .—The Sec-7

103	103	of the land described in section 3(b)(1)(B)(iii), the ac-11
104	104	quired land may be used for— 12
105	105	‘‘(1) agricultural and forestry purposes, includ-13
106	106	ing the growing and harvesting of crops and trees, 14
107	107	animal husbandry, and other agricultural operations 15
108	108	customary in the State of Vermont; 16
109	109	‘‘(2) conservation purposes in a manner that 17
110	110	preserves the historic character of a working farm 18
111	111	and forest; and 19
112	112	‘‘(3) educational purposes relating to agri-20
113	113	culture, forestry, and conservation activities, includ-21
114	114	ing the study of natural history.’’. 22
115	115	SEC. 4. SCENIC ZONE. 23
116	116	Section 5(a) of the Marsh-Billings-Rockefeller Na-24
117	117	tional Historical Park Establishment Act (16 U.S.C. 25

139	139	the National Park Service Stewardship Institute (referred 18
140	140	to in this Act as the ‘Institute’). 19

142	142	URPOSES.—The purposes of the Institute 20

144	144	‘‘(1) to highlight and encourage the advance-22
145	145	ment of stewardship practices through workshops, 23
146	146	public programs, learning opportunities, and similar 24

157	157	conservation and resource stewardship. 7

159	159	DMINISTRATION.—The Institute shall be man-8
160	160	aged as a program of the park.’’. 9
