concurring), That pursuant to clause 4, section 5, article 2
I of the Constitution, during the One Hundred Nineteenth 3
Congress the Speaker of the House and the Majority 4
Leader of the Senate or their respective designees, acting 5
jointly after consultation with the Minority Leader of the 6
House and the Minority Leader of the Senate, 7 2

may notify the Members of the House and the Senate, 1
respectively, to assemble at a place outside the District 2
of Columbia if, in their opinion, the public interest shall 3
warrant it. 4
