21	21	Providing for a joint session of the Congress in Philadelphia,
22	22	Pennsylvania, on Thursday, July 2, 2026, in honor of
23	23	the semiquincentennial of the Declaration of Independ-
24	24	ence.
25	25	Whereas the city of Philadelphia, Pennsylvania, was founded
26	26	in 1682;
27	27	Whereas Philadelphia has become known as the Nation’s
28	28	birthplace for the critical role it played in the founding
29	29	of the United States of America;

33	33	Whereas Philadelphia was the meeting place for the first
34	34	Continental Congress, the second Continental Congress,
35	35	and the Constitutional Convention;
36	36	Whereas Philadelphia served as the capital of the United
37	37	States from 1790–1800;
38	38	Whereas, on July 4, 1776, the Second Continental Congress
39	39	approved the Declaration of Independence in Philadel-
40	40	phia, at the Pennsylvania State House, now known as
41	41	Independence Hall;
42	42	Whereas the Declaration of Independence officially severed
43	43	the 13 colonies’ ties to the British Crown;
44	44	Whereas Independence Hall is 1 of only 26 cultural World
45	45	Heritage sites in the United States of America;
46	46	Whereas Philadelphia, Pennsylvania, became the first World
47	47	Heritage City in the United States of America;
48	48	Whereas, shortly after the conclusion of the Constitutional
49	49	Convention, Benjamin Franklin proclaimed of the Rising
50	50	Sun Armchair at Independence Hall, ‘‘I have often looked
51	51	at that picture behind the president without being able
52	52	to tell whether it was rising or setting. But now at length
53	53	I have the happiness to know that it is a rising and not
54	54	a setting sun’’;
55	55	Whereas across from Independence Hall stands the Liberty
56	56	Bell, displaying the phrase ‘‘Proclaim Liberty Through-
57	57	out All the Land Unto All the Inhabitants thereof’’;
58	58	Whereas only on 2 occasions since the United States Capitol
59	59	moved to Washington, District of Colombia, in 1800 has
60	60	Congress convened outside of the District of Colombia;
61	61	Whereas, on July 16, 1987, Congress met at Independence
62	62	Hall in Philadelphia, Pennsylvania, to ‘‘honor the bicen-

67	67	200th anniversary of the Great Compromise of the Con-
68	68	stitutional Convention’’;
69	69	Whereas, on September 6, 2002, Congress met at Federal
70	70	Hall in New York, New York, ‘‘in remembrance of the
71	71	victims and heroes of September 11, 2001, and in rec-
72	72	ognition of the courage and spirit of the City of New
73	73	York’’; and
74	74	Whereas, July 4, 2026, will serve as the semiquincentennial,
75	75	or 250th anniversary, of the founding of the United
76	76	States: Now, therefore, be it
77	77	Resolved by the House of Representatives (the Senate 1
78	78	concurring), That, in honor of the semiquincentennial of 2
79	79	the Declaration of Independence, the two Houses of the 3
80	80	Congress shall assemble in a joint session at the Independ-4
81	81	ence National Historical Park in Philadelphia, Pennsyl-5
82	82	vania, on Thursday, July 2, 2026, for the purpose of com-6
83	83	memorating the Declaration of Independence. 7
