1414 Recognizing the essential work of the League of Oregon
1515 Cities.
1616 Whereas, in 1925, the League of Oregon Cities was founded
1717 by 25 cities in the State of Oregon with the mission of
1818 providing support, advocacy, and resources to all incor-
1919 porated cities in the State;
2020 Whereas, since 1925, the League of Oregon Cities has—
2121 (1) played a pivotal role in advancing municipal gov-
2222 ernance, promoting best practices, and fostering collabo-
2323 ration among cities, thereby enhancing the quality of life
2424 of Oregonians throughout the State of Oregon, from
2525 Bandon to Baker City, Medford to Mosier, and Pendleton
2626 to Portland;
2727 (2) lobbied tirelessly in advancement of issues that
2828 are vital to all cities in the State of Oregon, including

3232 sustainable development, infrastructure improvement,
3333 public safety, increased community engagement, and the
3434 preservation of home rule authority;
3535 (3) empowered local governments to effectively ad-
3636 dress the ever-evolving needs of their communities
3737 through initiatives including legislative advocacy, profes-
3838 sional development, and the delivery of essential services
3939 and resources; and
4040 (4) worked with its congressional leaders to advance
4141 and support Federal policy to match local government
4242 priorities;
4343 Whereas 241 cities in the State of Oregon are home to ap-
4444 proximately 3,000,000 residents, accounting for 70 per-
4545 cent of the total population of the State;
4646 Whereas the cities in the State of Oregon serve as the eco-
4747 nomic, cultural, and social hubs of the State, providing
4848 essential infrastructure services and opportunities for
4949 countless Oregonians;
5050 Whereas continued investment in city infrastructure, includ-
5151 ing water systems, roads, and housing, is critical to sup-
5252 porting the needs of the State of Oregon, and driving
5353 statewide economic growth and contributing to the na-
5454 tional economy;
5555 Whereas, in 2022, the League of Oregon Cities supported
5656 congressional action to pass Public Law 117–167 (com-
5757 monly known as the ‘‘CHIPS and Science Act of 2022’’)
5858 (136 Stat. 1366) paving the way for increased investment
5959 in the semiconductor industry critical to the economy and
6060 educational focus of the State of Oregon;
6161 Whereas, in 2021, the League of Oregon Cities supported
6262 congressional action responding to the COVID–19 pan-

6767 funds made possible through the American Rescue Plan
6868 Act of 2021 (Public Law 117–2; 135 Stat. 4);
6969 Whereas, in 2021, the League of Oregon Cities supported
7070 congressional action passing the Infrastructure Invest-
7171 ment and Jobs Act (Public Law 117–58; 135 Stat. 429)
7272 that provided the State of Oregon with over
7373 $4,500,000,000 in additional infrastructure investment
7474 throughout the State;
7575 Whereas, in 2020, the League of Oregon Cities supported
7676 congressional action to provide stimulus funds under the
7777 CARES Act (Public Law 116–136; 134 Stat. 281) to
7878 help communities facing severe challenges from the
7979 COVID–19 pandemic;
8080 Whereas, in 2019, the League of Oregon Cities supported
8181 congressional action to expand broadband deployment in
8282 rural communities through the ReConnect Loan and
8383 Grant Program authorized under section 779 of division
8484 A of the Consolidated Appropriations Act, 2018 (Public
8585 Law 115–141; 132 Stat. 399); and
8686 Whereas, across a century of steadfast advocacy, the League
8787 of Oregon Cities has made incomparable contributions to
8888 the resilience and vitality of communities throughout the
8989 State of Oregon and improved the lives of all Oregonians:
9090 Now, therefore, be it
9191 Resolved by the House of Representatives (the Senate 1
9292 concurring), That Congress recognizes the essential work 2
9393 of the League of Oregon Cities since 1925 and the role 3
9494 the League of Oregon Cities will play in the future in sup-4
9595 porting municipalities in the State of Oregon with unpar-5
