2323 Expressing support for the Geneva Consensus Declaration
2424 on Promoting Women’s Health and Strengthening the
2525 Family and urging that the United States rejoin this
2626 historic declaration.
2727 Whereas the United States strongly supports women reaching
2828 the highest attainable outcomes for health, life, dignity,
2929 and well-being throughout their lives;
3030 Whereas the historic coalition that issued the Geneva Con-
3131 sensus Declaration on Promoting Women’s Health and
3232 Strengthening the Family (in this preamble referred to as
3333 the ‘‘Geneva Consensus Declaration’’) was formed by a

3737 diverse group of countries committed to charting a more
3838 positive path to advance the health of women, protect the
3939 family as foundational to any healthy society, affirm the
4040 value of life in all stages of development, and uphold the
4141 sovereign right of countries to make their own laws to
4242 advance those core values, without external pressure;
4343 Whereas the Geneva Consensus Declaration was signed on
4444 October 22, 2020, by 32 countries from every region of
4545 the world, representing more than 1,600,000,000 people,
4646 which committed to working together on the core pillars
4747 enshrined in the Declaration, and 39 countries are now
4848 part of this coalition;
4949 Whereas the United States was the lead cosponsor of the Ge-
5050 neva Consensus Declaration during the Presidency of
5151 Donald J. Trump;
5252 Whereas although President Joseph R. Biden removed the
5353 United States as a signatory to the Geneva Consensus
5454 Declaration, at least temporarily, longstanding Federal
5555 laws that prohibit the United States from conducting or
5656 funding abortions, abortion lobbying, or coercive family
5757 planning in foreign countries remain in effect;
5858 Whereas the Geneva Consensus Declaration reaffirms that
5959 ‘‘all are equal before the law’’ and ‘‘human rights of
6060 women are an inalienable, integral, and indivisible part of
6161 all human rights and fundamental freedoms’’;
6262 Whereas the Geneva Consensus Declaration reaffirms the in-
6363 herent ‘‘dignity and worth of the human person’’ and
6464 that ‘‘every human being has the inherent right to life’’;
6565 Whereas the Geneva Consensus Declaration reaffirms that
6666 ‘‘there is no international right to abortion, nor any

7171 or facilitate abortion’’;
7272 Whereas the Geneva Consensus Declaration reaffirms that
7373 ‘‘the family is the natural and fundamental group unit of
7474 society and is entitled to protection by society and the
7575 state’’; and
7676 Whereas the Geneva Consensus Declaration coalition
7777 strengthens the collective voice of the signatory countries
7878 to prevent any country from being intimidated, isolated,
7979 or muted on the core values expressed in the Declaration:
8080 Now, therefore, be it
8181 Resolved by the House of Representatives (the Senate 1
8282 concurring), That Congress— 2
8383 (1) affirms the commitments to improve health 3
8484 for women and protect life and the family made in 4
8585 the Geneva Consensus Declaration on Promoting 5
8686 Women’s Health and Strengthening the Family (in 6
8787 this resolution referred to as the ‘‘Geneva Consensus 7
8888 Declaration’’) and applauds the signatory countries 8
8989 for their dedication to advancing women’s health, 9
9090 protecting life at every stage while affirming that 10
9191 there is no international right to abortion, and up-11
9292 holding the importance of the family as foundational 12
9393 to society; 13
9494 (2) declares that the principles affirming wom-14
9595 en’s health and the dignity of every life and the fam-15

105105 health, protect the right to life, and strengthen the 7
106106 family, as enshrined in the Geneva Consensus Dec-8

108108 (5) will work with the United States executive 10
109109 branch to ensure that the United States does not 11
110110 conduct or fund abortions, abortion lobbying, or co-12
111111 ercive family planning in foreign countries, con-13
112112 sistent with longstanding Federal law; and 14
113113 (6) urges the signatory countries to the Geneva 15
114114 Consensus Declaration to defend the universal prin-16
115115 ciples affirming the value of every life and the family 17
116116 expressed in the Declaration. 18
