22	22	CONCURRENT RESOLUTION
23	23	Expressing support for the Geneva Consensus Declaration
24	24	on Promoting Women’s Health and Strengthening the
25	25	Family and urging that the United States rejoin this
26	26	historic declaration.
27	27	Whereas the United States strongly supports women reaching
28	28	the highest attainable outcomes for health, life, dignity,
29	29	and well-being throughout their lives;
30	30	Whereas the historic coalition that issued the Geneva Con-
31	31	sensus Declaration on Promoting Women’s Health and
32	32	Strengthening the Family (in this preamble referred to as
33	33	the ‘‘Geneva Consensus Declaration’’) was formed by a

37	37	diverse group of countries committed to charting a more
38	38	positive path to advance the health of women, protect the
39	39	family as foundational to any healthy society, affirm the
40	40	value of life in all stages of development, and uphold the
41	41	sovereign right of countries to make their own laws to
42	42	advance those core values, without external pressure;
43	43	Whereas the Geneva Consensus Declaration was signed on
44	44	October 22, 2020, by 32 countries from every region of
45	45	the world, representing more than 1,600,000,000 people,
46	46	which committed to working together on the core pillars
47	47	enshrined in the Declaration, and 39 countries are now
48	48	part of this coalition;
49	49	Whereas the United States was the lead cosponsor of the Ge-
50	50	neva Consensus Declaration during the Presidency of
51	51	Donald J. Trump;
52	52	Whereas although President Joseph R. Biden removed the
53	53	United States as a signatory to the Geneva Consensus
54	54	Declaration, at least temporarily, longstanding Federal
55	55	laws that prohibit the United States from conducting or
56	56	funding abortions, abortion lobbying, or coercive family
57	57	planning in foreign countries remain in effect;
58	58	Whereas the Geneva Consensus Declaration reaffirms that
59	59	‘‘all are equal before the law’’ and ‘‘human rights of
60	60	women are an inalienable, integral, and indivisible part of
61	61	all human rights and fundamental freedoms’’;
62	62	Whereas the Geneva Consensus Declaration reaffirms the in-
63	63	herent ‘‘dignity and worth of the human person’’ and
64	64	that ‘‘every human being has the inherent right to life’’;
65	65	Whereas the Geneva Consensus Declaration reaffirms that
66	66	‘‘there is no international right to abortion, nor any

71	71	or facilitate abortion’’;
72	72	Whereas the Geneva Consensus Declaration reaffirms that
73	73	‘‘the family is the natural and fundamental group unit of
74	74	society and is entitled to protection by society and the
75	75	state’’; and
76	76	Whereas the Geneva Consensus Declaration coalition
77	77	strengthens the collective voice of the signatory countries
78	78	to prevent any country from being intimidated, isolated,
79	79	or muted on the core values expressed in the Declaration:
80	80	Now, therefore, be it
81	81	Resolved by the House of Representatives (the Senate 1
82	82	concurring), That Congress— 2
83	83	(1) affirms the commitments to improve health 3
84	84	for women and protect life and the family made in 4
85	85	the Geneva Consensus Declaration on Promoting 5
86	86	Women’s Health and Strengthening the Family (in 6
87	87	this resolution referred to as the ‘‘Geneva Consensus 7
88	88	Declaration’’) and applauds the signatory countries 8
89	89	for their dedication to advancing women’s health, 9
90	90	protecting life at every stage while affirming that 10
91	91	there is no international right to abortion, and up-11
92	92	holding the importance of the family as foundational 12
93	93	to society; 13
94	94	(2) declares that the principles affirming wom-14
95	95	en’s health and the dignity of every life and the fam-15

100	100	remain universally valid; 2
101	101	(3) welcomes opportunities to strengthen sup-3
102	102	port for the Geneva Consensus Declaration; 4
103	103	(4) will defend the sovereignty of every country 5
104	104	to adopt national policies that promote women’s 6
105	105	health, protect the right to life, and strengthen the 7
106	106	family, as enshrined in the Geneva Consensus Dec-8
107	107	laration; 9
108	108	(5) will work with the United States executive 10
109	109	branch to ensure that the United States does not 11
110	110	conduct or fund abortions, abortion lobbying, or co-12
111	111	ercive family planning in foreign countries, con-13
112	112	sistent with longstanding Federal law; and 14
113	113	(6) urges the signatory countries to the Geneva 15
114	114	Consensus Declaration to defend the universal prin-16
115	115	ciples affirming the value of every life and the family 17
116	116	expressed in the Declaration. 18
