1515 SECTION 1. PURPOSE. 3
1616 The purpose of this concurrent resolution is to imple-4
1717 ment the 131st recommendation of the Select Committee 5
1818 on the Modernization of Congress, passed by the Select 6
1919 Committee during the 117th Congress, to create a Task 7
2020 Force on the Legislative Process that analyzes the range 8
2121 of legislative processes by which, if adopted by both 9
2222 Houses, each House would provide expedited consideration 10
2323 of legislation that was passed by the other House with 11
2424 wide and bipartisan support. 12

2828 SEC. 2. ESTABLISHMENT OF TASK FORCE. 1

3030 STABLISHMENT; PURPOSE.—There is hereby es-2
3131 tablished the Task Force on the Legislative Process (here-3
3232 after referred to as the ‘‘Task Force’’) whose purpose shall 4
3333 be to analyze the range of options for bicameral legislation 5
3434 expedition. 6

3636 EFINITION.—In this concurrent resolution, the 7
3737 term ‘‘bicameral legislation expedition’’ means any legisla-8
3838 tive process by which each House of Congress jointly pro-9
3939 vides for expedited consideration of legislation which was 10
4040 passed by the other House by unanimous consent, by voice 11
4141 vote, or with the approval of not fewer than

4545 SEC. 3. MEMBERSHIP. 14

4747 OMPOSITION.—The Task Force shall be com-15
4848 posed of 12 members appointed as follows: 16
4949 (1) The Speaker of the House of Representa-17
5050 tives shall appoint 3 individuals who are Members of 18
5151 the House of Representatives, of whom at least one 19
5252 shall be a majority member of the Committee on 20
5353 Rules of the House. 21
5454 (2) The Minority Leader of the House shall ap-22

7878 ACANCIES.—A vacancy in the membership of the 15
7979 Task Force shall be filled in the same manner as the origi-16

9898 ONTENTS.—The Task Force shall issue a 4
9999 report to the Speaker of the House, the Minority 5
100100 Leader of the House, the Majority Leader of the 6
101101 Senate, the Minority Leader of the Senate, the Com-7
102102 mittee on Rules of the House of Representatives, 8
103103 and the Committee on Rules and Administration of 9
104104 the Senate, and shall include in the report— 10
105105 (A) an analysis of the range of options for 11
106106 bicameral legislation expedition; and 12
107107 (B) any recommendations relating to bi-13
108108 cameral legislation expedition which are ap-14
109109 proved by not fewer than 9 of its members. 15

111111 EADLINE.—The Task Force shall issue 16
112112 the report required under paragraph (1) not later 17
113113 than one year after the date of the adoption of this 18
114114 concurrent resolution. 19

116116 SE OFSTAFF.—The Task Force may use the 20
117117 services of staff of the House and Senate to assist it in 21
118118 carrying out its duties. 22
119119 SEC. 5. POSTING OF PROPOSALS BY COMMITTEES. 23
120120 Upon receiving the report issued by the Task Force 24
121121 under section 4(b), the Committee on Rules of the House 25
