2727 CONCURRENT RESOLUTION
2828 Expressing the sense of Congress that the United States
2929 should resume normal diplomatic relations with Taiwan,
3030 negotiate a bilateral free trade agreement with Taiwan,
3131 and support Taiwans membership in international orga-
3232 nizations.
3333 Whereas the people of Taiwan have established a free, open,
3434 pluralistic, and democratic society;

3838 Whereas the people of Taiwan have conducted successive
3939 democratic Presidential elections yielding several peaceful
4040 transfers of power, successive parliamentary elections,
4141 multiple nationwide referenda, and numerous local elec-
4242 tions;
4343 Whereas Taiwan and its outlying islands have never been
4444 under the jurisdiction or control of the Communist re-
4545 gime in Beijing, which continues to illegitimately claim
4646 sovereignty over Taiwan and its people;
4747 Whereas Communist China has weaponized the so-called
4848 ‘‘One China Policy’’ to block Taiwan’s membership and
4949 full participation in international organizations and
5050 events ranging from the United Nations and the World
5151 Health Organization to the Olympic Games;
5252 Whereas the so-called ‘‘One China Policy’’ is obsolete, does
5353 not serve the people of Taiwan or the United States, and
5454 fails to reflect the obvious reality that Taiwan has been
5555 a sovereign and independent country for over 70 years;
5656 Whereas Taiwan maintains diplomatic, cultural, and eco-
5757 nomic links with several countries around the world, dem-
5858 onstrating its clear and indisputable independence from
5959 the People’s Republic of China;
6060 Whereas Taiwan and the United States maintained normal
6161 diplomatic relations and a Mutual Defense Treaty until
6262 President Carter abruptly abandoned both without the
6363 approval of Congress in 1979;
6464 Whereas Congress responded by adopting the landmark, bi-
6565 partisan Taiwan Relations Act, codifying in law the basis
6666 for continued friendly relations between the people of the
6767 United States and Taiwan;

7171 Whereas former President Reagan strengthened ties with
7272 Taiwan by issuing the ‘‘Six Assurances’’, noting that
7373 ‘‘The United States has not altered its position regarding
7474 sovereignty over Taiwan’’, underscoring that Communist
7575 Chinese claims of sovereignty over Taiwan have never
7676 been accepted by the United States;
7777 Whereas former President Clinton declared ‘‘that the issues
7878 between Beijing and Taiwan must be resolved peacefully
7979 and with the assent of the people of Taiwan’’;
8080 Whereas President Trump approved the sale of defense arti-
8181 cles to Taiwan and signed bipartisan legislation allowing
8282 for expanded high-level exchanges and cooperation be-
8383 tween Taiwanese and American officials; and
8484 Whereas Taiwan remains a steadfast ally of the United
8585 States and a responsible and conscientious member of the
8686 international community: Now, therefore, be it
8787 Resolved by the House of Representatives (the Senate 1
8888 concurring), That— 2
8989 (1) the United States commends the people of 3
9090 Taiwan for their commitment to democracy, civil lib-4
9191 erties, and human rights; and 5
9292 (2) it is the sense of Congress that— 6
9393 (A) the President should abandon the anti-7
9494 quated ‘‘One China Policy’’ in favor of a policy 8
9595 that recognizes the objective reality that Tai-9
9696 wan is an independent country not governed by 10
9797 or included within the territory of the People’s 11
9898 Republic of China; 12

104104 Government in Taipei, normalize diplomatic re-3
105105 lations between our two nations, appoint a 4
106106 United States ambassador to Taiwan, and re-5
107107 ceive a Taiwanese ambassador to the United 6
108108 States; 7
109109 (C) the President should rescind arbitrary 8
110110 agency guidelines that restrict normal commu-9
111111 nication and interaction between United States 10
112112 and Taiwanese officials; 11
113113 (D) the United States Trade Representa-12
114114 tive should initiate formal negotiations with 13
115115 Taiwan on the establishment of a United 14
116116 States-Taiwan Free Trade Agreement; and 15
117117 (E) the President, the Permanent Rep-16
118118 resentative of the United States to the United 17
119119 Nations, and other relevant United States offi-18
120120 cials should take steps to advocate for Taiwan’s 19
121121 full membership in the United Nations and 20
122122 other international organizations in which the 21
123123 United States is a member. 22
