2121 Whereas the American School Counselor Association has des-
2222 ignated the week of February 3, 2025, through February
2323 7, 2025, as ‘‘National School Counseling Week’’;
2424 Whereas school counselors have long advocated that the edu-
2525 cation system of the United States must provide equi-
2626 table opportunities for all students;
2727 Whereas school counselors have long emphasized the impor-
2828 tance of personal and social development in contributing
2929 to academic achievement;

3333 Whereas school counselors help develop well-rounded students
3434 by guiding them through their academic, social-emotional,
3535 and career development;
3636 Whereas school counselors play a vital role in ensuring that
3737 students are college and career ready and aware of finan-
3838 cial aid and college opportunities;
3939 Whereas school counselors may encourage students to pursue
4040 challenging academic courses to prepare them for college
4141 majors and careers in the science, technology, engineer-
4242 ing, and mathematics fields;
4343 Whereas school counselors provide support for students whose
4444 family members have been deployed to conflicts overseas;
4545 Whereas school counselors help students cope with serious
4646 and common challenges of growing up, including peer
4747 pressure, bullying, mental health issues, school violence,
4848 disciplinary problems, and problems in the home;
4949 Whereas school counselors are also instrumental in helping
5050 students, teachers, and parents cope with trauma and
5151 community and national tragedies;
5252 Whereas school counselors are among the few professionals in
5353 a school building that are trained in both education and
5454 social and emotional development;
5555 Whereas, despite the important contributions of school coun-
5656 selors to student success, counseling positions are not al-
5757 ways protected when local budgets are cut, especially in
5858 tough economic times;
5959 Whereas the average student-to-counselor ratio in the Na-
6060 tion’s public schools, 376-to-1, far exceeds the 250-to-1
6161 ratio recommended by the American School Counselor
6262 Association, the National Association for College Admis-
6363 sion Counseling, and other organizations;

6767 Whereas the celebration of ‘‘National School Counseling
6868 Week’’ would increase awareness of the important and
6969 necessary role school counselors play in the lives of stu-
7070 dents in the United States; and
7171 Whereas the week of February 3, 2025, through February 7,
7272 2025, would be an appropriate week to designate as ‘‘Na-
7373 tional School Counseling Week’’: Now, therefore, be it
7474 Resolved by the Senate and House of Representatives1
7575 of the United States of America in Congress assembled, 2
7676 That Congress— 3
7777 (1) honors and recognizes the contributions of 4
7878 school counselors to the success of students in the 5
7979 Nation’s elementary and secondary schools; and 6
8080 (2) encourages the people of the United States 7
8181 to observe ‘‘National School Counseling Week’’ with 8
8282 appropriate ceremonies and activities that promote 9
8383 awareness of the crucial role school counselors play 10
8484 in preparing students for fulfilling lives as contrib-11
8585 uting members of society. 12
