vironmental Protection Agency relating to ‘‘Waste Emis-4

Procedures for Facilitating Compliance, Including Netting 6
and Exemptions’’ (89 Fed. Reg. 91094 (November 18, 7
2024)), and such rule shall have no force or effect. 8
