JOINT RESOLUTION
Proposing an amendment to the Constitution of the United
States to provide certain line item veto authority to
the President.
Resolved by the Senate and House of Representatives 1
of the United States of America in Congress assembled (two- 2
thirds of each House concurring therein), That the fol-3
lowing article is proposed as an amendment to the Con-4
stitution of the United States, which shall be valid to all 5
intents and purposes as part of the Constitution when 6
ratified by the legislatures of three-fourths of the several 7
States within seven years after the date of its submission 8
for ratification: 9

ECTION1. In approving and signing a bill or joint 2
resolution that is presented under section 7 of article I, 3
the President may reduce an appropriation in such bill or 4
joint resolution, and such bill or joint resolution shall be-5
come law with such reduction incorporated. 6
‘‘S
ECTION2. If the President reduces an appropria-7
tion under section 1 of this article— 8
‘‘(1) not later than 10 days after the date of 9
such reduction, the President shall notify the House 10
of Representatives and the Senate of such reduction; 11
‘‘(2) the House of Representatives and the Sen-12
ate may consider disapproval of such reduction; and 13
‘‘(3) if two-thirds of each House votes to dis-14
approve of such reduction, the amount of the appro-15
priation in law subject to such reduction shall be 16
treated as returned to the amount originally pre-17
sented to the President under section 1.’’. 18
