2020 Prohibiting the distribution of Chinese Communist Party-
2121 controlled publications within House facilities, and for
2222 other purposes.
2323 Whereas the Chief Administrative Officer of the House of
2424 Representatives currently facilitates the distribution of
2525 certain foreign publications within House Office Build-
2626 ings;
2727 Whereas China Daily is registered as a foreign agent under
2828 the Foreign Agents Registration Act of 1938 and oper-
2929 ates as a direct propaganda outlet of the Chinese Com-
3030 munist Party’s Publicity Department;

3434 Whereas the distribution of foreign propaganda materials
3535 within the House of Representatives undermines institu-
3636 tional integrity and enables malign foreign influence op-
3737 erations;
3838 Whereas the presence of Chinese Communist Party-controlled
3939 publications in official House facilities legitimizes foreign
4040 propaganda efforts; and
4141 Whereas the House of Representatives has a compelling in-
4242 terest in protecting its facilities and operations from for-
4343 eign influence campaigns: Now, therefore, be it

4545 SECTION 1. PROHIBITION ON DISTRIBUTION OF CCP-CON-2
4646 TROLLED PUBLICATIONS. 3
4747 (a) I
4848 NGENERAL.—The Chief Administrative Officer 4
4949 of the House of Representatives shall— 5
5050 (1) immediately cease accepting or distributing 6
5151 China Daily and other Chinese Communist Party- 7
5252 controlled publications within the House wing of the 8
5353 United States Capitol, any House Office Buildings, 9
5454 or any other facility owned and operated by the 10
5555 House; 11
5656 (2) prohibit the use of internal House mail sys-12
5757 tems for delivery of such publications; and 13
5858 (3) notify all relevant House offices of this pol-14
5959 icy change. 15

6161 ULE OFCONSTRUCTION.—Nothing in this sec-16
6262 tion may be construed to restrict or prohibit— 17

6868 (2) access to such publications through public 3
6969 or research facilities; or 4
7070 (3) the collection of such publications by the Li-5
7171 brary of Congress. 6

7373 HINESECOMMUNISTPARTY-CONTROLLEDPUB-7
7474 LICATIONDEFINED.—In this section, the term ‘‘Chinese 8
7575 Communist Party-controlled publication’’ means any pub-9
7676 lication that— 10
7777 (1) is required to register under the Foreign 11
7878 Agents Registration Act of 1938; and 12
7979 (2) is owned, controlled, or directed by the Chi-13
8080 nese Communist Party or its affiliates. 14

8282 FFECTIVEDATE.—The requirements under this 15
8383 section shall take effect immediately upon the adoption of 16
8484 this resolution. 17
