RESOLUTION
Directing the Secretary of Homeland Security to transmit
to the House of Representatives certain documents relat-
ing to Department of Homeland Security policies and
activities related to the security of Department informa-
tion and data and the recruitment and retention of its
workforce.
Resolved, That, not later than 14 days after the date 1
of the adoption of this resolution, the Secretary of Home-2

land Security is directed to transmit to the House of Rep-1
resentatives copies of any documentation, including any 2
document, record, memo, correspondence, or other com-3
munication of the Department of Homeland Security or 4
any portion of any such documentation, of the Department 5
relating to the security of Department information and the 6
recruitment and retention of its workforce, to the extent 7
such documentation or any portion thereof is in the pos-8
session of the Secretary, that refers or relates to the fol-9
lowing: 10
(1) Any documentation related to requests by 11
the Department of Government Efficiency (as estab-12
lished pursuant to Executive Order 14158) for ac-13
cess to Department of Homeland Security informa-14
tion systems or data. 15
(2) Any documentation related to any access to 16
Department of Homeland Security information sys-17
tems granted to the Department of Government Ef-18
ficiency by the Department of Homeland Security. 19
(3) Any documentation related to any data sup-20
plied to the Department of Government Efficiency 21
by the Department of Homeland Security. 22
(4) Any documentation related to how the De-23
partment of Homeland Security evaluates requests 24
by the Department of Government Efficiency for ac-25

individuals who are not employees or contractors of 5
the Department access to Department information 6

(6) Any documentation related to Department 8
of Homeland Security policies related to providing 9
individuals who are not employees or contractors of 10
the Department access to Department data. 11
(7) Any documentation related to Department 12
of Homeland Security efforts to investigate or ascer-13
tain whether, why, and the extent to which, em-14
ployee data has been accessed by the Office of Per-15
sonnel Management for non-routine purposes, as 16
well as any security implications of such access. 17
(8) Any documentation related to implementa-18
tion of a Memorandum signed by President Trump 19
on January 20, 2025, ordering a ‘‘freeze on the hir-20
ing of Federal civilian employees’’. 21
(9) Any documentation related to the number 22
of individuals with offers of employment from the 23
Department of Homeland Security pending on Janu-24

(10) Any documentation related to the number 3
of individuals who had accepted offers of employ-4
ment from the Department of Homeland Security as 5
of January 20, 2025, who have not been onboarded 6
as of the date of adoption of this Resolution, and a 7
description of the jobs that remain vacant. 8
(11) Any documentation related to the number 9
of employees who accepted the Office of Personnel 10
Management’s deferred resignation offer as of the 11
date of adoption of this Resolution, and such em-12
ployees’ job titles. 13
(12) Any documentation related to the designa-14
tion of national security employees for purposes of 15
the January 20, 2025, Memorandum signed by 16
President Trump ordering a ‘‘freeze on the hiring of 17
Federal civilian employees’’, and the January 28, 18
2025, deferred resignation offer from the Office of 19
Personnel Management. 20
