1818 RESOLUTION
1919 Calling on Federal law enforcement, led by the Federal Bu-
2020 reau of Investigation, the Department of Homeland Se-
2121 curity, and the Federal Aviation Administration, to pro-
2222 vide an immediate briefing to the public regarding the
2323 recent drone activity in New Jersey and New York.
2424 Whereas, in the weeks leading up to Thanksgiving 2024, resi-
2525 dents of New Jersey began reporting sightings of uniden-
2626 tified drones flying in the sky;
2727 Whereas residents in at least 10 counties across New Jersey
2828 have reported sightings of unmanned aircraft systems
2929 (UAS) and other drone-like objects;

3333 Whereas some witness reports suggest that certain drones
3434 were as large as small cars or planes;
3535 Whereas, on December 8, 2024, there were 49 reported drone
3636 sightings in a single night in New Jersey;
3737 Whereas, as of September 2020, the Federal Aviation Admin-
3838 istration (FAA) had registered approximately 1.7 million
3939 unmanned aircraft systems, more than 70 percent of
4040 which are reportedly used for recreational purposes;
4141 Whereas while drones and advancing technology provide sig-
4242 nificant benefits to businesses and the economy, they may
4343 also be exploited for nefarious purposes, including crimi-
4444 nal and terrorist activities;
4545 Whereas, on November 26, 2024, drones flying near a des-
4646 ignated landing zone prevented a medical helicopter from
4747 responding to a car crash victim in Somerset County,
4848 New Jersey;
4949 Whereas drones and other UAS have been spotted near sen-
5050 sitive sites such as Picatinny Arsenal and Round Valley
5151 Reservoir, a critical component of New Jersey’s water
5252 supply;
5353 Whereas, on December 13, 2024, Stewart Airport in Orange
5454 County, New York—operated by the Port Authority of
5555 New York and New Jersey—was forced to close its run-
5656 ways for approximately one hour due to drone activity in
5757 the airspace;
5858 Whereas drones and other unidentified aerial objects have
5959 also been reported in multiple States in addition to New
6060 Jersey and New York;
6161 Whereas, on January 28, 2025, White House Press Secretary
6262 Karoline Leavitt stated that many of these drones were
6363 authorized and known to the government; and

6767 Whereas Press Secretary Leavitt further stated: ‘‘After re-

7272 Resolved, That the House of Representatives— 1
7373 (1) recognizes the efforts and dedication of 2
7474 State and local law enforcement in addressing public 3
7575 concerns regarding drone activity; 4
7676 (2) calls on the Federal Bureau of Investiga-5
7777 tion, the Department of Homeland Security, and the 6
7878 Federal Aviation Administration to provide trans-7
7979 parency and release information to the public re-8
8080 garding recent drone activity where possible; 9
8181 (3) urges the Federal Bureau of Investigation, 10
8282 the Department of Homeland Security, and the Fed-11
8383 eral Aviation Administration to conduct an imme-12
8484 diate briefing to inform the public about the current 13
8585 drone situation in New Jersey; 14
8686 (4) calls on Federal law enforcement agencies, 15
8787 led by the Federal Bureau of Investigation and the 16
8888 Department of Homeland Security, to collaborate 17
8989 with State and local law enforcement in deploying 18
9090 resources to mitigate unauthorized drone activity; 19
