2121 Celebrating the legacy and contributions of immigrants and

2323 Whereas the United States of America was founded by immi-
2424 grants seeking freedom, security, and opportunity;
2525 Whereas the United States is best when it serves as a haven
2626 for those seeking a better, more secure, more prosperous
2727 life;
2828 Whereas President George Washington said, ‘‘[Let] the poor,
2929 the needy, and oppressed of the Earth, and those who
3030 want Land, resort to the fertile lands of our western
3131 country, the second land of Promise, and there dwell in
3232 peace, fulfilling the first and great commandment.’’;

3636 Whereas President Ronald Reagan said, ‘‘Our nation is a na-
3737 tion of immigrants. More than any other country, our
3838 strength comes from our own immigrant heritage and our
3939 capacity to welcome those from other lands.’’;
4040 Whereas President George W. Bush said, ‘‘It says something
4141 about our country that people around the world are will-
4242 ing to leave their homes and leave their families and risk
4343 everything to come to America. Their talent and hard
4444 work and love of freedom have helped make America the
4545 leader of the world.’’;
4646 Whereas immigrants have enriched American society in
4747 countless ways, contributing to its economy, culture, arts,
4848 and sciences;
4949 Whereas immigrants have served in the United States Armed
5050 Forces in disproportionate numbers, defending the Na-
5151 tion with bravery and distinction;
5252 Whereas immigrants have played a vital role in the growth
5353 and prosperity of the American economy, filling critical
5454 labor shortages and starting businesses that create jobs
5555 and drive economic growth;
5656 Whereas immigrants have strengthened United States com-
5757 munities, bringing diverse perspectives, skills, and talents
5858 that enrich the social fabric of the United States and
5959 make it a more vibrant and inclusive Nation;
6060 Whereas discriminatory immigration policies, including family
6161 separation, arbitrary detention of asylum seekers, and the
6262 targeting of immigrants based on their race, religion, or
6363 national origin are contrary to the values of freedom, jus-
6464 tice, and equality upon which the Nation was founded;
6565 Whereas such anti-immigrant policies have a devastating im-
6666 pact on immigrant families and communities, causing

7070 trauma, fear, and economic hardship, as well as to the
7171 national economy;
7272 Whereas arbitrary anti-immigrant travel bans fail the secu-
7373 rity and economic needs of the United States causing un-
7474 necessary harm and confusion; and
7575 Whereas a welcoming and inclusive immigration system is es-
7676 sential for the continued prosperity and strength of the
7777 United States: Now, therefore, be it
7878 Resolved, That the House of Representatives— 1
7979 (1) recognizes and celebrates the invaluable 2
8080 contributions of immigrants to the United States of 3
8181 America; 4
8282 (2) condemns all forms of discrimination 5
8383 against immigrants, including racial profiling, reli-6
8484 gious discrimination, and the targeting of immi-7
8585 grants based on their national origin; 8
8686 (3) urges the Administration to uphold the 9
8787 rights and dignity of all immigrants, including asy-10
8888 lum seekers and refugees; 11
8989 (4) calls for the implementation of humane im-12
9090 migration policies that prioritize family unity, pro-13
9191 tect human rights, and promote a pathway to citi-14
9292 zenship for longtime residents; and 15
9393 (5) supports comprehensive immigration reform 16
9494 that addresses the needs of the United States econ-17
9595 omy, strengthens its communities, and reflects the 18
