RESOLUTION
Impeaching Paul Engelmayer, judge of the United States
District Court for the Southern District of New York,
for high crimes and misdemeanors.
Resolved, That Paul Engelmayer, judge of the United 1
States District Court for the Southern District of New 2
York is impeached for high crimes and misdemeanors and 3
that the following articles of impeachment be exhibited to 4
the United States Senate: 5
Articles of impeachment exhibited by the House of 6
Representatives of the United States of America in the 7
name of itself and of the people of the United States of 8
America, against Paul Engelmayer, judge of the United 9
States District Court for the Southern District of New 10

Paul Engelmayer, as a judge of the United States 6
District Court for the Southern District of New York, en-7
gaged in judicial misconduct when he halted President 8
Donald J. Trump’s Executive order establishing and im-9
plementing the President’s Department of Government 10
Efficiency on purely political grounds, demonstrating clear 11
bias and prejudice against the President and the 12
74,000,000 Americans who voted for him. 13
Paul Engelmayer has acted outside the bounds of ju-14
dicial propriety, including— 15
(1) by submitting this ruling that demonstrates 16
clear bias and prejudice against the President; and 17
(2) by willfully disregarding established legal 18
precedent in the issuance of rulings, by submitting 19
this injunction in the middle of the night, which may 20
have been done with the intent to influence the out-21
come of cases to favor certain parties. 22
Wherefore, Judge Paul Engelmayer is guilty of high 23
crimes and misdemeanors and should be removed from of-24
fice. 25

Judge Paul Engelmayer has abused his judicial office 3
by using his authority to further personal or political in-4
terests, contrary to the constitutional responsibility to 5
apply the law impartially, including the improper handling 6
of this case in a manner that demonstrates favoritism or 7
undue influence, undermining the fundamental principles 8
of justice. 9
Wherefore, Judge Paul Engelmayer is guilty of high 10
crimes and misdemeanors and should be removed from of-11
fice. 12
